This thread covers the City of Tusk and settlements within the borders of the city state.   (Delineated in Lime Green on the map)

"Good afternoon gentlemen and milady," Rana smiled at the council members.  "I am pleased to report that the Taldan Bath that I invested in last year is proving both profitable and popular.  I was hoping that you would allow me to upgrade it to a Taldan Great Bath.  With the Great Bath, there will be increased employment opportunities as I will need to hire masseurs and several more staff, as well as adding a larger pool where socialising can take place in a much more relaxed atmosphere.  I am unsure if there would be any additional fees for this upgrade?"  Rana let her voice trail away as she waited patiently to see if her plans would be approved and, if so, what any additional fees might be required.

Adoven stands and smiles. "My Lords and Ladies of the Council, I am pleased to announce that we have seen unprecedented growth in both business and population since Tusk put down its roots. I daresay I envision Tusk rivaling New Stetvan as a cultural and Trading center within my lifetime. It is my desire to further expand our ability to handle the new influx of trade with Restov and Mivon. To that end I wish to build a second large warehouse for our quayside businesses. My boatyard is building a wherry to handle the larger loads. We propose to expand our Luxury store
to a Shopping Court for cross-cultural trade. And to add stability to the expanded business I'd like to build a Trade Exchange and 2 Armed keeler boats."

"Certainly, Rana. There is currently still enough space in Ivory Hill for you to expand your Taldan Bath to a Taldan Great Bath" (Taldan Bath = Econ 1, size 1. Taldan Great Bath = Econ 2, size 2)

"My Lord Adoven, we will have to work out where we can accommodate your plans, but I am sure we will find a way. We certainly value your contribution to the prosperity of Tusk City."
  1. Luxury Store in Ivory Hill (Econ 2, Special 1, size 2) upgrade to Shopping Court (Econ 3, Spec 2, Loy 1, Stab 1, size 3), there is currently still enough space in Ivory Hill for this.
  2. Large warehouse = Econ 2, size 2
  3. Military Wharf = Loy 2, Stab 2, Defence 2, size 2
  4. Area Patrol boats (x2) = Defence 4, size 4 for the naval base on shore that supports them.
  5. Wherry = Special 4 (does not need space on shore)

Tusk's 5 existing waterfront districts are:
  • Port Henry: current size 18/20
  • Lakeside: current size 16/20
  • Cheapside: current size 19/20
  • Watergate: current size 11/20
  • Mariner: current size 5/20 (but the City's military jetty can take another 4bp of military vessels, requiring space for a size 4 expansion of our current small naval base facilities there. The Roth's size 2 distillery is the only other use currently in Mariner.)

"My thanks to the council.  Once the improvements are complete, I thought it might be an idea to have a "Grand re-opening" event, and was wondering if that would be allowed?  And, if so, whether there would a permit that I would need to apply for?"

"Rana, you are most welcome. The opening celebrations you mentioned wouldn't require a permit as such, but it would be a good idea to let us know about it in advance so we can notify people like our city watch to make sure everything runs smoothly on the day. I am sure at least some members of the Council would be delighted to join the celebrations on the big day if you extend us an invitation, too." Andalon suggests.

Yasmin looks confused, "We offer ferry services between Tusk and Reedham across Tuskmere, and then across Lake Candlemere as we head on to Old Keep.  I suppose I should have called it the Tuskwater Ferry Service."

Andalon stepped forward to speak in his capacity as Chancellor on the Tusk City Council.

"I would like to provide an outline of the improvements that the City Council would like to build in Tusk this year.

"We currently have 13 districts in the City of Tusk. Several of those districts are nearly full and overall the City is currently about three quarters full. That still leaves us development space equating to more than three districts, so we don't plan to open any other new districts this year.

"Instead we are planning to upgrade the outer wall of the City to a great wall, which will make Tusk an even more formidable obstacle to any future enemy seeking to threaten the southern borders of the Southern Region Federation. That is likely to be as far as we will go with city walls in future, but other districts are likely to develop outside the city walls in future years.

"We will continue our program of district upgrades by paving the streets in the last two districts (Garrison and Mariner) and extend the drainage system to include Watergate, Stadium and Domos.

"We will build a third garrison in the Garrison district and provide the resources those three garrisons need to improve the training and equipment of those troops to upgrade them from light to medium infantry and cavalry.

"We want to increase local food and textiles production, too, to ensure we can feed and clothe our growing population. So we intend to develop five new hamlets in the hinterlands outside the City. Each will be a great farm or ranch with an appropriate ancillary building to process that farm's produce. At this stage we are thinking of a wheat farm and flour mill, a sheep farm and weaving house, a hemp farm and rope walk, a cattle ranch and tannery, and an orchard with a workshop to make preserves from excess seasonal fruit production.

"We will also be working with Viscount Henry to, jointly, upgrade some of the roads across southern to highways to allow faster coach travel between Tusk and major settlements in Midmarch.

"Lastly, we will continue to assist the village of Barleyboro to grow and attract further investment to take advantage of the farming potential of the surrounding land over there. Together we will clear the land required for Barleyboro to expand from village to small town, build a palisade around the townsite to add to the security already offered by the fort, and establish a local market in Barleyboro."

A young woman enters, she wears a courtier's outfit, decorated with silver jewellery, but in the modern style.   A dark green Jacket, cut to the waist, over a yellow waistcoat and a white shirt, complemented by tight tan trousers and high black boots.  She has, however, forgone the normal jabot, in favour of displaying her cleavage.

“Cousin.”  She greets Andalon with a smile, “I represent House Lebeda, and we would wish to build a jetty and a serai in Tusk.”  She pauses for a moment, then continues, almost as if the fact had slipped her mind, “And I will need a home in the Ivory Hill district.”

"Cousin, I expect we can accommodate your requests, although yours may be just about the last house to be built in Ivory Hill as it is filling up fast. Firstly though, which branch of family Lebeda do you represent? Who is the head of your house? I thought I knew all members of the Lebeda family in the Southern Region but I don't believe we have met before."

"I'm from Silverhall," Nadya replies, the smile twitching slightly, "And the request comes directly from Lord Lander's council.  I'm not surprised that you don't recognize me, you have been away from home for so long, cousin."  And it seems as if there is a slight emphasis on the cousin at the end of her comment.

Darius had been sitting quietly, perhaps bored, in the back of the room when a raven landed on his shoulder and appeared to begin whispering in his ear. He nodded, and waited for a lull in the discussion. He stood, "Lords and ladies," he said with a nod to those he knew or recognized, "I have just been informed that Lord Marik has freed up some resources and would like to request the privilege of building a shop and serai within the great city of Tusk. As you know, Lord Marik has focused his investments on his properties throughout Midmarch, but with the prosperity he has seen in New Dawn he would like to be able to bring some of the unique items designed there down to Tusk and its inhabitants."

"Lord Marik's contribution to the Southern Regional Federation is highly valued. I am sure we will be able to accommodate your requests in Tusk."

Then he turns back to Nadya Lebeda.

"Cousin, as House Lebeda is based in Silverhall and not within the Southern Regional Federation, House Lebeda would be considered a foreign investor in Tusk. You would have to be treated the same way as our members are treated when they seek to invest in other cities in Brevoy and other lands. Essentially, we would ask that you give something of appropriate value to the local community in consideration of the profits you will earn from your proposed investments here, as those profits would not remain within our community. As you also propose to build a home, a mansion I presume, in Ivory Hill, may I suggest that funding of magical street lights throughout Ivory Hill by House Lebeda would be seen as a particularly welcome gift?"

"I am sure there is room here in Tusk for House Lebeda's presence to grow, but you may ultimately face the same restrictions on level of growth here that some of our own merchant houses are already facing in places like Restov and New Stetven. As you would appreciate, we must learn from the examples set by others who have gone before us," he explained, almost apologetically.

During the next pause between requests for developments, Andalon steps forward again to speak.

"On behalf of the church of Abadar in Tusk, I would like to advise our intention to establish a Market Garden to grow vegetables. It will, of course, be of benefit in helping to provide food for our City's growing population and will provide a useful source of income for the church to continue Abadar's work in these lands."

OOC: A Great Farm or Specialist Farm like this proposed market garden costs 3BP for Econ 2 / Loy 1 / Stab 1.
