Notty Lemongrass (birth name), known to Balefyreans as Toesplitter, is the Halfling proprietor of The Pit and, if the pervasive rumors are to be believed, Balefyre's preeminent crime lord. There's little doubt that Toesplitter could easily win a seat in the Fire Council if he chose to run for election. Allegedly, he's agreed not to run so long as the Council overlooks his various illicit enterprises. Toesplitter is seldom seen without his hulking half-ogre bodyguard, Brute, close by.

Commandant of the Iron Watch, Kara Overmark is a renowned swordswoman who's risen through the ranks to command the city guard. Although some Balefyreans refer to her as the Iron Bitch, she's widely respected for her firm, yet even-handed demeanor and tireless devotion to defending the city from outside threats and maintaining law and order within its walls. Overmark is a 7th level Fighter (Battle Master).
First Sergeant Hamon D'Kord: Overmark's former chief lieutenant and second-in-command of the Fire Watch. He departed Balefyre with the Bloodforged after collaborating with the occupation.
Corporal [now Sergeant] Jaff: A young watchmen sent, incognito, by Commander Overmark to keep an eye on the Five during their reconnaissance mission to Yonder's Hole. He has since accompanied them on the successful mission to find and neutralize the pirates' coastal hideout. After the ejection of the Bloodforged, Jaff was promoted to Sergeant and put in charge of the small Fire Watch detachment guarding the recently reopened Yonder's Hole. Jaff is a 3rd level Fighter (Battle Master).

A former adventurer and the current master of the trading cog, Sea Horse, operating out of Balefyre but sailing under an Adalonian flag [of convenience]. During a recent supply run, the Five saved his ship and killed the notorious pirate Forkbeard, putting Captain Trelk in their debt. By mutual agreement, Trelk claimed Forkbeard's galley, Jet Spear, as a prize and plans to sell it to the Fire Council for its eventual use as a revenue cutter and pirate-hunting vessel.

Head of the Vander Trading Coster and sitting member of the Fire Council, Balefyre's governing body. He is assisted in his business dealings by his sons, Vim and Varn. Like most of Balefyre's rich and powerful, Vernar, his wife Rita, and their two sons reside in the city's exclusive Sea Ward.
Kurlo is the Vander Trading Coster's head of security.
Vernar Vander was chosen Lord Mayor following the ejection of the Bloodforged, this despite the betrayal of his son, Varn, who left town with the mercenary company.

Krŏsh is the leader of a warband of orcs known as the Skullbusters. The orc shaman called One-Eye is his advisor and confident. Krŏsh's warband has invested Yonder's Hole in an attempt to stop the miners from awakening a mysterious, ancient destructive power the orcs call "The Sleeper".

The acting mayor of Yonder's Hole mining camp. One of many itinerate dwarves that have passed through Balefyre on their way to offer to ply their ancestral trade in the platinum fields to the north. He's taken advantage of the cachet provided by his surname, neglecting to educate the predominately human population of Yonder's Hole that Deepdelver is as common a surname among dwarves as Smith is among humans. Despite this minor deception, he has proved to be a wise and capable leader during a particularly trying spell in the relatively brief history of the Yonder's Hole settlement.
Zima: A young half-elf scout that Deepdelver has chosen to be Yonder's Hole's next ranger, after she more than proved her worth defending the besieged mining camp from orcish attackers. Zima is a 4th level Ranger (Hunter).

Veloura Dame, a relative newcomer to Balefyre, is an Elven woman of great beauty and wealth. Having outlived- murdered, some mutter- two prosperous human merchant husbands within the past four seasons, the 'Golden Widow' is now, by far, the richest woman in Balefyre. She recently lost her seat on the Fire Council, a position she held only as a replacement for her late husband.

Head of the Fishermens' League and sitting member of the Fire Council, Muzz Breakwater's family has been making its living from the sea as far back as anyone in Balefyre can remember. Although a simple man of very modest means, Muzz Breakwater is a respected and influential Balefyrean.
Lors is the F.L.'s chief enforcer.

Mysterious owner of a import-export business based out of Warehouse 8 in the Harbor Ward. An avid collector of considerable means, Padín's subterranean apartments are filled with priceless objects d'art gathered from every corner and era of the Known World. Although he has called the city home for the past two turns, Padín is not a native of Balefyre; although his place of origin remains a mystery, he appears to hail from one of the Sunrise Kingdoms far to the east of the Great Inner Sea. He is assisted in his business dealings by his majordomo, Thumek, also a foreigner, but one appearing to hail from somewhere in the Caliphates.

A half-orc Ardani exile with connections to the Throne's Reach, Lenore is currently serving as the Five's live-in housekeeper at their modest estate in the River Ward. Her boyfriend, a city watchman by the name of Jurvis, was killed by the during a fight with the Bloodforged. Lenore is a 3rd level Rogue (Mastermind).

Semi-retired caravan captain and founder of the seminal caravansary, dubbed Pace (after his late assistant), on the wagon trail midway between Balefyre and Yonder's Hole. The Five worked for him briefly, escorting a group of prospectors and supplies to the mining camp. He has offered the adventurers a share in the enterprise, should they wish to invest.

A young, rakish (foppish, to others) pirate captain currently on the lam in Balefyre. He was captured by the Five and subsequently incarcerated in Firewatch Keep, but escaped when the Four bluffed their way into the cell block and freed the prisoners. He slipped away through the sewers in the ensuing confusion.

A shady elven alchemist who runs his lab in the back of a potter's shop in the River Ward. He's shady because he dabbles in White Alchemy - poisons and high-end mind-altering substances, as opposed to the more accepted Red Alchemy. He's probably on the Fire Watch's list of people to talk to, but he's had a couple of centuries to learn how to burrow into human cities and he's very good at not getting caught. Nicolai has procured legal potions and other substances from him on occasion.

A middle-aged dwarf miner, survivor of the undead attacks on the mines around Yonder's Hole. He volunteered to accompany the Four to mining camp to investigate and, it was hoped, destroy the undead menace. Kerek disappeared when a Yeti attacked the party and scattered its horses.
Status: Deceased
Kerek was enthralled by a Mindflayer and killed by the adventurers during battle with the monster.
