I'm going to play each situation individually. Mostly I've done a pretty good job of that.
Interpretation of the rules in AD&D is a sage's quest. I'd rather use common sense for each situation that comes up. Most of them are pretty self explanatory and even in this case, if Gildan flees, then turns to fire, he should be able to evade and loose at least one missile, if not two based upon how fleet of foot and nimble he is.
Tactically, he could position himself in effort to get the best effect. For instance, loosing arrows down vacant sightlines. That special care may require DM adjudication and a specific description from the player, but this is RPol so you can take a bit to contemplate.
Again, this is about fun. It's about creating compelling characters who the players like to play. It is not fun when the game is paused to discuss some eclectic rule that isn't clearly defined in the manuals.
