If you don’t have long term goals for your character’s presence in Tusk (or its surrounding hexes) this threads isn’t for you.
Ideally, we would like a two part posts - The first part should be IC and describe the long term goals of a character, group, family or company. However, if it is a group goal, go off and talk to the group first - don’t just assume they agree with you. Get it in writing! The second part is an OOC element describing broadly how you hope to achieve that goal using the campaign rules. Don’t go into detail - just broad brushstrokes of what you want to achieve.
You might finish up with more than one goal - I can anticipate (for example) that Dom will have a personal goal, house Medvyed-Solanus will have a goal and WSM will have a goal. That is cool, but make them separate posts.
This isn’t meant to be a back-and-forth discussion thread, but a more like Player Information II, where you can help Tusk Council to develop the city in ways that work for you. Expect the council to think about things and come back with a block plan, rather than detailed discussion. Those detailed discussions for building etc, will still be carried out in the normal development threads, in exactly the same way as normal.

OOC: Short Term: We want to build a town base in Tusk, and eventually add a pier, so we can develop a good trade link to Mivon. Long Term: Keep developing in Tusk after the pier is built.

It is my hope to one day establishing V&A as a Major Trading House, competitive with the major houses in Restov and the Aldori lands. It is why I have tried to expand quickly and establish an expanded market for Tusk goods. As of this year, Tusk goods are sold in Mivon and Jovvox, and our influence is expanding. Not only that, but I've managed to do it without opening Tusk to major outside influences. I hope in the short term, say the next few years, to clear Candlemere and establish a March-hold there, to protect Tusk from 'adventurism' from the South, and to build a Bardic College here in Tusk. I am currently working on expanding the Military College to an Academy, and placing Robert in charge, as well as running the Sword School."

- Port Henry (95% full)
- Merchant Quarter (75% full)
- College District (70% full)
- Lakeside (75% full)
- Cheapside (25% full)
- Ivory Hill (15% full)
The first 5 districts are already between 70% to 95% full and we should leave room for existing uses to expand. eg. Adoven's plan of expanding the Military College (size 2) to a Military Academy (size 3) will use up another 5% of the capacity in College District and would be an appropriate use of existing spare capacity.
The situation is tightest in Port Henry with only 5% of capacity remaining (i.e. a size 1 development). The possibility of relocating the orphanage (size 2) and maybe also the granary (size 2) out of Port Henry has previously been discussed and is likely to be necessary in future, but would be triggered when someone else wants to build or expand businesses in Port Henry.
The implication is that any new developments should look at locating in Cheapside or Ivory Hill to leave space in other districts for expansion of existing uses in the other 5 districts. Cheapside would be suitable for most types of development but Ivory Hill needs to remain a relatively quiet, posh, residential district. Up-market hospitality and accommodation developments would be appropriate at Ivory Hill, and the museum might be considered acceptable by the residents of Ivory Hill too.
I think there should be sufficient spare capacity in the existing 7 districts to accommodate development proposals this turn, but in future (probably starting next turn) we will need to think about adding another ring of districts outside of the Outer Wall.
We will want to continue implementing the basic sequence of district improvements (district walls -> paved streets -> drains) throughout Tusk City. Central, Merchant and Port Henry already have district walls and paved streets. Ivory Hill has district wall.
We will also want to continue adding to the Defenses of Tusk City. Upgrading the Inner Wall to a Great Wall has been suggested. Upgrading the Keep (size 3?) to a Small Castle (size ?) has been suggested (would use up most of the spare capacity in Central District). Adding a military jetty and marine troop units in longboats to patrol the Tuskwater south of the city has been suggested.

A Small Castle is size 6 - so a size-2 increase, which would fill Central completely. However, Abadar's cathedral can't expand, and Mother Beatrix has already said that she doesn't want to expand further. So that shouldn't be a problem.

Next turn we would have at least one new district in play and we could add others if needed. We could also then focus on a military jetty next turn as well as needed improvements per district.

I quite like Adoven's suggestion of Watergate as the name for a new port district on the west side of the city.
We currently have 3 inner districts surrounded by 4 outer districts, with three roads leading out to the west, north and east. So what would the layout of the next ring of districts be (if we ever manage to complete that new ring outside the city walls)? Would it be 6 new districts as follows: - South of the western road ('Watergate'?)
- North of the western road
- West of the northern road
- East of the northern road
- North of the eastern road
- South of the eastern road

When we have reached agreement, I will delete everything above this post - so we start with a clean-ish slate.
Tusk Council
- Tusk Council will develop six new districts outside the city walls. The first (called Watergate) is already open for development.
- We will continue implementing the basic sequence of district improvements (district walls -> paved streets -> drains) throughout Tusk City.
- Many City districts are filling up quickly. We are considering moving some Municipal facilities to free up space in congested districts. We will also ask developers to build in districts where there is more space, to leave room for existing businesses and organisations to expand.
Southern Order Investors
- Pipre will continue developing Reedham as a village in a rural area.
- Kendrick Winters would like to build in Hex 43 in the near future. Specific plans are fuzzy but will probably focus on the lines of a military base, etc.
- House Lodkova-Sud have expressed an interest in claiming Candlemere Island, as part of greater Tusk, and building their stronghold there. They intend to build a bardic College in Tusk as well as extending the Merchant business.
Other Investors
- The Roth family intend to establish a base in Tusk dedicated to the brewing of good ale, fine wines and fortified spirits.
- House Yitis intend to build a pier/wharf in Tusk, but do not intend to upgrade their merchant enterprise beyond that. However, they do intend to keep investing in the region and would like to establish themselves as accepted members of the community.
