Major Issues
83, 85, 42
1.  Economic Boom. The formal end to global conflict, brought under the banner of the newly formed Indari Hegemony has boosted economic output planet-wide as corporations, lesser houses and government interests are turning their military resources to rebuilding and other civic purposes. Economic bonus.
2.  Nationalistic Sentiments. The newly united Hegemony has sparked a feeling of brotherhood amongst all citizens of Haven. Positive opinion of House Indaris at an all time high. Other lords and houses have thrown their support in fully. +5 on two chosen projects for the next 3 cycles (including this one)
3.  Religious Establishments. A new form of Paganism has sprung up in the recent years. They worship ancient gods who they believe have power over this new world. Odin, Zeus, Horus-Ra and their pantheons are venerated. These beliefs have become very popular and the majority of the populace follows at least one of the Pantheons. For 300 million credits, you could enact a state religion to support one or all of the Pantheons. This would handle creation of government employed priests and the construction of shrines and sites of worship throughout the planet. Of course, you can also simply refuse to commit to a religion and allow them to continue on their own.
4.  Metallurgical Focus. The god Vulcan has become popular on much of the world and the Guild of Smiths has spread globally. They used to be simply an order of metallurgists, but now are a powerful political force and make up much of the wealth and production of Haven. They are efficient and resourceful, but they run most of the foundries, factories, mines and other manufacturing facilities at this point in time. Lifetime passive bonus to Construction & Engineering projects.
5.  Extrasolar search. A series of massive radio telescopes and various other deep space sensors both on the surface and in orbit have picked up dozens of planets in the surrounding systems. Right now, this information is mostly unimportant, but there is a slight bonus you can cash in for any single environmental science project and when you begin to explore beyond your star system, you'll already have an idea of what waits for you.
6.  Computer Sciences. Computer technology has taken off in the past couple of decades. Unlocking the secrets of the Sleeper Ship has lead to a Renaissance in computing. Programs and hardware are highly efficient. Chips are incredibly small and portable, require minimal power and are highly versatile. Any 21st Century Programming problem could be solved in months with this technology and a small staff of programmers and engineers.

Note: You may have in theory unlimited number of simultaneous projects running, though for ease of tracking I ask that they be kept at somewhat reasonable numbers, at least per budget sub-grouping.  Remember: the budget represents more than just money. It is resources, man-hours, project time from consultants, effort to keep the general population informed (or not, depending on project type), allocation of factory time etc etc. Expecting a project to go forward without a portion of the budget allocated to it, is essentially you saying "The higher levels of government do not care if there are results regarding this, nor are we interested in giving relevant committees additional resources to achieve it. Delegate it to some low level bureaucratic flunky."

300 million credits -  Acceleration of rebuilding post-conflict
(20) The post-conflict project to rebuild is plagued by failure, incompetence, backstabbing and generally the same problems that were rife before unification. Old rivalries re-emerge, money disappears left and right, funneled into personal projects and slush funds. In other words, it is a disaster. Some rebuilding is accomplished through chance, but the majority of the money is lost to unscrupulous houses and corporations who siphon it off. Public opinion drops in light of this debacle.

150 million credits -  Unmanned survey probes and explorers to Haven's moons
(53) This projection goes much better than the previous item. Your exploration team is pleased to find that the dozens of small probes and drones they sent out to explore each of the moons has returned good news. Each moon has significant natural resources and identified several useful sites for construction. They suggest that the moons would offer the perfect place to start your manned space exploration projects. You are now able to construct structures on any of the three moons. Getting materials and personnel there may be another matter however...

200 million credits -  Manned space flight program
(25) Getting humans in space is a lot harder than it seems. There are engineering setbacks from day one and nothing seems to be finished on schedule. In the end, you make only half your launches and are far behind on your schedule. Numerous program managers are fired for incompetence and some of the staff goes with them. After five years, you have only a half-dozen successful manned missions in orbit and most of your space flight staff is gone due to attrition and repeated failure. At least one parts supplier went out of business and you have made only minor progress in the past half-decade. The best that can be said is you have the proof of concept. We can get men into space...


[8] Research & development - 40% of budget (1100 million credits)
400 million credits - Centralized Government
(15)The Administration admits, after over a year of trials and investigation that they had no idea what they were doing. They didn't consider dozens of variables, they didn't look into historical models or even run accurate computer simulations. A single designer took control of the project in the early stages and pushed his vision of crypto-technoanarchy hard, silencing any dissenters. What's worse, his vision was entirely opposite that of House Indaris and thus has been steps backwards from what we currently have. Luckily, he was never able to implement any of this and all of it has been sealed, gag orders have been placed and the project is essentially back to square one. The individual responsible is being held by House Indaris "pending further investigation."

300 million credits - Creed of the Maker
(29) Working with the Forge guilds hasn't been easy. They have many differences and don't always want to get along. Why should Vulcan bow before Sethlans they say, or Völundr before Svarog. This makes things very difficult and little progress is made over all. You are able to create a very basic framework to which most of them will agree is acceptable, but they all seem to have their own ideas as to what should be added. Research 1/5 Complete.

200 million credits - Advanced Computing
(14) Very little progress is made in this department. Luckily, your civilization is already fairly competent with research so no effort is wasted in the development, no matter how slow it goes. They explain that they simply don't have access to the brightest minds on the planet and despite the political sentiment, there are hidden divisions everywhere. Research 1/10 Complete.

175 million credits - Advanced Rockets
(73) Your first completely good piece of news. There has been an exciting development. Variable Specific Impulse Magnetoplasma Rockets have been developed by your space exploration labs. VASIMR capable ships are far faster and more fuel efficient. It is believe that they could easily explore most of the local star system. These engines are a huge upgrade for any future starships or probes.

25 million credits - Cryogenics Sleeper Technology
(70) Cryogenics wasn't difficult. You already had thousands of examples of working tech available in your old sleeper ship. Once you spent some time examining that and working out the details, your scientists are confident that you can keep humans in a cryogenic state for at least 200 years with your initial technology, without any serious medical problems. The failure rate on revival is estimated to be .5%

150 million credits -  Subsidies for Computing, Space and Robotics based industries
(29) Just as the post conflict project ends up sliding into black holes of bureaucracy and personal wealth, these subsidies are all but lost to greedy con artists. In the end, the money spent prosecuting them ends up being a wash. 150 Million credits are lost without a meaningful contribution to the private sector.

50 million credits -  Establishment of two new Hegemony Divisions, to mop up ex-soldiers
(64) Turning recruitment and management of military assets over to the Office of Military & Naval Intelligence is a bold move, one that is questioned by government officials and the public alike. However, no one can question the effectiveness of their operations. It quickly becomes clear however, that these two new Divisions are under the direct control of the OMNI. After only a year they are clearly an elite unit, with the best equipment money can buy. (Some question where the extra-budget equipment funding came from, but perhaps it's best not to ask.) Two new OMNI Divisions now exist and have been stationed around the planet to guard key facilities, personnel and investigate treasonous activity on behalf of the OMNI. The public seems happy that veterans are being given what seem to be cushy jobs and nationalistic sentiment seems positive towards this development... for now.


75 million credits -  Establishment of combat engineering training colleges and facilities
(44) A small combat engineering corps facility is established on the southern-most continent. Currently, their training is essentially to take military training and tack on some architecture and construction curriculum. Your people take much better to engineering than they do to war, so this isn't too difficult to manage. They are pretty basic right now, but it does teach them how to cross rivers, fortify structures, dig trenches, etc. You can now train Combat Engineering Brigades and attach them to combat Divisions to reinforcement.


150 million credits -  Post-conflict resettlement and munitions clean-up
(86) This goes remarkable well. Ground is broken across the planet, housing is set up and basic infrastructure put in place in dozens of regions. Landmines and unexploded ordinance are removed. However, neither resettlement nor munitions clean-up is entirely complete with the budget provided after five years. Your efforts have had a positive influence on public opinion, but there is still more to do.

[5] Space/Naval Warfare - 7.27% of budget (200 million credits)
200 million credits -  Establishment of space warfare training colleges and facilities
(36) This project is something of an embarrassment to the administration. Although over a dozen colleges are founded, a mix of poor manufacturing, overstaffing, maintenance requirements for outdated builds and short-sighted curriculum leads auditors to believe that our current state of Space Warfare readiness is almost nonexistent. Students are being taught classic warfare maneuvers, in two dimensions instead of three, ranges and time are not being calculated correctly and an entire class of cadets is essentially useless for space warfare after five years. Despite being poor naval candidates, they do have a decent grasp of ground combat. You gain a +2 bonus on Ground/Infantry Warfare research at a cost of 75 million credits maintenance a turn.

300 million credits -  Enact state religion
(42) It goes as well as can be expected, most citizens are pleased that you have embraced their ancestral gods and have created a fair hierarchy for each pantheon. Zeus, Odin, Ra stand on top and the other occupy their appropriate positions below. It is mostly well received, but for a handful of dissenters who are mostly ignored for now by the general populace. They are happy to see the temples, shrines and statues go up all across Haven and major Holidays are established by this decree. Public opinion skyrockets because of this.

75 million credits -  Citizen projects
(74) Responding to the requests of the public goes extremely well. Various areas are identified in urban centers and similarly dense areas which are prioritized and triaged quit effectively. The citizens are grateful and hold a parade in honor of House Indaris and their unification campaign. In the next turn, a single negative public opinion event can be negated by reminding people of the success of this project.

1. House Vakagn has become something of a problem. They never fully supported unification and OMNI suggests that they are beginning to build up troops again in an attempt to strength their position and weaken the Hegemony. They urge that their divisions be expanded and they be allowed to deal with the rogue House on their own terms. They claim their global operation will require 200 million to recruit new Division, arm them and deploy the necessary air power to crush House Vakagn. (This is not your ONLY option to deal with this problem, consider it a conundrum.)

2. Cybernetics revolution! Genius Doctor Chuven Adare leads the way in a new generation of simple and effective cybernetic implants. Everything from artificial eyes, utilizing advanced photosynthetic filaments to limbs with myometic electron-reactive polymers. This causes extensive debate. Human augmentation is a moral and ethical issue according to some, to others it's the solution to solve the problems of those who are born disadvantaged or wounded in war. It is left up the council to decide how they will treat all this new technology from an official standpoint.

3. Population boom! Post conflict, birth rates have been steadily rising and more families are having large numbers of children. Currently, this isn't a problem and the increased numbers of citizens will be useful for increased labor, taxes and of course, in the future, colonization! (Pop growth ++)

(100) Critical Success!! In just five short years, 90% of all post-conflict rebuilding is complete. With generous donations of resources and labor from the private sector in cooperation with the construction teams, much of the aging or damaged infrastructure is replaced. Better roads, public transit and a restored power grid are but a few of the many improvements and restorations. Population centers are greatly improved and shining towers now stand above once bombed out cities. A mere ten years after the Unification Wars, it's hard to believe the planet was at war at all. Public approval increases significantly.

250m Expand manned space flight programme, including special-purpose experimental facility
(66) Learning from your past mistakes and under the leadership of a brilliant young woman, Dr. Selea Yuvuk, the space program begins to make real progress. An experimental facility for stress testing materials and components in simulated vacuum environments helps contribute greatly to improvements. By the end of 2 years you have regular space flights in a solid first generation orbital design and countless man-hours of research data from orbit. Constellation Center is established on the Urau Mountain range near the equatorial-line and all orbital flights leave from there. You have also paved the way to setting up permanent space stations or even constructing bases on the three moons.

150m Construction of Vakagn Cathedrals and Pilgrimage infrastructure
(86) Spreading pilgrims to house Vakagn territory is logistically successful, the Hegemonic council is able pull strings and get temples erected in the best locations. A tram-way is established from a centralized population area to transport pilgrims en mass to Vakagn cities. (Bonus to success of policy)

100m Expand unmanned space flight programme, focusing on reusable freight
(58) Unmanned flight isn't quite as successful as your manned flight programs. Luckily, losing some robots is merely a financial set back. However, by the end of five years, Constellation Center is launching quarterly freight shipments on suborbital trajectories to nearly anywhere in the world. Primarily it's being used for reaching deep into land-locked cities to deliver high-value resources and supplies for dealing with natural disasters or other emergencies. However, the administration admits that currently, it's more of a novelty than an industry.

 75m Deploy survey probes to nearest planets
(53) Some small rudimentary probes are assembled one what is essentially a shoestring budget for interplanetary surveys. Luckily, Dr. Yuvuk is an ingenious scientist and manages to put together some very inexpensive but adequate probes. Within five years, the probes have done fly-bys of:


-the fourth planet: Confirms Rock planet. Single large moon. 3 small moons.  Barren, moderate temperatures, thin atmosphere, low gravity. Reddish-Brown color. A large number of asteroids trail this planet. You are able to analyze the atmosphere from close-range and determine that it is possible this planet could support life.

-the fifth planet: Rock planet. Confirms 6 Small moons. No atmosphere. High Gravity. Cold. Golden color. Radar at close-range seems to indicate the presence of rich metal deposits around the equator.

-the seventh planet: Rock planet.  7 small moons.  Medium, no atmosphere, high gravity. Grey color. Close up indicates numerous smaller moons orbiting the planet. Some of the moons have ice.

After the surveys, the probes drift off into deep space.
One more thing: The Constellation Center staff has asked that the Council name these three planets.

 50m Cybernetics research facility
(88) A small, but well staffed Cybernetics research facility is constructed. With an upkeep cost of a mere 20million credits, the Hegemonic council now a state-funded facility to keep Dr. Adare busy with researching this promising new technology. (+5 bonus to any two cybernetic research projects per turn)

[8] Research & Development - 40% of budget (1.1 billion credits)
200m Centralized Government
(58) This attempt to centralize the planet goes much better than before. Much of the bureaucratic mess is eliminated and centralized bodies now handle the majority of governing. There's no tangible benefit yet, but analysts predict this will have widespread effects from more efficient economics and trade as well as increased post-war unity. It's not all good news though: thousands of clerks and other bureaucrats have lost their jobs due to re-organization. Project is 3/10 complete.

150m Creed of the Maker
(15) Once again the guilds are at each others throats. Delegates storm out, fights on the council floor have to be broken up. After 5 years, no one can agree on anything and little progress is made at all. Divides between the guilds widen further. Project is 2/5 complete.

150m Advanced Computing
(6) Science research is extremely deficient. After an amazing boost in computing technology and techniques in the past decade, scientists are unable to improve efficiency for the technology. No noticeable progress and all they've managed to do with the money is prove Moore's Law does in fact break down. An exhausted and frustrated research lead stated privately: "We've taken conventional microchips as far as they're going to go." Researchers make no progress this turn. Project is 1/10 complete.

200m Global Economics
(8) Experiments in relativistic trading with the first global stock market leads to a disastrous economic downturn. Sellers panic and flood the market, devaluing many resources and causing a ripple effect which leads to a recession. Successive turns will have a budget penalty until something is done to correct it.

150m Military Cybernetics
(57) Thanks to Dr. Adare and the Adare Cybernetics Foundation - Military Division, military cybernetics have become successful replacements for anyone injured in the line of duty. Some minor improvements are added as permanent for voluntary service-members. By the end of 5 years, around 11% of all service-members have some sort of voluntary or involuntary cybernetics. The impact on the military is small right now, but many soldiers are grateful to be able to continuing serving the Hegemony.


100m Consumer Cybernetics
(94) Civilian models take off. There are tens of thousands from after the war who are missing limbs, eyes or other body parts which cybernetics can help. The supply simply can't keep up with the demand for a few years. Augmentations become affordable due to the huge market for cybernetics among the population. Those who chose to take on cybernetics are immensely grateful and augmentation becomes trendy within 2 years and commonplace within 5 years. Multiple cybernetics companies spring up with Yu-lung Medical Corporation, Icarus Augmentation and Metaholistic Bodyworks leading the pack. The benefits for us are many, workers can continue after accidents. Physical disability is no longer a drain on society as almost anyone can be restored to the condition where they can work and support themselves just like before their accident. Birth defects can even be circumvented with specialized augmentations. Even cosmetic modifications are becoming common. However, this is a divisive issue in the Hegemony...


 75m Advanced Construction Materials
(84) New advances in Advanced polymer matrix composites, Fullerenes and nanoparticles and nanofabrication are looking promising for future industry. This project is halfway complete.

 75m Advanced Armour Materials
(23) Not quite as much luck with using the above materials for armor. Issues with large scale production and the problem formulating the correct mix of stiffness, elasticity and density prevent you from finding a magic bullet, but progress continues, none-the-less. This project is 3/10th completed.

[5] Economy & Trade - 11% of budget (300 million credits)
 75m Subsidies for Computing, Space and Robotics based industries
(32) Unfortunately, the demand of emerging industries renders the subsidies woefully underfunded and lack of oversight leads the resources to be distributed inefficiently. No benefit and public confidence dips slightly.

150m Subsidies for Cybernetics based industries
(72) This is a much more successful venture, however. Yu-lung Medical Corporation, Icarus Augmentation and Metaholistic Bodyworks divide up the subsidies to propel themselves to the fore-front of cybernetic and augmentation research. Within 5 years, you have successfully contributed to the creation three of the largest corporations on Haven.

75m Development of Vakagn Pilgrimage marketing, merchandise, transport subsidies
(21) This part of the Vakagn Pilgrimage project goes poorly. The marketing and merchandise portion of it are a laughing stock in the media and are considered in poor taste by the more devout. Transports subsidies are ineffective as well, leading to labor disputes, poor maintenance on the trams causing them to break down. Funding is diverted from the engineering budget to refit the trams and the marketing campaigns are quickly retracted and buried to avoid further embarrassment.

[4] Diplomacy - 3% of budget (75 million credits)
 75m Engagement with House Vakagn over Pilgrimage, concessions
(96) This is probably the most successful part of the entire project. Skilled diplomats and negotiators manage to make minor concessions in exchange for allowing the pilgrimage to take place and even manage to sway some of the nobility over to the Indaris cause.

[3] Espionage & Counter-intelligence - 2% of budget (50 million credits)

(72) Re-purposing old spy satellites and a small spy-network allows us the pretense of keeping an eye on pilgrims while also maintaining detailed information on House Vakagn. OMNI is pleased with this.

(33) Public-sector contractors are brought into save money. Unfortunately, the opposite happens. They end up going over budget and the project is ended prematurely. The additional facilities/curriculum have no noticeable benefits.

100m Raise four combat engineering brigades, deploy to munitions clean-up
(82) With the extra funding and an excess of volunteers, 5 Combat engineering Brigades are trained and deployed as the 1st Southiron Combat Engineering Division and deployed across the planet to clean up minefields, dispose of captured stockpiles and unexploded munitions. Project is under-budget by nearly 60 million credits. Media positive coverage leads to rise in volunteering citizens.

Spectral analysis is unable to determine precisely what the composition of the object is, only that it is dense and metallic. Privately, in the upper levels of government, there are some who believe this discovery may be related to the underwater alien facility discovered five years ago.
2. (51) - Civil Unrest! Widespread protests and demonstrations appear in major cities across the globe. Calling themselves the People's Society for Democracy or PSD they identify as a far-left socialist institution. Formed mostly of younger citizens who are too young to remember the unification, they 'peacefully' oppose the Unified Government, claiming that power must be returned to the people. This must be accomplished by dissolving the Council and stripping the Great Houses of all direct political power, so they claim. 3. (60) - DynaTech Inc. Approaches your government and presents a prototype of a hypersonic airframe which could be adapted to almost any purpose and scaled up or down as required. This "Hyperwing" template could be used for recon, strategic bombers, troop transport or even high-altitude interceptors if properly armed. They are interested in selling you their design for 500 million credits and an exclusive contract to produce the aircraft for the government. Of course, how you handle this is up to you...


Policy: (100) - The contest goes extremely well. The final names chosen are Volaris, Fallen and Omi. It doesn't help your popularity all that much, given the general downturn in public opinion, but it does lead to one incredible boon in the form of Eneryro Vaxus, an incredible astronaut who joins your program after naming Volaris. The man is a natural in every way, his physical and mental capcities are almost superhuman. Vaxus is a peak athlete with a genius-level intellect and clears your training program in record time with perfect scores in all fields. What's more, he becomes a symbol of your space program and a hero to the people for his incredible feats. He is interviewed on news networks countless times, makes cameo appearances in various popular programs and appears on the cover of numerous publications. So long as Captain Eneryro Vaxus remains fit for duty (Misfortune or simply age may make him unavailable) add +10 to any manned space mission where he is in charge of the mission.

Developments:
Population- A recent census (the first one taken since the unification) reveals a much larger population than expected. You have 3 billion more people than you thought you did. They have been entered into the governmental database appropriately and your tax revenue has increased as well
Economic - The economy is falling apart. Without any government intervention and 10 years of failing to enact an effective global economy. People are out of work, businesses are shutting down and taxes revenue is falling.
Government - Your council over-spent the budget this past five years and appropriated more resources than is legally allowed for research projects. Investigations are on going, but this has reduced public support as the now global media networks and communication nets cover this scandal. The Prince is not pleased.

1.(93) Age of Enlightenment begins. A large number of young people have graduated from education institutions and are going into STEM fields. This has an excellent benefit for all research and engineering projects this turn. All Research, Construction, Space or Ground warfare projects are at +5 for this turn.
2.(31) The Hegemony News Matrix broadcast is hijacked by masked individuals claiming that the Houses will be humbled soon by the Will of the People. Thus far, no one knows who is behind this or how it could have been possible.
3.(65) Ground-based observation telescopes detect anomalous signals coming from the edge of the system near the 9th planet of the system. Scientists cannot agree on what this might be, but conclude that more powerful orbital telescopes could provide more information. The Constellation launch center reports that a long-range probe could be there to investigate in as few as 4 years.


Policy:
DynaTech Inc. has successfully produced their Hyperwing design and displayed it during the 20th Anniversary Celebration airshow. So far, rumor has it they are selling airframes and parts to House Vakagn, House Dulous and House Takagara. They have not approached House Indaris or the Hegemony.

Star-lab is no longer a useful platform for orbital research. It's simply too small and too limited to provide a base for future developments. You can chose to retrofit it in an attempt to make it useful again, purposely deorbit it, make it a Hegemony Heritage site, or simply abandon it. Deorbiting or abandoning it are free actions and do not require a roll. You may of course, come up with your own ideas on how to deal with this.

Developments:
Population - Population is booming. The Eugenics generation is coming within 15-20 years.

Economic - The economy is finally restored and bolstered by the global economic model!

Government - Relations between the houses are stable and holding.

(59+5)[64] Utilizing the latest in rocketry and ion engines, the unmanned probe Questor is sent across the star system towards the very edge. However, even with your level of technology, you cannot reach it within 5 years. You estimate the probe will activate itself within another 4 years and begin to transmit images from the furthest you've ever sent an object into space.

250 m - Build and launch orbital telescope to investigate anomalous signals (+5 from Enlightenment)
(84+5)[89] Your space infrastructure allows you to get your first Space Telescope into space. Named the Blueford Space Telescope after an ancient Terran astronaut, it provides a highly detailed image of even distant parts of the star system. What you discover is truly frightening. You detect noticeable engine burn signatures and reflected light that appears to be changing courses. The inescapable conclusion: There are space ships operating at the edge of your system. You have no idea what they are, who they are or how long they've been there. Observing it for well over 2 years, you record dozens of separate UFOs. The worst part is that you can't determine where the ships are coming from or going. Scientists suggest everything from cloaking devices to honest to god FTL drives. They don't seem to come any closer than the 9th planet in the system, a smallish gas giant surrounded by some large movies. You will know more once Questor arrives.


250 m - Deploy the Leviathan to investigate the undersea facility (+5 from Enlightenment)
(56+5)[61] The mighty Leviathan submarine is able to survive the defense batteries protecting the facilities. What they find inside is incredible. The facility is MASSIVE, though much of the it appears to empty space, strangely. While the lower levels are flooded and apparently home to coral reefs and ocean creatures, you find a great deal from the upper levels, which are miraculously still pressurized. Numerous enigmatic artifacts are discovered. Whatever made them certainly wasn't human. You are unable to locate any evidence about what lived there with the exception of the statuary throughout the halls and bas relief carvings. Snake-like creatures with an upright stance are depicted, without any limbs their heads are elaborately frilled and spined with great variety between the depictions. The smallest carvings are only a few inches tall and the largest are statues that are over 30 feet long. A demolitions crew is able to identify the defense launchers and destroy them so further submarines and equipment can be brought down. The engineers would have preferred to disable them, but conventional methods were unable to crack the casing to get inside. The biggest development you discover is the building materials are entirely alien to you. They had some sort of method of growing the shapes from the rock and additive materials to produce a sort of... living cement. You have no idea how to replicate that, but you DO gain immense insight into your own studies of advanced building materials.

However, your new discoveries regarding new improved construction materials and methods may make things easier in the future. So far, you know a dozen different ways NOT to build a space station.

(Or indeed, any vessel capable with a docking port that matches your Icarus Unmanned Cargo Rockets) Now all you need to do is make your stations work...

Too much autonomy from the polities defeats the points of a Centralized Government and slows everything down with local bureaucracy, on the other hand, not enough autonomy leads to a crippling centralized bureaucracy where nothing gets done for weeks at a time and orders are simply lost in the noise. Progress is being made, but slowly... 7/10 complete

200 m - Aim to complete research on Gene Engineering (+5 from Enlightenment)
(53+5)[58] A resounding success! Your council made it a goal to complete this by the end of the budget cycle and it was not only completed, but ahead of schedule. You can now modify the biology of any creature from birth to a limited degree. The practical effect of this right now is that you can start to improve the health of future generations should you so desire. You can also improve the health of various plants and animals on Haven. You could probably make additional changes at this point as well, but that's going to be up to your policy decisions how far you take gene-modding in humans and animals.

On budget and on time, you complete your prototype design: the Thunderstar. Capable of unassisted STOVL from a normal runway, the Thunderstar can accelerate into the sky and achieve orbit all on it's own through a combination of an advanced Aerospike system, a variable nozzle system and an ultrahigh pressure rocket booster to achieve this. Captain Vaxus launches the maiden voyage and achieves docking with Starlab-1. This is a great day for the Hegemony. Research complete! Thunderstar SSTO aerospace craft are available to be constructed now!

1. Local Coup! Lord Giji has been slain by his half-brother, Tokoshi Keno. House Takagara is in turmoil as the retainers have become a campaign of near open war in their lands. The violence seems contained to their ancestral holdings, but the loss of life is significant and it seems that one of their own, General Juchi has abandoned his post and lead his fleet to our waters, surrendering himself and placing his entire force into our care to do with as we see fit. His fleet, troops and air forces are unfortunately out of date and they require more maintenance than normal and non-standard parts. Additionally, your military advisors have questions about their effectiveness on the modern battlefield. Still, they are a powerful force with trained crews...

2. Emergent Intelligence. Scientists working with the Quantum processing units in an uproar, some claiming that they have observed what they claim is "incontrovertible evidence" of artificial intelligence exhibited by the 3 QPUs you've set up across the globe. Of course, they're demanding funding to study this and prove their findings. Other scientists and engineers are less impressed, claiming that such wild speculation is entirely unfounded and in fact, even impossible. Some on the fringe even go so far as to demand that the processors be shut down to prevent a hostile singularity.

3. A Star Rises. Pop Super-star Shyane is the best selling artist since... well.. ever! People absolutely love her music, and it seems to transcend all boundaries, from race, sex and allegiance. Right now, she is merely a highly successful pop idol and a beneficiary of our economic system, but with some effort, she could be made into a valuable tool of the Hegemony, should we so desire it. There are a number of options we could use to exploit her fame and popularity.


Policy: -
1. The Communication Networks are awash with this "Will of the People" group. There are small demonstrations now and again, but they're mostly amounting to nothing. Newsgroups and message boards are full of "Will of the People" memes and discussion. Most of it going nowhere. They've started describing themselves as Ochlos, and it seems that Ochlos of various types under various names are popping up what seems like daily. "The People's Army" "The House of the People" "Prince Mob" "The 90%" just to name a few of the epithets they sport, but regardless of their name or symbols, they all seem to fall under the Clenched Fist of the Ochlos.

2. There are unconfirmed reports that some of the scientists and other crew involved in the Bay of the Gods incident and the subsequent research have been committing suicide at statistically unusually high rates.

3. The Age of Enlightenment continues through the end of this turn.


Developments:
Population - Population is stable at about 1.1% growth. The Eugenics generation is coming within 10-15 years.

Economic - Tapering off a little after the boom of the last decade, it has remained strong.

Government - The Takagara Civil War has put all the houses on edge.

System - The strange occurrences at the edge of the system seem to be increasing...
