I played a game like that once, years ago, mutant animals with super powers and kung fu... just over the top action

I once recreated the TMNT using OCCs from Ninjas & Super Spies.  Splinter was a dedicated Martial Artist who also knew Tai Chi.  The Turtles were Worldly Martial Artists, except Donatello was a dreamer Gizmoteer.  Shredder was a Commando Mercenary.
Had I done their stats, April probably would have been a Wandering Free Agent, Casey Jones a Private Investigator, and Baxter Stockman a Tinkerer Gizmoteer.

I am pretty much complete on my character sheet/history.

Just need to change my character name to Volt, and make a verification from the GM, want to verify that I can use my flight ring (anti-gravity ring) to absorb my excess radiation and power the ring.   Purchased equipment, and ready to join a team.

Checking on the other characters in our group, we are a pretty diverse crew, I am a psychic healer, we have martial artists, robo-jocks, tech wizards, and mages.

I do have a original copy of TMNT and several of it's source books.  Also the updated version 'After the Bomb'.  All very good fun.

Don't forget the invulnerable monkey-man sideshow freak....
I have those books, too.  ATB was a supplement first, and now it's the game.

Yes, I don't know the full history, but I believe they brought After the Bomb out as a full game to replace TMNT to firstly update it and also because Palladium lost the license to TMNT.  Still love the super strong 7 foot chipmunk that a friend once designed for it..

I loved the weirdness of that game, but the BIO-E system always seemed wildly inconsistent to me.  You're almost always better off with ether a really little critter, or a really big one.

Yes, once went through the TMNT animal selection and used their suggested way of creating BIO-E points for other animals, and found that most animals had between 5 - 15 additional BIO-E over.

Sorry y'all, I haven't really had time to focus on my character and get her done. But I'm working on it. I did come up with her Superhero Alias, so please allow me to introduce you to Mystic Knight! You don't wanna mess with this chick when she's decked out in her battle suit and wielding her Mace. Though don't think if you can get the mace away from her she'll be a pushover, she still has hand to hand skills she can use too.

That is definitely something to think about.  Lite Star is very protective of her secret identity.  On the other hand is really up for working with other heroes.

Mystic Knight is in the same boat, really wants to work with other heroes without people discovering who she is. Though she has to invoke her mace to transform into her battle suit, so it very well could end up outing her in some way.

As for the team origin, are we starting out as a team already or are we being recruited and thrown together in the first mission?

What probably happened is, the Center City's Police Department' LESP (Law Enforcement with Special Powers) unit had a mass of attrition. So they put out the call for new members, and those not showing up for altruistic reasons filled out the employment application for a steady paycheck or because their sponsoring organization (I think there's a few this would apply to) suggested they embed themselves into LESP.
Note that the locals have already exhausted the comedic value of connecting the Law Enforcement with Special Powers unit with a speech impediment.
As far as Secret ID's go, the police department will have anyone that wishes to keep their identity secret sign a waiver that indicates the police department is not responsible for any danger the hero's secret identity causes the hero's loved ones. Otherwise, your ID is your choice and the peedee won't be looking for it. Sort of a "don't ask don't tell" policy.

In 'The Tick', they have the 28th Amendment, that allows those working as crime fighters to keep their identities secure from the police as long as they are not involved in criminal activity. :) Yes, Lite Star would definitely be signed up to help the unit, and would donate any proceeds or paycheck to local victims of crime charities.

 This is Awesome!  And Hikari would be all for signing up.. AND reveal his id.. for {reasons}... with no issue in that.

 I'm sure Hikari's mother, a big world trotting executive for the Huge Corp Mitsuhama Telecommunications, has a sufficiently high tech home here in Center City for her son to be FAR AWAY from her ~ in Japan while he attends college.

Jacob didn't exactly ask for anything that has happened to him, from his mutations, to his life story,to becoming famous because of his appearance, his time with the circus, and just being helpful to people in need.  He would have been fine living an obscure life, but Fate decided otherwise.
So, he has decided to do something worthwhile with the hand he has been dealt.  He has worked alone some since he has been in Center City, and he knows the value of a team and teamwork.  Plus, having a Bachelors' degrees in Medical Assistant, Law Enforcement, Physical Education, and in technical studies involving Fire Assessment and Rescue, Excavation and Rescue, he's just begging for an invitation to Join LESP.  And, with his popularity with children, and doing charity work, he is would be great PR in the beginning.

Nimbus already knows people on the force from his time as a paramedic, and he's looking for a chance to make a difference.  A legal framework for what he wants to do anyways makes sense.

Nimbus and Jacob may already know each other, then.  He started as an EMT and teaching gymnastics to work his way through his physical therapy degree, and is now paramedic certified.
But, then, saying they might know each other is a lot like saying two people from France might know each other....LOL

I'm open to pre-knowing people :)
