Can I use Counter Spell against eyeball attacks that have spell effects?
I'm going to make a snap ruling of yes on that. Surprisingly, the interweb doesn't yield an easy answer to your question. Each eye-ray attack closely resembles a similarly-name spell so it stands to reason that they are magical/spell attacks. That's my reasoning. That said, it's unlikely that the beholder will be using its eye-ray attacks this round. Read on.
Thanks to Ulfgar, the mini-beholder can see any of you to target you this turn- a brilliant tactic that had not occurred to me as I prepped the encounter and ran through various contingencies. As Spartan pointed out, the beholder is either going to have to pass through the cloud, putting it into melee range, wait for you to come to it, fire blind (it's very unclear on how to roll that), or retreat.
