Is that 'east' a typo? Is it meant to be west toward the river, meaning as far west as the edge of Lake Hooktongue, as outlined on the Main Game Map?

The Independent City of Tusk is granted rights to the land that surrounds it. According to the map that includes all of the Tuskwater Lake but doesn't extend to the hexes of the Mudbowl and Lake Candlemere, where the island with the haunted tower is located.

Nobody has been given rights to those southern areas yet, so they are still up for grabs. Tusk will have its hands full with the lands it has been given rights to, at least for the next few years/turns.

So, do you fancy setting up a fortified stronghold on that haunted island, Adoven? Lord Adoven of Candlemere has a nice ring to it, don't you think? Wouldn't that put you in a lovely position to control and protect your southern trade route between Tusk and Mivon?

Interestingly enough, I was going to suggest that Adoven might be interested in cultivating some land closer to Jovvox. My understanding is that in doing so, he will be allowed all the privileges of a Marcher Lord. Which is basically autonomy of rule, but fealty to Brevoy.

All very good questions - to which I haven't yet formulated an answer.

I suspect those will come through negotiations between Tusk and Henry ....

Cass was actually requested to fill the slot on the Tusk Council that he occupies due to his training and skill in helping to maintain a proper balance and also to help the town grow at one of the fastest rates possible. (In game mechanics, it is because he has the highest diplomacy rank of all characters, or did so at the time. And maybe something to do with base charisma score as well.)

Even when Cass was allowed by Henry to establish Silverton, he chose to place Magatha as mayor of Silverton rather than assume the position himself, even though she would not be as adept in the position as he would himself. (Again, lower diplomacy/charisma score). Cass is willing to vacate the position at any time upon a newly elected official or by Henry’s direct request.

I assume voting on council members and terms will be the right and responsibility of Tusk citizens alone as they are newly independent of Midmarch. Likely with great influence allowed in the transition from members of the current Midmarch Order of Brevic Knights (aka DM and players).

I also assume that Midmarch will gain a new capital city.

As yet, I don't know how Tusk / Midmarch / Marcher Lord relationships will work -  and we will work out a system between us -  the same as we have done previously.  While this game is not a full-blown democracy (DM is still boss) you guys have a lot of input and a veto.  I don't think I have ever implemented anything that goes against things that the majority of the players want - in this game or any other that I have run.  It is MY game, but it is also your game -  it stops being fun if we all fall out.

That said, these changes have happened at the end of a Campaign Round - and we have nearly six months before anyone has any BP to spend, and the rules have any practical effect.  The next Campaign Round is scheduled for December this year, as per the structure I set out previously.

The Council who run Tusk were chosen by the  active PCs who were in the game at the time.  Everyone had the chance to put themselves forward and to have a say in who should be appointed.  In then end, everyone took a fairly pragmatic view and appointed three characters who had the right skills for stronghold management, and who said they were prepared to put a bit of effort in. Non of my NPCs 'voted' in the 'election' although, as always, I added background advice. Not quite a full-blown democracy, but the closest that I could get at the time.

Kendrick was appointed, because of his alignment - the Council needed to 'massage' their alignment to get them to a more favourable position within the Campaign Rules.

In the back of my head, I have long held the concept of City Burghers electing their city leaders - and the pseudo-election that I described earlier, was my attempt at that.

However, I think this might be the time to formalize that sort of structure.  How we do that will come from a discussion between all of us.  In  a private conversation I  floated the concept of City Burghers and City Lords (In a nod to the fantasy setting that we are in - and to add a 'promotion' route) - but the system used will be decided in an open thread.

Bear in mind, that if you replace any of the councillors, you should ensure that the appointee should have the right skills for the management post.  Tusk relies on the management skills of its councillors.  If the stewardship score drops significantly, Tusk will take a while to recover from the economic shock.




As to the 'capital' and whether there will be one or more Chapters of Knighthood -  I have some thoughts based on a regional structure - but again that will come down to you guys.  However, the more complicated the systems get, the more work I will expect you guys to do in running them, in the same way as I palmed running Tusk off on Andalon, Cass and Pipre.  Giving credit where it is due, Andalon has done the heavy lifting in running tusk, but has been supported by both Cass and Pipre.

Bearing in mind that I need a find a structure that gives me an excuse to keep sending you guys out as adventuring groups, which gives me the flexibility to re-jig the groups when I need to.  We re-jigged before the start of the latest 'quest' allocations  (ie Narlemarch and Varnhold) and then again when players went missing with the pandemic.  While I love the RP and the campaign stuff, the core of the game is adventuring, exploring and slaying monsters - the other bits are add-ons.

I have been thinking about a Regional System covering all the 'holdings' in the area.

Restov and East Rostland had a joint Chapter of Knights - and there is no reason why we can't do the same now.  Perhaps we could call it the Southern Chapter?  That would need a slight tweak for the  Chapter's 'terms & conditions', but it leaves me a with a legitimate organ to manage adventure groups through.

As for a capital, Tusk becomes a sort of regional business Capital  while Henry will establish an administrative capital for Midmarch, probably Newgate. Which gives us a Washington/New York or Canberra/Sidney type set up -  although not quite so formalized.

A regional set up also makes it easier to transfer BP between holdings, in the same way that money and people can move easily between states in the US or Australia.

However, those will all be up for discussion at some point in the next few weeks.
