Lady Pipre looks around the large chamber of the old Town Hall, then glances at Cass, the Lord Mayor and Andalon, Bishop of Tusk.  "This meeting has been opened to discuss and agree development plans for Greater Tusk.  We will consider developments in Tusk City, the surrounding villages, Barleyboro, Silverton and Reedham."

With that, she indicates that she is ready to hear proposals.

As Pipre opens the floor... surpsisingly, Kiera stands up and waits to be recognized.

"Not that much out of me this time, but I'm happy to announce that, if it pleases the council, I'd love to give back to the community and sponsor a fifth scrymball team- as I promised at the last meeting.

As far as a nickname... maybe the Wild Hunt, perhaps?"



Only have one BP to spend this turn (started with 2, but loan payment and paying Dom back leave me with 1), so I'll just go with providing some wiggle room for Tusk by spending that BP to sponsor a fifth scrymball team (+1 Loyalty and +1 Stability).

Doing better to be less late than last time Marceline enters the council chambers with a large book and a few scrolls, attempting to look prepared if nothing else.

"Ah. I have nothing currently planned, but I wish to give back to Silverton, and Tusk, and I have a few resources for that end."

OOC: So Marcy has 3BP but I haven't a clue as to what to do with them, so until a suggestion or good idea comes to me I'll likely loan some out.

Suggestions however are welcome!

I haven't discussed with others on Tusk City council yet but I think we would encourage anyone wanting to invest in developments that generate 'economy' and be less concerned about investors balancing 'stability' and 'loyalty' now.

A lot of the civic improvements the City invests in cover those attributes.

"My Lord Bishop, Winter Sun could look at expanding it's presence in Tusk, we would be able to build a Shipping office and Warehouse as well as upgrade our shop to a Merchant Store or Local Market if that would assist."

OOC That would be a +2 to economy and the option of +1 Stability, it also upgrades the WSM local base to a town base (+1 Special economy)

Rana had never really given much thought to developing a range of businesses, however, she wanted to feel like she was contributing to the wider community as well as New Dawn.  She waited for a break in the conversations, then stood, her hands smoothing down her dress in nervousness before she addressed the Tusk City Council.

"Thank you for allowing me the opportunity to present my business idea to the Council.  I have a thriving Taldan Bath in New Dawn and I would like to expand my business elsewhere.  When I've stayed in Tusk I noted that, whilst there are public baths available, there are no private baths.  As Tusk City is expanding and drawing more people to it, from near and far, I would like the opportunity to expand my business into Tusk and build a Taldan Bath in a suitable area of the city."  Not knowing what else to say, Rana went to sit down, but stopped herself halfway there and stood up again.  "If there are any questions you might have about my proposal I would certainly be happy to answer them.  Thank you."

Rana remained standing to see if the Council had any queries.

"House Yitis would like to purchase an Armed Keeler.  This brings the established Yitis service, of fast, armed river vessels, to our Tusk base, and allows us to link up properly with our wharf in Mivon.  We are prepared to make a contribution to the city to compensate for the extra space this will take up in Watergate.  Perhaps a Fishery on the coast of the Barleyboro hinterlands?  We could then run a ferry service direct from Tusk across the river, to Barleyboro?"

Andalon offers his thoughts in response to some of the proposals being put forward for development in Tusk.

"Adoven, Port Henry is almost fully developed (at size 19 of max 20). Your proposal to upgrade your wharf (size 2) to a quayside (size 4) would require something else to be demolished to make room. Tusk City Council had already realised this is likely to become an issue, so we have talked about the possibility of relocating the orphanage to one of the newer inland districts of the city. There would be a cost involved, which would be your responsibility, of course, but subject to agreement on that I am sure the Council would approve that proposal."

"Rana, I don't see any reason to object to a Taldan Bath.

"Hargrym, I am delighted with your proposal for a gemsmith's workshop.

"Kiera, I am sure your proposed scrymball team will be a welcome addition to the competition, too.

"Domitius, I see no reason to object to you upgrading and fortifying your villa out in the City's hinterland, either.

"I will certainly be voting in favour of those proposals at the next Council meeting."

"Yasmin, the Council will need to discuss House Yitis's plans before I can give you an answer about your proposal."

"Speaking as the bishop of Abadar here in Tusk, our church would like to build some decent accommodation for our community, something that would be a step up from the tenements and huts that many folk are living in now. We propose to build a large apartment block for that purpose. The various districts along the shore of the lake are in high demand for commerce and shipping uses, the Downwind district is perhaps not compatible with the quality of accommodation we propose and no doubt the residents of Ivory Hill wouldn't think it was quite up to their standards, so I thought that the Stadium district might be the best place for it."

Cass listened as the others discussed their plans. “I don’t see any immediate problems to any of the proposals. We may have to shift a thing or two, and have a look at infrastructure, but nothing seems out of sorts.Should we look into opening up a new district?”

OOC Correction. V&A already has the Military Academy. Instead, that 3.5 bp I set aside will go towards buying the Yitis Jetty and Warehouse in Port Henry (2 bp), and 1 bp conversion cost to transform V&A wharf to a Quayside. 0.5 bp to spend elsewhere.

Arriving somewhat late, Alisa nonetheless did arrive.

A new mother, she was quite busy of late, with the sundry things which were part of that particular labor of love.   Opting to do without wet nurse or nanny, in her resolve to be the sort of mother she vowed she'd be for Rufus and Laetitia.

But, that didn't mean she didn't have some help, or that she never got away.

In addition to all the tasks of a very doting parent, she'd also worked hard to get her figure back into its pre-pregnancy condition, as much as possible.  Wishing Domitius to see that motherhood wasn't going to lead to frumpery.  Oh no - not with these two, not ever.

Alisa was grey cloaked, clad in riding attire, as she took a chair next her husband, placing a hand on his shoulder, and smiling.  For she had ridden in on Somala; so very glad to be able to take to the road with her steed, once again.

Her hair was done in the formal Acavnite priestess braiding, with the goddess' crossed spears and crescent moon sigil at her throat.

She proffered Solanus cousin Kiera a wink and smile, as well.   And then, to the assembly:

"Indeed, Acavna's shine will be upgraded.   I've set aside resources for that.   As well, I'd like to upgrade Sisters of the Moon's first location, in the college district.   The amount of business we've been getting will easily sustain it, and we can expand on the services we already offer."

Doubly damned by both her title and more recent induction as a Member of the Order, Berta found it necessary to attend this meeting, though at least (she grins at Alisa as that worthy's tardy entrance) she made it in good time, and has been keeping one ear on the proceedings, if both eyes on the refreshments on offer.  While not dressed so finely as her friend (even if Alisa is but fresh from the saddle) she has at least made an effort, and though her clothes are more practical and comfortable, they are her best and of good workmanship, and still clean.

Having heard everyone else's plans, Berta takes advantage of a lull to stand and address the meeting.

"It's been a good year in the fields," the warrior-woman sets the scene, "and grape and hop production went well - in fact we're making more than our customers can swill d ... can swallow.  The Dragon's so crowded some nights, the drunks are struggling to find a space to fall down !  So we'd like permission to establish a wine merchant here in Tusk, just to give everyone a fair shake."

She pauses a moment, replaying her words then nods, to assure herself that she hasn't missed anything.  "Yes, that's it," she pronounces, satisfied with her contribution.

Andalon smiles and nods to Berta Roth before speaking to everyone who has come forward with plans for development.

"We have discussed all of your proposals at Tusk City Council. I believe we will be able to support all of the proposals that have been put forward so far.

"Now I would like to give you some idea of the range of plans that Council is considering spending our funds upon this year.

"To start with, we are proposing to open up another new district on the northeast side of the city, just north of the Stadium district. This will predominantly be a new residential district designed to appeal to members of our community who find the prices in Ivory Hill are beyond their means. Council plans to build some affordable housing there in the form of tenements, large tenements or great tenements. As Bishop of Abadar I can add that the apartments that my church plans to build will probably be located in that new district, too, to provide a little more variety in the residential options available there. By the way, we have not thought of a suitable name for that new residential district yet, so we would welcome any suggestions that you may have.

"We intend to continue our ongoing program of district upgrades too, of course. We may be able to construct proper drains throughout the inner city districts (Central, Merchant Quarter, Port Henry), extend the system of paved streets to include Cheapside, Watergate and Stadium, as well as building district walls for the outer districts of Stadium, Downwind and the new residential district.

"That is quite an extensive construction program which will need a large amount of construction materials, so we are also planning to set up our own timber mill, brickworks and potter's yard in Downwind to supply the timber, bricks and pipes that will be required.

"The final set of items we are considering all relate to further enhancing the defense of our city and surrounding hinterland. We plan to add another local patrol boat and area patrol boat, which will double the marine defense forces based at our Military Jetty in Cheapside. We will build a watchtower in the new residential district, as we have already done in the other outer districts of the city. We built a bastion at Shrike Mouth on the northern side of Tuskwater last year and we plan to build another two bastions this year at other river mouths around the Tuskwater - one west of the city and the other further around to the east (hex 43).

"Those works would account for most of the funds we have available this year but there is still a little more available if other plans are put forward. We may not quite be able to manage all of that rather lengthy list of district upgrades this year but at least you can see what our future intentions would be.

"If anyone has any further suggestions we would certainly welcome your ideas, particularly on a name for the new residential district."


OOC: The list of works above is a little bit heavy on items that generate 'loyalty' and 'stability' and light on items that generate 'economy'. If more 'economy' generating proposals are put forward by private investors that would help to balance those scores, otherwise we may need to hold off on one or two district upgrades and/or find some more 'economy' generating items for Tusk City Council to invest in.

A few of the City's smaller investors come forward and offer suggestions.




Tomin Havanki (NPC) will offer to build a Tenement block in your new residential district.   (he already has one in Cheapside)

Jennavieve Kensen (NPC) will offer to build a Saddler's Workshop (+1econ) at her ranch in the hinterland and a Tenement in Tusk (+1econ)

Lex will offer to move his Leather workshop from Port Henry to Downwind - and upgrade to MW  (+1econ)  and Lex picks up the moving costs.  (It also frees up a bit more space in Port Henry)

"Thank you, Kendrick. That would be an excellent arrangement and certainly a much stronger defensive arrangement than the bastion we were talking about establishing at the Gurdin River mouth," Andalon responded warmly.

"That leaves us just enough funds in the City's coffers this year to establish another farm at Barleyboro, which will help to keep our growing city fed."
