Runa is surprised by the sudden, rapid, departure of Justicar. Lilibeth is too but her shock is quickly redirected when Captain Justice comments that it's up to them to complete paper work. She has no idea what paper work needs to be filled out, where to go to get it, who to turn it into...

Runa didn't know the answers to those questions either but she didn't really concern herself over such details. Instead she focused on the inky one that mattered in her opinion; escorting Drifter to the detective.

He gives a small chuckle.  And you don't understand the traditions of hospitality in the Middle East, Jacob responds.  Think of it as a triangle.  it is a relationship between the host, the visitor, and God.  To them, food and drink are a right, not a privilege.  Their duty is not to their visitor, to the stranger in their home, but to God.  Some would even say it is more important than prayer.
He them waves a hand to indicate the whole of the restaurant, which has gotten very busy since they had come in.  Many of the customers keep looking over at the pair. Besides, they are going to make a lot more money from our presence than from the payment of our bill.  It's the only reason I accept their gift of food.
