The bouncer and bartender at the Dragon's Den dips her head in apology as Brother Bart looks up, not having meant to give voice to her thoughts as she rifled through the papers on her lap, much less to do so with such vehemence.

"What do they mean 'smelly' ?  What's so wrong with the smell of beer ?" she mutters, under her breath, "And why does Wyn always send me to these meetings?"

Waiting for her turn to be heard, Kiera simply addresses the Council.

"With all the increasing activity in the Lakeside district, I'm happy to say business has been very, very good- so much that I'd like to seek the Council's permission to further increase the size of the Nereid's Nectar to make it a full-size roadhouse- to accommodate the influx of travelers this is going to bring."

She takes a deep breath, happy that her piece is over.

OOC:  Increasing the Nectar from a tavern to a roadhouse will add in +1 Economy, and that would help balance out the improvements that Henry wants to put out there.

"We at the Cathedral of Abadar are rather aware that Tusk lacks some of the wide range of retail opportunities one would expect from a city of our stature. We would like to see a great market developed in the Merchant District to address that lack. We propose to start development of that great market this year. We don't have the resources to complete it in one year but we would be able to do it in stages over a two-year period, starting with a local market this year. Perhaps there is a way to progress it a bit further this year too but we will need to think about what we can achieve."

Adoven responds rather dryly "it so happens that I DO have the resources to make that happen, and it was on my docket after my current projects. And since Tusk is growing so rapidly, I don't see why it cannot support two such markets, albiet in different districts, of course."

“What proposals do we have for the investment of city funds beyond the new district and outer wall?” Cass was always impressed by the fount of information that flowed from Andalon, Brother Florin, and Brother Bart. Maybe it had to do with clerical training. “And how much are those two investments going to cost?

Cass leaned toward Berta and whispered, “You can convince your brothers that moving the brewery to the new outer district was your idea for ease of deliveries. And possible expansion. That the council agreed to create a new district based on your ideas.”

An extra district would cost 1bp to develop, and has an ongoing consumption cost of 1bp per Campaign Round.

Building an outer wall will cost 4bp.  It adds +2 Loy, +2 Stab and +4 defence.  (That really is as cheap as chips and might go up in the review that I will conduct after this Campaign Round.

Sejana's employer had tasked her to attend this meeing for a pair of reasons. One was to begin learning how the council conducted its business and to get a sense of who was who.  While the other involved their own expansion. At an appropriate moment, Sejana put in:

"Sisters of the Moon wishes to upgrade, and expand into supplying certain magical services, as well as being a components shop. With our locale in the College District, business continues to be good, and expansion looks quite viable."


Another +1 for Economy, if it flies.

Brother Bart's comment that an extra district would cost 1bp to develop, and has an ongoing consumption cost of 1bp per Campaign Round left me confused, but I found the relevant rules about consumption here: http://rp.baileymail.net/doku....olds:managementrules

At present the stewardship committee (Tusk Council) has sufficient consumption modifier to cancel out that extra point of consumption, so we don't need to worry about that ongoing cost at this stage.

The idea of paying smelly and low status developments (Orphanage, Grain Silos, Brewery and Leather Works) to move to that new 'Workers district' might make sense when we need more room in Port Henry or Lakeside - i.e. when someone wants to add or expand a business in those districts and something else needs to move out to make room. It might make planning simpler and neater to move those uses out eventually, but there is no real benefit in doing it yet. Lakeside still has space and nobody has proposed any new or expanded development in Port Henry yet. The City's resources can be better invested elsewhere until relocation of those uses becomes necessary. (I'm not convinced relocating the brewery out of Lakeside will ever be necessary.)

The City has about 10.5BP to invest this round (not counting extra fractions). That extra district will cost us 1BP and the outer wall 4BP, leaving 5.5BP to invest (plus a couple of building beans worth 0.5BP each if we decide to use them).

I like the idea of upgrading the barracks in Lakeside to a garrison - that costs 1BP and adds 1 defence. With civil war on the horizon, defence is good and a garrison would house 1 infantry and 1 cavalry unit. We need to be able to defend the surrounding hinterland as well as the city.

Depending how many 'economy' developments are proposed the City might need to add more things to boost loyalty and stability. It might be time for paved streets in the Merchant Quarter or Port Henry (paved streets in one district costs 2BP for +2 loyalty and +2 stability), or district walls for Ivory Hill to stop the riff-raff from the new 'Workers district' from wandering into 'Nob Hill' uninvited (district walls for one district costs 1BP for +1 loyalty and +1 stability).

OOC:  Oh, yeesh, we're way behind on Economy.

I still have a half to play around with- I'd be willing to toss it in with someone else for something economic, or if the city wishes and wants to toss one half my way, I could open something else- maybe another tavern or something that could help boost econ just a bit more.  I'm open to proposals!

Brother Florin splutters and goes rather red in the face as he hears Cyrus's request. He hurries over for a quiet word with the Lord of Ringbridge.

"Please, Lord Cyrus, the proper name is Ivory Hill, at least in polite society. It may be referred to rather rudely as Ivory Knob or Nob Hill among those who don't live there, but you will not exactly endear yourself to your future neighbours by using those names yourself," he whispered.

Rolling her eyes at Cas, Berta shakes her head. "There's a lot of numbers in here," she mutters, indicating the sheaf of papers.  "Who knew that towns and cities took so much planning ?!  I figured they just kind of happened ..."

While she's never heard of the laws of supply and demand, Andalon's musings appeal to her avaricious nature.  "So if they run out of spare land at Lakeside, they'd have to pay us over the odds to get us to move the brewery ?" she asks the mayor eagerly, though quietly so as not to let anyone else in on her discovery of what could be a nice little earner.

Cass nodded. “I leave the more complicated math to the experts.” He agreed quietly. “Mainly I just try to follow who wants to put what building where. If there is a conflict, someone can usually point it out so that we can resolve it.”

Cass had to grin at Berta’s business sense. “You make a good point. Holding out on moving until the city can provide something in way of an incentive to do so could proof fairly beneficial.”
