The rules were always conflicting when it comes to Chimera and Treasures. At times, a Treasure was anything with an equivalent Arts rating. At other times, it was an item with a chimerical and physical presence. Chimera meanwhile seems to relate, when speaking of chimerical items, to equipment that's chimerical only and probably doesn't have any special powers. However, sometimes the rules flat out ignored this and confused it with Treasure, except for the fact Chimera have no physical presence (although, again, this was sometimes contradicted too).
Here's how I've always ruled it:
Chimera/Chimerical Item:
As per the corebook, this denotes the highest level of chimerical equipment you have. So if you have Chimera 2, you can take a number of chimerical items, so long as none of them exceeds the two dot rating. As a guide, I've always ruled that chimerical weapons, for instance, do Strength + Chimera rating in damage. For firearms, I've had BB guns for the first level (causing bashing only), and then gone up the scale.
If you need a limit to stop people claiming 100 items all at level two, you could limit the total number of points for such items to the equivalent number of 'Chimera Creation Points' for making a chimerical companion or the level of Chimera squared if that's too high
Treasure:
This is the easiest. The Treasure rating is equivalent to the Art rating it mimics. Treasures are supposed to be infused with one or more applications of an Art, although the books gave them all kinds of effects that had no analogue in the Arts.
Your Harley/Pegasus sounds more like a level five Treasure. I'd write Treasure: Harley Pegasus (Wayfare 5/Wind Runner). That means any chimerical weapons or armour would need to be covered separately by the Chimera Background at the equivalent level (Chimera 2 should cover a sword, +2 armour dice and a shield).
