Character Creation
I'd recommend taking a look at Paizo's free Carrion Crown Player's Guide for character ideas.

1. Characters start at 4th level

2. No 3rd Party Material

3. Races - All races are allowed, with the exception of custom races.

4. Classes - All classes are allowed.

5. Ability Scores & Hitpoints - Ability scores are 15 point buy. Full HP at first level, at subsequent levels you can choose to roll or take average.

6. Traits - All characters start with 2 traits. It isn't required, but it's a great hook into the game to take one of the campaign specific traits from the Campaign Traits post in this thread. You may take a drawback for a third trait if you would like.

7. Starting Gold - 6,000gp, no more than 3,000gp of which can be spent on any one item.

8. Alignment - Any alignment is allowed, but good alignments will get preferred acceptance.

Campaign Traits

Chance Savior - In the dark of the night you responded to screams from a darkened alleyway and rushed in just in time to save a terrified woman from a gruesome attacker. You never saw the attacker in the darkness, only a massive shape fleeing around the corner, but the incident left an indelible mark in your mind. You were praised for fending off the dreaded Beast of Lepidstadt and caught Judge Dramidís personal attention.

Your ability to think on your feet has stayed with you and you quite often feel that you are in the right place at the right time. You gain a +2 trait bonus on Initiative checks.

Expert Witness - You are a scholar, researcher, or curator of local legends. You are well versed in the history and the local myths that have sprung up concerning the Beast and have been called on to give your testimony to the court. Judge Dramid has also asked that you lend your expertise to the investigation.

Your extensive knowledge will come in handy during the investigation, you gain a +2 trait bonus to one Knowledge skill of your choosing and consider it a class skill.

Paralegal - You are an assistant, officer, or other court appointee attached to the sensational case in Lepidstadt. Whether directly related to your duties or not your considerable magical talents are known to Judge Dramid and you have been transferred to the investigation.

Your mastery of magic has brought you to the judgeís attention. Chose one spell you can cast. From now on, you always cast this spell at +1 caster level.

Wanderer - While not directly connected to the case at all, you are an adventurer or traveler of no small talent who is passing through Lepidstadt at just the right time. Perhaps you are a previous acquaintance of Judge Dramid, or perhaps you are known by reputation, but she has asked you to lend a hand to the investigation as a personal favor.

Years of study have improved your combat effectiveness. Chose a creature from the list of Ranger favored enemies, you get a +1 bonus to damage rolls against creatures of this type.

Criminal - You once stood before Judge Dramidís bench and had judgement passed down on you. Perhaps you were falsely accused and acquitted, or perhaps you were sentenced for crimes and incarcerated. Either way your skills and your fearless calm during the ordeal made you stick out in the judgeís mind. She calls on you now to investigate the Beastís crimes.

You are unflappable, you gain a +2 trait bonus to saves against fear effects.

Deputy - You are a deputy, guardsman, or other officer of the law in Lepidstadt. You have long been a doughty defender of law and order in the city, perhaps you were even a member of the squad that apprehended the dreaded Beast. Your position makes you a natural choice to join the investigation.

You have a ready eye for detail. You gain a +2 bonus on Sense Motive checks to gain a hunch from social situations, and you start play with a set of masterwork manacles.
