Judge, Hope - estimating situation hopeless ? - "gnolls among other creatures of evil are seen as irredeemably evil" - they are discriminated against in the demiplane where Arek and co are going.
May be hypocritical statement - is demiplane evil, or just the nobles?

How does the adventurer's guild impinge on Kelarn's operations, or offend Kelarn, and so why does the ruler have a vested interest?
May not be sure the nobles are evil? [say 33% - fact-finding mission rather than shutting down - would the ruling wizard intend to send people to 'register' him ?

Hidden motive of 'adventurer registration' - the ruler has determined already that the 'adventurer registration' was set up as a way of cataloguing specifically what magical weapons adventurers have (this is a suspicious question being asked). The purported purpose is simply to allow for better defense of the kingdom in the event of adventurer's 'going rogue', but the nobles are probably, actually searching for a particular magical weapon - something that would be useful to their purposes. There is a good chance then, that if this weapon was located, then they would either buy or murder the owners of it.
