Councillors, it is clear not only are we not alone but that space is far busier than we thought. Caution would be my recommended approach, caution and knowledge. We have four short years to study what data we have at our fingertips, perhaps less depending on whether our extraterrestial visitors deign to note the Questor or not. Can I recommend the following partial budget aimed to understand them and our oceannic builders and prepare for potential first contact?

I believe that we should recruit a unit of House Indaris Special Division, with an attached set of Southiron Combat Engineer Brigade, Five Indari Hegemony Division and AT-100 "Hydra" Mobile Artillery Brigades as well as two Seaserpent-class Attack Submarine Squadron. Unfortunately we do not have access to any Adamant Alloy at this time and can not construct the purposed SAMI unit.

We need to address the issue with the civil war, including the General and his troops. Updating the troops to modern equipment would reduce their maintenance, as well as provide them with better fighting power if we intend to keep and utilize them. As to the General himself, I'm unsure as what to do with him, I am open to suggestions, but believe an advisory role would be warranted, especially with the current conflict.

I believe despite their wishes for us to stay uninvolved, that we must take action, allowing such a conflict to kill of such a high portion of our own population, as well as essentially challenge the unity of our planet, is unacceptable. However, I realize this may cause issues with the Other Houses and am open to ideas on how to address this outside of in a straight combat manner, especially with their advanced fighters that we have no real match for at this time. We should update our own designs and incorporate similar aircraft, as well as develop anti-air capabilities that can deal with said aircraft.

I agree that we must strengthen our military at this time, including the development of anti-aircraft units. With the conflict of House Takagara, and the proof of alien life it would seem neglectful to do otherwise. I feel that we have a unique opportunity to force the hand of House Takagara. General Juhi has provided us with an example of what should be done. Should Takagara turn over half of their modern hyperwings as a show of pro-unity, we will support his position as the new leader of House Takagara. However, if he refuses such an offer, he will clearly see that he is anti-unity and we will take actions accordingly.

In addition to the current conflict, it is important that we do not take our eyes away from our future. We should move forward with the construction of a Thunderstar SSTO aerospace craft and continue our research on Centralized Government, Cybernetic Telepresence, and Super-Augmentation. We should also continue to put forth additional feasibility studies so provide us with additional research paths for the future. I would like to suggest a feasibility study on underground farming. Our mining operations have left deep tunnels and hole thought the planet after we have reclaimed the mineral recourses, it may be wise to shift these sites to food production. Or it may not, we will not know until we enlist a research team.

I support Analyst's concern for not letting research that is in progress go fallow; I would concur that we construct a Thunderstar and continue those existing topics with remaining funds first used to support reverse engineering and upgrading the General's forces and beefing up our own along the lines that Iron proposes

We should recruit Shyane to smooth over any ruffled feathers this intervention may cause

On top of these items I would like to recommend we send Captain Vaxus and our existing Thunderstar to either establish a military outpost on Hecate, a surveying post on Apollo, or to continue the efforts to turn the Starlab-1 into a Heritage Site.

Whilst our attention is in orbit or the skies, I would recommend we explore a military variant of the Thunderstar - a grey project independent of the Dynawing efforts and concealed from even our own scientists - and establish anti-Air Batteries in the meantime. I would be prepared to fight for significant funding to each project

Finally I believe a series of further investigations into the facility at the Bay of Gods to be needed
