With that Justar takes flight flying through the masses far faster then the Senator Bennet-Android is currently moving and completely unhindered by physical obstacles in his path.
Hikari is uncertain how effective tangling the Senator Bennet-Android's clothing and attracting debris in the environment to entangle his movement to slow his foot flight will be but it is the least destructive thing he can attempt. With his superior movement rate and unconcern for physical obstacles ~ unlike the fleeing Senator Bennet-Android getting ahead of the fleeing android is little trouble.
The inertia-less acceleration of an energy form in flight has no mass to accelerate so his full speed is available to Hikari on mental command.
Zipping ahead of the fleeing Android as the crowd of attendees seem to not want to flee toward the strangeness of the fleeing Android gives Hikari some space to unleash his powers and he targets a 30'ft Area of the West door and hallway outside with his Static Charge Attack!

The visual affect is that papers, clothing, wall hangings in the area begin to rattle and shift .. somewhat like a wind gust without any wind was rushing through the 30'ft area.. anything made of metal in the area lightly emits what looks like small static electric jolt of lighting somewhat like a Van de Graaff Generator machine. Involuntarily many in the crowd have their hair begin to stand on end harmlessly...

In response to his Voice Command, Drone-Phobos retracts four of its five Force field emitters and flies over the heads of the crowd for the west door exit and fires its Stun gun Blaster at the fleeing Senator Bennet-Android locking on the target with its integral laser targeting!

Moving to interdict, the drone will try to get through the West door first taking up a blocking position - Stationary and activate its Force Field Emitter to create a 10'ft shimmering blue screen sealing the doorway from any physical exit.
