Remember, these people are basically humans who have thrived on an alien world with it's own flora and fauna.
What's your reasoning behind such a high research and construction score?

[6] is above average
and so on
[10] is "Natural mastery. From the dawn of time, even without modern tools your civilization has made continuous great strides in this subject and created marvels scarcely believeable. Your people keep coming up with concepts and methods other races find difficult to replicate with similar technology or at times even properly comprehend."
Remember, these are humans from earth who have been on another planet for a few hundred years.
[3] Economy & trade: Your civilization is nearly hopeless with money and trade. They can barely manage a global economy and a working interstellar economy may be beyond them.
[3] Diplomacy: Quick to anger, prone to faux pa and scandals. It's a wonder they ever formed a unified government.
[3] Espionage & counter-intelligence: They make terrible spies and are bad at ferreting out subversion. Their society is rife with invisible corruption.
[3] Space/Naval Warfare: They really don't understand anything about Naval Warfare, much less Space combat. They have oceans, but apparently didn't go beyond basic 17th century tactics. You lack the understanding to make effect space weapons, though through trial and error you may stumble on something useful.
[3] Ground/Infantry Warfare: At best, your civilization is capable of mustering militarized police. More often simply inexperienced militia. You lack the understanding required to know what sort of organization and designs make for a good military.
This is more or less how that will look. That many 3s combined will lead to a veeeery specialized civilization that will hope they never encounter an alien race more advanced then they are.

I guess I'll start the discussions for the first set of proposals. After looking at the other proposals and the GM's earlier comments on this thread, I am going to lean my support for Analyst's proposal. Among the three, Analyst's proposal had the most 'balanced' distribution of points. So what do you guys think?
