Cause water is unequivocally the best choice. Ice can be as hard as steel, vapor deals with the realms of air. It can extinguish fire, can conduct lightening, refract and dispel light, Can mute sound, erode rock (and metals), drown/dry out plants. The only thing it doesnt have a counter/benefit to is plastic.

Not to mention any Avatar fans will jump over to the blood-bending aspect. Not that Roy would ever do such a thing... probably...

Water is certainly multi-purpose, but the downside is that it's slow. Which kind of links into my reason for choosing light, I mean, you can't argue with 186,000 miles per second... That and lasers.
