"Not a problem. I've got the hard copy right here. It may be a while before the computers are back on line."
The sergeant hands Doctor Prometheus a typical police report file. The contents, however, are not typical.

Re: LESP Offices (continued I)

"You know...I had not considered that I would start work today."

Knowing that most chairs were not up to his weight Doc sat down on a desk that had been conveniently cleared by the explosions. He recognized the aged mahogany as about as old as the fire house and sturdy enough to hold up a car.

He read through the file with the same sort of remarkable quickness he had filled out the forms.

"So it would appear that this "Force" was displeased that you thwarted their plan involving a stolen nuclear weapon?"

"Apparently it was not as destroyed as it appeared to be, or an ally seeks revenge, or someone has ascended to become the new leader?"

He flipped back through the file.

"When will the team be reassembled? It would be a poor idea I think to absorb this sort of blow without some sort of response."

Doc handed the file back to the Sergeant with his thumb and index finger and then with the same two fingers he gripped the venerable thousand pound mahogany desk and lifted it as casually as a normal man might pick up an ashtray or a stuffed animal.

"As long as we don't run into anything much over 9 tons we've got it covered. What needs moving first?"

He set the fine antique desk down carefully. He valued things that had survived the tests of time after all.

Smiling he started rolling up his sleeves.

Re: LESP Offices (continued I)

In reply to Sergeant Januchowski (msg # 655):

Hikari had a very engaging and enjoyable Dinner with his Android Possessed Body with his Father's mind, Psionic Electrokinetic Mother and his three Android Creation - Step-sisters around the dinner table chatting back and forth like a family.  It was a REALLY Weird Family... but something he'd not experienced in a decade.. before his father died.  It felt Right.

It had ended amicably and was certain to be repeated... he felt it was a new start.

He made his way down to the Workshop... the tinkering bug had risen again... and he started "unofficial" work on 'Project: Elysium',  His father had mentioned that the reason for the unstable memory-personality engrams of FORCEs Mind-Transferal tech was because the signals used were electromagnetically phase-reversed, permitting the signal to remain strong over long distances however, writing the data right through with minimal shielding permits other EMI signals to bleed through eventually corrupting the write data and driving the consciousness insane with a multitude of ghost voices...

But that got Hikari thinking ... just how far could a properly shielded personality write data be transmitted?  Certainly not miles like FORCE's sloppy system... but if it could only be in say 500 or so feet could the write data be transmitted and stored in a nearby local database.. like a Drone with only a specifically dense memory core to keep those mind-copy write-datas safe and unaffected by stray EMI signals to keep the stability of the copied mind-data?  An Elysium Drone to store copies of the minds of the heroes in the field locally.. transmitted and updated by the Earbuds in their costume apparel.  Hikari might be able to at least preserve the minds of his fellow Sentinels in a electronic serial immortality awaiting download into perhaps a cloned body of their original or as a temporary measure an android body for safe keeping should any be 'slain' in battle?  The copied consciousness' need not even be active or awake in storage just a failsafe measure.

Which brought to mind HIS own problem with the Telemental-Helmet feedback he was experiencing... he would have to self-regulate but it occured to him his EM signature as Justar could be compensated for and 'erased' with exposure to a 180^degree phase shifted signal of appropriate power and proximity... though it would still take some small amount of time for his signature to be adjusted.  Roughly 5 minutes for thorough effect...

He got to tinkering.. and fashioned two EM emitters ~ Inductance-powered off his own nervous system bio-electricity in the form of two EM Headtrodes that would sit on the parietal bones near his temples that would emit their signal to 'adjust' his EM signature after transforming back out of energy form so as not to bleed that EM pattern into the sensitive Telemental Helmet neural-buffers and slowly drive him insane or damage his nervous system.

He was looking at the completed devices on his head and grimaced, "..I look like some Neon Genesis Evangellion Cosplayer...!" {Sigh}

That is when he received a Text from Officer Januchowski to come to the LESP HQ to 'Meet Someone'.  He smirked, "...cryptic much?"

But texted back he was on his way...

Calling up K2... he got mounted in the Justicar MK IV... didn't bother to test the EM Headtrodes this time ~ not like he'd need to change into Justar just to 'Meet Someone' at the LESP HQ.  The text was not alarming as no warning had been made.

-----

Soon Justicar was rocketing over the city ...shortly arriving at the ...partially demolished Firestation.  It looked so much worse from above.  Hikari decided NOT to test to see if the Rapid entry and exit tube system was still functioning and not obstructed by debris.

The armored mechanically winged powered suit landed outside its azure-colored cloak fluttering at its back as the wing fan jets disengaged and folded down at his sides.  Justicar strode into the HQ saddened by all the destruction when he noticed a ...Very Tall Visitor near Officer Januchowski.

Opening his visor reveals a Teenager of mixed ethnicity German-Japanese with green eyes, shock white hair and handsome features, 6'2" tall for an asian but possibly some of that is from the obvious high-tech battlesuit, "Hey Officer Januchowski, you texted you needed me to 'meet someone'... is this them?"

He has a slight German accent in some words but a distinctly Japanese accent in other words...

- {Styling:  Silver with Blue paneling;  Attached at shoulders is a Sky Blue Flowing Cloak of heat resistant woven ballistic/frag metal mesh; Suit: Has 2 Weapon Arms, one to each shoulder with variable hand and weapon configurations – Think War Machine} The Mark IV suit has a pair of Mechanical vectored Fan 'Wings' as part of the flight Rocket Jet pack. Suit carries in sheaths at its back two swords – a German-styled Bastard Sword and a Katana, also a Clear Plastic Riot Shield

Waving in the general direction of the door, the sergeant says, "actually, I was thinking we could get the car out of the door, now. It looks like they've finished processing the scene."
"While you're at it, JUSTICAR could fill you in on what we do. Oh, and I'm not supposed to say it, yet, but the lieutenant was thinking we might start patrolling the city to supplement the current patrols. You could talk about that."

The sergeant answers his cell phone, saying to it, "yes sir!"
"No sir, he's not back. He did? If you say so, sir. I'll get right on it."

Re: LESP Offices (continued I)

Nodding the big doctor moved to the door and picked up the scorched and blown up firebird that had tried to breach the doors of the HQ.

He lifted the car with considerable ease and carried it out to the parking lot where he deposited it in an empty spot alongside some other wreckage.

"I think I will be of more use here with the clean up and lab work after."

"So you are Justicar? I have seen you on the news."

Doc accent wasn't a little bit German like HIkari's, it was all the way German.

I sink I vill be uff more use hier vith zhe clean up and lab vork after.

Zo you are Yusticar? I haf seen you on zhe noose...

A classic Bavarian accent though it was English he used.

"So, what is it we do?"

..and just like that the accent disappeared and Doc was just another Center City native.

In reply to Doctor Prometheus (msg # 660):

The Youthful power armored young man smiles wanly, "..I'm sorry to disappoint your expectations Sir, but the LESP is.. not very well funded and the 'lab' your referring to is only My volunteered portable lab I placed in an empty upstairs office to analyze a imposter android we apprehended.  But clearly you possess superhuman strength and that is much appreciated for your kind assistance!"

The Youth bows a deep eastern bow of regard and respect, "Yes. I do call myself Justicar when wearing my battlesuits or Justar when not and using my mutant powers instead. I am Stottmeister-Tatsukichi Hikari and pleased to make your acquaintance Sir.  My actions as recorded by the media are only a small part of a greater Team effort of the SENTINELS... no more then that."

He Nods, "The LESP, 'Law Enforcement Special Powers' Agency is an outreach program greenlit by the Center City Municipality to gather like-minded individuals willing to work within the constraints of Legality, Due Process and Rule of Law to assist using their talents, skills, abilities, technology and yes metahuman powers with local law enforcement Officers in response to Extra-Ordinary and potentially Fantastic threats and Criminal Activity that conventional Law Enforcement Officers are either ill-equipped or overwhelmed to deal with normal means within the scope of their training and gear."

"With the retirement of the Crusaders as a general whole it has left a distinctly felt absence in the face of extra-normal threats to public safety here in Center City.  It is our hope the SENTINELS can step into the role the Crusader's absence has left in the civil defense of the city against Overwhelming threats.  Right now we only have a charter to operate within the Center City limits... but our continued success and effectiveness has garnered us requests from other US Cities to investigate fantastic events, cases and threats their conventional Law Enforcement have found beyond their training and resources to deal with.  Our efforts have inspired other US cities to begin organizing their own Metahuman Response Teams to deal with Extra-Ordinary threats as well...!"

Re: LESP Offices (continued I)

In reply to Drifter (msg # 663):

Justicar looks up regarding the empty air and disembodied voice of Drifter and nods answering, "... on occasion yes if requested for assistance by the CCPD.  The point being we are NOT Vigilantes... taking Law Enforcement into our own hands but operating as a assisting resource to the State and City-run Police and Law Enforcement Agencies.  The Police do not need us to do their jobs or get in the way of police investigations... we assist when they ASK for our help, otherwise we stay out of their trained professional way."

Regarding 'Doc', who has not identified himself yet ~ a somewhat rude Americanism in Japanese culture, but Hikari has grown use to and exercises patience ~ familiar with the American informality of conversation; he continues, politely, NOT drawing attention to the fact the tall superhuman strengthed Doctor has not identified himself yet, "..Detective Broyoko has been slowly been implementing a training program for all of us Independent Metahuman/Special Skilled LESP 'deputies' to get us all training in basic law enforcement procedures... though some of us already have such training from previous work or training."

Then he points upward with a armored gauntleted hand, "Oh! And the voice you keep hearing out of no-where is Drifter, another probationary reserve member of the LESP SENTINELS.  He is a 'Summoner' of some supernatural power but also a Dimensional Traveler... his mystical{?} abilities allow him to open portals to ..seemingly any desired dimensional locale in time/space that he desires and can communicate through them and interact.  No. None of my sensors have been able to detect his form of dimensional apertures so I cannot definitively prove or disprove or even quantify his powers even though the SENTINELS have dealt with dimensional technology that has been use to commit crimes in the past.  Drifter's means of dimensional 'gating' defies analysis annoyingly by any tech I, thus far, have access to."

At the passing officer's volunteered comment Hikari's eyes widen; "Really? Mr. Manning never mentioned that to me?"

He paused pondering the intel... and a niggling disappointment whispered at the back of his mind that he'd not been even considered or told. Then he shook his head pushing such thoughts away mentally chiding himself in silence, {Ease down 'Iron Teenager'... your still "just a kid" to all of them ... You'll not be ready for years likely in the adults opinion.}

Doctor Prometheus:
"Is your portable lab set up to operate as a forensics lab? There's a hell of a pile of material evidence to get through in this parking lot."

Non-plused the young hero snapped back from his inner-thoughts to answer, "Yes my portable lab is fully stocked for doing a multi-role of various Forensic Analysis."

He cocks his head, "No. My drones do not 'speak'... but the K-Series Limited AIs resident in my various exoskeletal suits, which on many mission are piloting my drones, do speak and can speak through a drones ~ when needed."

It's not polite in Japanese culture to open a conversation without identifying yourself and it is also considered rude to have to ask, but Hikari does so anyways ~ as it seems the 'Doc' has merely forgotten to volunteer his name or any 'Code Name' when addressing him, "And who are you Sir?"

It is a harried Sergeant Januchowski who exits LESP offices and makes a beeline for JUSTICAR. His voice is raised as he expresses his exasperation to whomever is on the other end of the call. "No, I can't send an electronic copy of the form to requisition a replacement IT hub because the one we had was blown up! Not to worry, I'll be in YOUR office with the remains inside the hour. Perhaps at that point you'll fulfill your job title and SUPPLY SOME SUPPORT!."
The sergeant raises the phone in his hand, grimaces, shakes the phone, and puts the phone in his pocket. "JUSTICAR! I'm at my wits end. I've made half-a-dozen calls to get things fixed and every one of them requires my personal presence in their office to grant the requests."
"Look, I know the lieutenant. I'll bet you donuts he's at Crusader Citadel helping to sort out the new applicants. Can you run over there and ask him to give me a call, or something? Most of this is above my pay grade."

Re: LESP Offices (continued I)

The sergeant doesn't say anything to JUSTICAR or Doctor Prometheus, as he accepts a box of smoldering electronic equipment from one of the other uniformed officers and starts towards a squad car. Before he gets in, he says "look, there's really nothing to do here. Between the video surveillance and the eyewitnesses we'll have the timeline and statements we need. Processing the physical evidence is just a matter of marking the locations, creating a photographic record, and collecting and cataloguing any relevant pieces. That's farther below your paygrades than this stuff is above mine. I would actually prefer it if as public a figure as JUSTICAR weren't here for the clean up. Too many of my people get distracted."
"In addition, I can't process any of Doctor Prometheus's paperwork till the systems are back up. As soon as I deliver this to the bureaucrats in IT, I have to meet with the chief and the mayor. They'll be expecting Broyko but they'll get me. I doubt it goes well. In the meantime, I left orders for the officers to send any new recruits to Crusader Citadel. TEACHER can process them faster than I can and won't have any trouble putting them in the system."
"I know this is a trauma, but I don't have time to stop and feel it. Like Viktor always said, 'you can't stop to cry till your head hits the pillow, that's why I sleep alone'. I mean he sleeps alone, he was saying it. I do to, but it's not the same reason. Not yet, anyway."

Entering the squad car, the sergeant leaves.

{Ok.. this is NOT official I used the Rifter 37# Characteristics & Features of the Secret Base, article.  It is not official but it seemed a good way to define the minimum base a Government agency would provide - nothing fancy but at least adequate! Plus none of US is paying for it - just seemed a simple and available way to define the Free Base.  The Rifter article is actually rather useful and seems well written and not a AUTO-WIN button for players! This stuff is expensive!  The GM may OF COURSE ignore this completely or delete add stuff he wants}
[NOTE: For years this has been the 'stats' of the LESP HQ and the GM has not disavowed any of these features.]

Justicar ends the tour on the second floor at the empty storage room converted into a make-shift lab... there two examination Tables are laid out in the empty room with a portable lab laid out on one examination table, but the second table has a body laid out upon it.. a body of what looks to be at least partial robotic construction. However, the face and features draw attention as they are of a current-sitting US Senator Andrew Bennet a political firestarter championing the controversial Metahuman Registration Act being debated in the Halls of Capital Hill in DC.  A divisive Bill to say the least.  The partially damaged android doppleganger of the Senator's body is inert.

Justicar surveys the lab trying to assess its state of wear or damage...

Justicar's Lab:
Private/Portable Laboratory: This is another impressive portable unit that can perform several functions.
1 . Microscope in a specially padded housing.
2. One dozen specimen slides and another dozen specimen trays for storage and transportation of item(s)
for further analysis. A variety of vials, jars and test tubes.
3. An incubation chamber that is about the size of a VCR ( 1 8x1 2x8 inches/45x30x20 cm) .
4. Four burners.
5. Instrument tray with a variety of common tools, such as scalpels, tweezers, pins, tape, needles, calculators
6. A refrigeration chamber which is about half the size of the incubation chamber.
7. An isolation chamber. A special, airtight, sealable compartment about the size of the incubation chamber.
8. A cabinet which holds several dozen chemicals commonly needed in the analysis of chemical structures.
9. Centrifuge Device.
10. Dosimeter.
11 . Mini-Tape recorder.
12. Mini-computer.
13. Mini-still camera, 35mm, 32 photo capacity.
14. Toxic analyzer identical to the one used in the "portable bio-scan".
{58lbs} [$62,000]

Question -
OOC: Has the Portable Lab been damaged in any degree?
