"I don't see any reason to object to any of those proposals at this stage. I would just question the location of a few of those things.

"I'm not sure we need to add a sixth district just yet but if those wealthy citizens do not wish to locate in the College District then I suppose their funding of a watchtower in their new district is a fair contribution.

"I would be more than happy for DELEM Trading to build a serai in Tusk but WSM already has a serai in Lakeside district. Is it feasible to locate two serai in the same district, or should the new one be somewhere else such as the Merchant Quarter?

"I hope to be able to complete the upgrade of Abadar's Minster to a full Cathedral now, at the same time as Tusk town achieves City status.

"If all those proposals go ahead I think we would be able to encourage some more investment in businesses that help to build our local Economy as well. In fact, we would need to encourage that investment to build up our Economy if we are to support all those other services. Let's see who else wants to invest here before we give final approval to those proposals and decide where Tusk's own funds should be invested,"
Andalon suggested.

Summary so far:
According to the spreadsheet in msg #1 Tusk is currently at 33 Economy, 34 Loyalty, 35 Stability, 6 Defense

Adoven speaks up. "With permission, I propose to build a country estate, a Fortified Villa, in the hinterlands. V&A is at the point now that I feel it should not be run out of our home. In addition, I will be expanding my Warehouse to a larger building, capable of handling the flow of goods that a large community requires. This will establish Tusk as a major trading partner.  My future plans, as finances become available, is to begin construction of a Military Academy. Training duelists is good, but we must think of the Defense of Tusk overall as we expand into ever more dangerous territories."


OOC: The Villa adds +1 Stability,+1 Loyalty, +2 Defense. Costs 4 bp
This is balanced by Warehouse going to Large Warehouse, adding +1 Economy.
Cost = 1 bp
This in turn established a City Base in Tusk, adding +3 Loyalty, +3 Stability, and +3 Economy.

"Adoven, I admire your ambition. We will have to see whether we can accommodate your plans straight away. I hope we can but we will need to discuss it in Council," Andalon replied.

"I hope we can accommodate House Yitis's plans for a warehouse, too. Certainly your offer to contribute towards one of the City's other projects is most welcome.

"The main issue that I foresee is that the Port Henry district will be almost fully built out with Adoven's expansion to a large warehouse and addition of a warehouse for House Yitis too. If you have any thought of further expansion in future, House Yitis might be well advised to consider building that warehouse in Lakeside district instead, although that would not be quite as conveniently located near your jetty.

"Hmm, we probably need to start thinking about how to accommodate future expansion of businesses in Port Henry. Perhaps that is not the best place for our orphanage, after all. One day we might need to consider moving the orphanage out of Port Henry; the College District might well be a better location for it in future, but we would need to think about how to make that happen. Tusk Council will certainly have some important items to consider at our next meeting."

Katya bows her head in thanks,  "I think, longer term, we would like to build an office.  However, we would hope that could be located in the Merchant District, rather than in Port Henry.  Should we make any further investments, we would want to diversify and would be happy to move develop i n whichever districts you thought most appropriate." she adds politely.

“You have brought to light one of my primary concerns, Marshal Winters.” Cass replied as a worried look covered his face. “The more we invest in Midmarch, the more we have to protect. I had hoped that Tusk investing in a courthouse would eleviate our need to regulate things more carefully. But that course of action would provide no greater defense for the area, and could actually tax us beyond our current economic ability to manage.”

Cass leaned forward and took in the council sincerely. “I do think that I have a favorable solution, but the entire membership would have to agree. I suggest that Tusk invest its remaining resources into a municipal sword school, under the direct guidance of the Marshal. This would give a Kendrick the ability to train future city watch recruits in a formal environment. Even the students themselves could be tasked to keep an eye out for trouble and aid the watch in their duties. A semi-militant structure like a sword school would aid in the city’s defense, and it would provide a modicum of economy to keep itself running without infringing on other assets. So, what do you all think?

Cass thought of something else, and quickly held his finger up before anyone else could respond. “Such a sword school could be upgraded to a college and eventually a military academy. Should the city of Tusk move forward in such fashion, it should provide no hindrance to Adoven’s own plans along those lines. A Marshalry School would focus on certain land based tactics, but Adoven’s own students, likely trained as marines, would provide an entirely different area of expertise and support. Alright then. Thoughts?”

After conferring with Brother Bart, Andalon nods and is happy to report.

"I believe we can comfortably accommodate Adoven's, House Yitis's and Keira's proposed developments. They will provide a nice balance of new and expanded facilities for Tusk.

"Tusk Council does have some funds available from tax revenue and we will use those funds where we think best, to balance all aspects of this growing city. (OOC: Economy, Stability, Loyalty and Defence)

"The final decision on how we should spend those funds will be influenced by the type of developments that other people propose in the city. As it currently stands, with those three proposed developments, the balance is reasonably sound, although we could certainly support some additional business developments to boost our local economy a little more.

"The mayor's suggestion of a sword school is a sound one in our current circumstances. (OOC: 3BP for a sword school buys +1 Economy, +1 Loyalty, +1 Stability and +1 Defence.) Future upgrade to a military college would have even greater benefits. (OOC: 4BP for a military college buys +1 Economy, +2 Loyalty, +2 Stability and +2 Defence. i.e. the extra +1BP buys +1 Loyalty, +1 Stability and +1 Defence.) We would need to balance it with a small investment into the local economy (eg. Tusk doesn't have a mill) (OOC: a mill costs 1BP and generates +1 Economy). I believe that Tusk Council would have sufficient funds available for a military college and a mill if that proved to be a suitable combination when all other proposals are taken into account."


OOC: At best, a 1BP investment will typically buy +1 Economy OR (+1 Loyalty and +1 Stability) OR +1 Defence. So the sword school is typical value for money, whereas a military college is much better bang for your buck (or should I say, "better bang for your BP").

As it looks like the Council is in a good mood to support development in the city, the half-orc sitting at the back of the room chooses this moment to step forward too.

"Greetings, folks. Some of you know me already but for those who don't, I'm Gedd Roth. There's three of us of the Roth family here in Tusk; me, my brother Wyn and my sister Berta. We own the inn called the Dragon's Den over in the Merchant Quarter. If it's all right with the Council, we'd like to build a brewery there too. That will create good, steady work for a good number of folk and there's certainly plenty of demand for good ale in Tusk.

"I heard House Yitis's offer earlier, too. Wyn, Berta and me, we talked about that sort of thing last night and I reckon we can offer something like the same sort of contribution to one of your Council projects as well, if we get approval for our brewery."

Berta jerks awake as her younger brother gets up to speak, but remembering she's in polite, not to mention important and rather well-to-do company, covers her mouth to conceal a yawn as as she pulls herself upright in her seat, nodding in enthusiastic approval of what Gedd is proposing.

In the aftermath, she looks about the Council chamber ... those in support get a smile from her, those who don't ... well, let's just say she's taking names and keeping score.

"I think we can take that as a vote of support. I too see the merit in the Roths' proposal. Their contribution to a Council project, along with that of House Yitis, is most welcome indeed. We just need to decide what that Council project should be."

“Let’s see if I am up on our resolutions.” Cass said. “The Roths will build a brewery and Keira will build a tavern. I will upgrade the Mithral and Adoven will build a fortified villa and upgrade his warehouse so that his merchant base increases. House Yitis will be establishing a warehouse in Tusk as well. The churches of Abadar and Pharasma are to be upgraded and the temple of Iomedae is to be relocated. In the hinterlands, a horse breeding facility will be added. DELEM will establish a Serai in town, and Henry and Bai will extend their home to a fortified manor.”

“Henry and Tusk will engage in a joint venture to build a guild hall. Tusk will also build a mill and a sword school. A new residential district will be established with homes for the three patrons as well as a watchtower for the district. Am I missing anything?”

  • 5BP for a Guildshall buys +1 Economy, +3 Loyalty, +3 Stability
  • 3BP for a sword school buys +1 Economy, +1 Loyalty, +1 Stability and +1 Defence.
  • 1BP for a mill generates +1 Economy

Those three give us +3 Economy, +4 Loyalty, +4 Stability and +1 Defence, so we still need another +1 Economy to balance those projects.
