The Magistra's Estate
The party arrives at the Magistra's Estate and are greeted by the same guards they had previously encountered.  The handsome guard sends one of his subordinates to inform the estate of their arrival.

The time it takes to drink a cup of tea passes.  The runner returns and nods to the guards and motions for the party to follow him inside.

The party arrives at a different building this time, it is an open air pagoda resting on the shore of a twining creak.  Many different colored fish can be seen swimming in the clear water while the smell of fresh cut grass fills the air.  The party waits for a while before the Magistra arrives.

Magistra Valino is wearing red and gold robes with little dragons embroidered throughout.  She joins the party in the pagoda and has refreshments delivered.  A powerfully built servant with a scar on his jaw and one blind eye prepares tea for the Magistra.

She accepts the tea and gracefully enjoys a sip before inviting a conversation by saying, "What brings you to my estate?"

Luther watches the servant preparing the tea with some suspicion but then turns and eyes Aspis indicating it is her turn to ask a question of the Magistra. He learned the last time that he shared too much information and that would not do for such a delicate request.

Aspis pursed her lips, she had sever tactics what to use in her mind, but this one before her was even more experienced than her, finally she gave up and decided to not waste the time.
"Great Magistra, I have to be straightforward, my friend was taken and my guild was challenged to save him. Time is critical and seems we are forced to go inside the dungeon to follow the kidnappers.
If all in my group would have a very common equipment the ring of Ring of Sustenance, we would be able to move much faster inside the dungeon.
Problem is, it takes several days to make them...

I am here to have a deal, we are willing to buy three ring instantly."

Last time the Magistra offered friendship after the attack, now it was a good time to see her true colors...

The Magistra listens while enjoying her tea.  The face of her servant turns ugly as it twists in displeasure when Aspis mentions the rings.

He abruptly shouts while jabbing a thick, armored finger at Aspis, "What do YOU know about the rings!?" Then the Magistra raises her hand while sighing, causing the servant to take several steps back while muttering, "My appologies, Magistra."

Magistra Valino takes a breath, "I want to sell you the rings, Aspis. I really do." The beautiful woman massages her own tense forehead for a moment and then continues with her soothing voice, "I'm in a situation where I am unable to sell them to you at this moment.  You see, they were stolen from the courier while he was bringing them from the Magic guild."

She enjoys another sip of her tea and then says, "I know who took them and was about to dispatch this man to retrieve them." She elegantly indicates the rough looking fellow at her side. "However, you may go in his stead to retrieve the three rings taken by the Urangir Order of the Black Hand. If you return them to me, I'll sell them to you with a ten percent discount as a reward for your work and our promising friendship."

She calmly observes Aspis, Luther, and Alex and then says, "What say you?"

Luther almost lept to his feet when the servant acted out, but kept himself poised. He wondered what Aspis would do with this proposition as it would definitely delay their entry to the dungeon, but it would enable them to travel longer in a day. It was quite the dilemma...

Aspis grinned, what a nice plot this guy made.
"Do you suggest to start war with the black hand for some low level rings?
The Black hand until now did nothing to provoke me."

She looked at the man with interest, trying to figure out why he chosen this simple method. She knew well, sooner or later her guild should choose a side, but she was still not sure what happened in the past.
"If possible I would like to know first who destroyed the previous guild and why."

"So you don't have the rings?" Luther asked rather obliquely.

"Aspis, let's go. We have business to attend to. I don't think we have time to waste chasing down the rings." Luther looked to Aspis hoping she wouldn't get them any further involved in something that would distract them from the needs of their current objective.

"Patience my friend, we came here to examine this option, how can we leave without knowing all what is a must.

Well then where we can find those Black hands, I hope this one we do not have to figure out alone."

Aspis was not offended at all, it was hard to lead a guild the man before him was doing his best.

Luther considered what angle Aspis might be playing here. Surely the rings weren't worth the entanglements they seemed to have the potential of creating but then again... maybe it was the black hand that had Rhombus... He waited and watched to see what the magistra had to say.

Magistra Valino shakes her sleeve. A thick scroll rolls out onto her outstretched hand.  She handles the scroll gently, "This is a writ of authority to retrieve the rings from the black hands."  She thumbs the second document rolled up inside, "It also contains information about where the black hands are hiding the rings at the moment."  She taps the scroll, "With this, the rings will belong to you and you will have the authority to go retrieve them from the black hands."

She leans forward, "Let me help you out, This can be yours for only 6750 gold."

Aspis looked at the documents with curiosity.
"Writ of authority? Who is able to write like that? Until now I was believed the rules of the strong what govern the things here."
She examined the document first is she was allowed then the others too.
After all now she was interested the information, if she can get it without paying that would be a gain.

Luther almost laughed at Aspis' comment about the writ and then said, "I think that's what this letter implies and why we have to pay the Magistra for it. The Black Hand should honor it in fear of future retribution. It doesn't mean they will, but it means that they should. Am I right?"

Alex had remained silent the entire time, trying his best to survey the situation. However from what he could tell it was a set up, after all why not set two rival groups against one another. Now taking risks wasn't his cup of tea, but Salvatore did it all the time so he was used to it by now. All you had to do was be ready for what could happen, and make sure the pay off was worth the risk.

" It all smells fishy to me if she was, able to threaten these people then she would have. No offense intended to such a pretty lady, but I think we are being used to fit some greater goal. However with that being the case if the rings are real, then I say we play her game not like we have many other options. Now paying her for that piece of paper, now that I don't feel is worth it. "

Valino nods in agreement to Luther's assessment and then says, "Luther is correct.  All weapons and magic items are registered with the magic guild in this city, and every magic item is required to have its writ with the wielder and a copy stored at the guild house." She indicates the furled scrolls in her hand, "This is a writ of authority to go reclaim the items and a writ of transfer that describes the purchaser to be the new owners of the items." She draws a circle around her finger, "The rings are for our vanguard's use but they were nabbed mid-transit by the black hands." Valino looks at the scrolls, "This writ of authority allows the holder to legally use any means to retrieve the described property.  It is authorized by the city board."

She then continues, "Magic items must be registered at the Magic guild.  The use of unregistered items is illegal and if uncovered will lead to disciplinary action by the city against the people using them.  Additionally, magic items may only be produced by members of the magic guild at the guild's prices."

She pauses and adds, "The city officials said, 'We must keep our people safe with common-sense magic laws'.  Their opponents think that the city officials want to ban magic items."

She frowns, "I'm a firm believer in keeping the populous well armed and capable of defending itself from criminals and tyranny.  But I don't make the laws so we have to register magic items and weapons."

Luther didn't like that he was right. All magical items had to be registered? Did that mean that he and his friends had been wandering about the city with unregistered items, ignorantly putting themselves and their gear at risk?

"Strange that there isn't a guard at the entry points to the city that would ask us to register our gear. We could have gotten in a jam. I see the value of this law but it is rather intrusive and smacks of government over reach. Perhaps protests should be held? But that is for another time. For today, let's be off to retrieve these rings. When we return we can talk about your logistical security measures when transporting such items in the future."

Valino explains, "The Demagic faction said that criminals would know that the area didn't allow unregistered magic items and would turn themselves in or abandon their magic and weapons if they saw a sign.  The Remagic faction drug their feet and defunded the guard program that would have placed unarmed guards to check for magic items at the gates, saying that it infringes on their faction's rights."

Valino opens her empty hand, "Payment please"

Aspis was listening Valino's speach, seems there was a lot what they did not considered until now.
"Well now I understand, We are willing to buy those rings, but need to discuss the price.
Currently you lost hundred percent of the items, I think it would be fair to sell the right for around ten percent and not more, in case we manage to get the rings back then we are willing to pay another forty percent, minus costs, later. "

She smiled happily.
"At least you can still get something back for sure and we both share the risk of the reclaiming process."

The magistra leans back in her chair while indicating the powerful man behind her, "Impossible, he's willing to pay full price to take the writ and rings, I'm making this offer to you so that we may form a cordial business relationship. I won't accept such a scandelous offer, no matter how well you spin it. The price remains the same, it is not negotiable with me."

Aspis can tell that Valino's mood has become slightly colder towards her.

The party can see the scar faced man slowly pulling out a fat bag of coins as his lips perk up.  "I'm more than happy to buy that Writ, Magistra!"

Aspis nod.
"I wanted to make a business too, sharing a risk in this special situation was something what would naturally draw the two party closer to each others. But I can understand your point of view, you have other options seems.
Then I would not bother you anymore Magistra. I have to make some preparations for our trip."

She politely bowed and left the room.
"Well this was it, for the minor items we will not start a war for sure. Maybe we could buy the rings from the other party but I am afraid we do not know too much about the "rules" still. We should investigate when we will be back to avoid trouble.

The rings would be a great help, but we can be ok without them. we had no time pressure either, can hunt during the travel."

Luther nodded to Aspis and then spoke up to Valino, "I hope we have not wasted your time this day, we learned a few hours ago that Aspis' dear friend has been kidnapped and have reason to believe he is being taken to a specific level of the dungeons. The rings we seek would enable us to make better time during our quest and had hoped you might be able to help. Before we decline in full, how powerful are these Black Hand? Will we be engaging with a large enemy or are they small but got the jump on your emissary?"
