General Information

Clan's and Families

Crab Clan

Most of the Crab Clan is the same as you may remember, with one glaring exception: The Hiruma just lost their ancestral castle. As such, they are crafting a brand new school, but the old one still exists -- in tatters. They are about to train with the Unicorn and create a new school.

Crane

No significant changes that I can think of.

Dragon

The Kitsuki Family will not be formed for another four years.

The Agasha are still with the Dragon.

Lion

Just in case I need to say it: the Akodo still exist -- without an Infusion of Scorpion Blood (aka Lying Darkness).

Phoenix

The Naka are a Ronin Family that closely works with the Phoenix. The Grandmaster of Elements is always a Naka.

The Agasha are still with the Dragon.

Scorpion

No changes I can think of.

Unicorn

The Clan has just returned and haven't had time to acclimatize to Rokugan. Other than the Ide, they tend to bumble quite a bit. That said, Gaijin Equipment and tactics are both still quite common; the Gaijin Magic schools from Burning Sands does still exist unchanged.

The Moto have not yet been corrupted so their Shadowlands Opposition School does not exist. The White Guard still exists uncorrupted. (Note: there is a conflict between sources; I'm using the one that says that the White Guard fell when the Moto invaded the Shadowlands and became the Black Guard).

Imperial Families

No changes of note.

Minor Clans and Ronin Families

The Falcon do not yet exist.

The Wasp do not yet exist.

The Yotsu do not yet exist.

The Ox do not yet exist.

General Information

Saibankan's Method

The Genius behind an Emerald Magistrate's duties, responsibilities, and privileges is that it's almost entirely based on your ability to manipulate. Of course most of the Clans do not see it that way, but the Scorpion and Crane are rather fond of the reality of it.

In addition to being highly-paid Yojimbo, an Emerald Magistrate is tasked with enforcing Imperial Law, keeping the roads safe, and spying for the Emperor keeping in close contact with the important people and cultures of the clans. They have exclusive jurisdiction over Maho and Imperial Lands. The Imperial Families have final jurisdiction on anything regarding protecting the Emperor.

Pretty much everything else gets debated ... constantly.

Naturally, you are expected to do this while keeping the Emperor powerless* not bothering the Son of Heaven.

Soshi Saibankan (Scorpion Clan Ancestor; Any Emerald Magistrate may take him as an ancestor)

Characters who take him as an Ancestor gain a number of Free Raises per day equal to their Insight Rank, which may only be used for the following skills: Investigation, Law, Heraldry, and History.



History

Before the convention of sending Emerald Magistrates to enforce the Emperor's Law, the various cities of the Empire often had their own system of judges who would arbitrarily interpret the law for each city. Soshi Saibankan was one such judge, and among the most famous. He ruled over Taiyo One Toshi as its judge for ten years. Afterwards, the Emperor called him to serve his court, and he defined the system and function of the Emerald Magistrates in roughly the same way we know them today.

Soshi Saibankan was famous for his stories about his "wise old Uncle Sochoku" parables of wisdom which he used to explain his unorthodox judgements.

Saibankan unified the interpretations of the Emperor's Law into a single code, and used stories of his wise old uncle to justify his decisions.

Because of his wisdom and the great work he performed for the Emperor all judges in Rokugan are called "saibankans" he is considered the "patron Fortune" of magistrates and judges.
