Xaran, I posted your attributes in Council Votes. I do think what you proposed is a little too min-maxed. Remember, these people are basically humans who have thrived on an alien world with it's own flora and fauna.

Well sure, we're talking about people surviving on an alien planet. Did every other facet of society suffer?

[3] is basically something your species bad at.
[4] would be below average.
[5] is average
[6] is above average
and so on
[10] is "Natural mastery. From the dawn of time, even without modern tools your civilization has made continuous great strides in this subject and created marvels scarcely believeable. Your people keep coming up with concepts and methods other races find difficult to replicate with similar technology or at times even properly comprehend."

Remember, these are humans from earth who have been on another planet for a few hundred years.


[3] Economy & trade: Your civilization is nearly hopeless with money and trade. They can barely manage a global economy and a working interstellar economy may be beyond them.
[3] Diplomacy: Quick to anger, prone to faux pa and scandals. It's a wonder they ever formed a unified government.
[3] Espionage & counter-intelligence: They make terrible spies and are bad at ferreting out subversion. Their society is rife with invisible corruption.
[3] Space/Naval Warfare: They really don't understand anything about Naval Warfare, much less Space combat. They have oceans, but apparently didn't go beyond basic 17th century tactics. You lack the understanding to make effect space weapons, though through trial and error you may stumble on something useful.
[3] Ground/Infantry Warfare: At best, your civilization is capable of mustering militarized police. More often simply inexperienced militia. You lack the understanding required to know what sort of organization and designs make for a good military.

This is more or less how that will look. That many 3s combined will lead to a veeeery specialized civilization that will hope they never encounter an alien race more advanced then they are.

Hey everyone, I'm looking forward to this.

I guess I'll start the discussions for the first set of proposals. After looking at the other proposals and the GM's earlier comments on this thread, I am going to lean my support for Analyst's proposal. Among the three, Analyst's proposal had the most 'balanced' distribution of points. So what do you guys think?

Harbinger- What is the process for researching something that is not listed on the research list. Lets say for example I wanted to advance research in the field of cryogenics.

Do we just throw out an idea and put some money behind it? Cryogenics 50m

Do I just build a cryogenics facility under construction and engineering?

Some other way?

I am sure we have lots of ideas, so I do not know if you want to guide the research paths, or you want us to jump in with all kinds of ideas.

Both of those will work.

You can try to research pretty much anything that would fit the current tech level.

Facilities to boost research are a good idea, but realize you'll have to start paying maintained costs on these things. They'll also have passive or active bonuses as well. A research facility could give you bonuses on specific types of research rolls.

In your example, a cryogenics research facility would give bonuses to anything cryogenics related. The more specialized the facility, the bigger the bonus.

If you throw out an idea, you're basically asking for a feasibility project unless you think it could be accomplished now.

Cryogenics could probably be developed to a working stage with the technology you have now. (After all, you all came here on a cryogenic sleeper ship. You'd just have to reverse engineer tech you already have access to, so that wouldn't be all that difficult.)

On the other hand, if you wanted to take it further than a working production model, you might have to spend more research on it and specify what you're trying to improve. (Power efficiency, detrimental health effects, etc)


I'll let you know what the cost of such research is estimated to be.

Framework for the turn is up now. I am writing up the results.

Major Issues rolls all turned out fairly well, so that's a good bonus. Over all, a lot of solid rolls, a few failures, but it's been a good five years.

Is the cost listed in research the total estimated cost for research, or the amount of funding that is still needed to complete the project?

because producing Adamant Alloy takes two turns, is it 3om million for each turn or 30m total? It is a total cost can I pay it all at once?

( I am currently working on a budget proposal for the council)

Total estimated cost for all research. Assuming you rolled 50 each time you'd pay exactly that amount.

I should have been clearer about Adamant Alloy. It doesn't take two turns to produce, but you can only produce it once ever other turn. So on turn 4 you could produce a batch. On turn 5 you could not. On turn 6 you could produce another batch, and so on.

You pay it all upfront.

So as we wait for the turn to be processed, I have a general suggestion. I think in each turn we should spend 25m each on at least 4 feasibility studies. This will help us build a nice pool of potential future techs and advancements that we can pull from to guide the Hegemony's path. maybe we create a list (maybe even with it's own thread) for ideas for potential study. Then when any of us decide to write up a budget we can pull from the list in addition to adding in our own ideas. Maybe Iron has suggested a cool tech that I want to complete a feasibility study on, or maybe I have suggested something that someone wants to add in to their budget.

You can't without causing unrest.

You can change to a wartime economy during an actual war, but that won't boost your % above 40. It'll increase Space/Ground/Espionage spending caps and reduce the rest.

It's more of a representation of what everyone is willing to accept. Overspending in any area is bound to cause backlash if not public unrest.

If you want, you can try to create a new economic type aside from wartime or peace time.

Your wartime economy would look like this, btw.
[7] Construction & engineering - Maximum 40% of budget
[8] Research & development - Maximum 30% of budget
[5] Economy & trade - Maximum 20% of budget
[4] Diplomacy - Maximum 10% of budget
[3] Espionage & counter-intelligence - Maximum 40% of budget
[5] Space/Naval Warfare - Maximum 40% of budget
[4] Ground/Infantry Warfare - Maximum 30% of budget


It's 40, 40, 40, 30, 30, 20, 10 in different orders.

I did a bad. I identified VASIMR rockets as chemical, when in fact they're a form of electric propulsion. I have corrected this mistake.

VASIMR, for future reference, are useless for getting into orbit or landing, but they are amazing for getting around from orbit to orbit cheaply and efficiently.

I had intended it to be the study of the form and function of wildlife. I thought that it might later apply to ship design, ground vehicle design, and cybernetic implants.

all of it, technically. You have complete satellite coverage so you've imaged the entire surface. As far as parts you know well, you have a population exceeding 10 billion which is spread out across the globe.

Population density varies, but generally you have the dense population centers and then as you radiate outward it thins out as you'd expect.

So the idea I had for probe droid, was a probe with a computer brain / protocols set that could make decisions as what and how much to explore based on the data collected. Is something looks interesting then it could check it out further, in all things read normal then its time to look for something else to investigate.

Off topic: I'm considering how I want to do my war/conflict system. I think I might have 4-5 sub turns (each being one year) within the 5 year budget, to allow for more precise war-actions. Essentially, war budget would be assigned every 5 years, meaning you must make sure you have enough expenditure available to keep things moving over that period. Each year you would make strategic decisions, but not economic decisions.

I will give a warning on the multiple turns per budget thing, it tends to be very hard on the Gm when it is done that way.

RTJ here. Keep in mind (And I'll spell this out a little more later in this game.) I'm looking for characters who are willing to work together in some sort of squadron first and foremost. Other characters will be accepted on a case-by-case basis.

Anything from infantry squad up to captains of warships in flotilla. I'm also open to a fighter squadron, a mecha squadron, a tank platoon, whatever appeals to the majority of you.
