OPERATION MULE

SITUATION
1. Continuing armed insurrection and rioting in Aurora Colorado has placed the stability and security of the region in jeopardy.
2. The timing of the most recent activities have created setbacks to timelines involving Operation Egret.
3. The timing of the most recent activities have allowed Soviet forces in Texas, allowing them to consolidate power in the state without a response from Federal Government forces.
4. The timing of the most recent activities have damaged Federal Government Forces to respond to offensive operations by New America terrorist organization in Idaho, allowing the capture of Nampa and Cascade by New America forces.
5. Area control is deteriorating rapidly in the Aurora no-go zone, which terrorist organizations have taken advantage of to cause damage to infrastructure and distress in reclamation and salvage efforts.
MISSION
Phase one of mission is to establish a secure working area in Aurora. This will be done by three main approaches.
Phase 2 of mission will be to demolish most of Aurora, to prevent it's use by terrorist elements that have used the city's empty environs to cause upheaval and provide security for Government operations in the area, allowing for the reestablishment of operations at NGL Energy Partners Oil Refinery and Denver International Airport. This will be composed of two operations operating concurrently.
Phase 3 will institute a pasteurization process in any fertile land and use it for the production of foodstuffs and alternative fuels.
EXECUTION
a. Leader's Intent
1. Purpose: Remove insurrectionist forces and establish control over the Aurora area
2. Key Tasks:
* Phase 1 operations as follows:
- Active operations where cooperation with Military Intelligence allow to locate and eliminate main
body elements of terrorist forces and recon in force patrols to locate potential terrorist cells
and eliminate them.
- Passive defense of important locations and personal operating in Aurora in preparation and
operations involved in Phase Two.
- Forced eviction of all unauthorized residents in Aurora to relocation apparatus in Lakewood or
prison for those who defy the eviction order.
* Phase 2 operations as follows:
- Army Corp of Engineering and Civilian Reconstruction groups will first determine if structures in
Aurora have salvageable materials or tactical value and make an effort to retrieve materials and
secure the area for future operations.
- Army Corp of Engineering and Civilian Reconstruction groups will remove structures deemed
unsalvageable and move debris to preselected areas for storage and or later use.
* Phase 3 operations as follows:
- Army Corp of Operations turns over control of remaining demolition projects to Civilian
Reconstruction groups and local Government command when the Aurora area is deemed safe to operate
without Military protection, with the express goal to establish agricultural output in the area
and provide for the common defense of Denver and it's environs.
3. End State: Enemy operations by terrorist organizations will be neutralized in the City of Aurora and
the eviction of illegal squatters in the area will be sent elsewhere, while the majority of the city
will be demolished and rubble cleared in time to hand project off to civilian authorities.
b. Timeline:
1. Phase 1 is expected to be completed around mid August, with implementation of Phase 2 to start on
April 6, 2001.
2. Operations are expected to cease for Phase 1 and Phase 2 by September 21, 2001.
OPOSITION
a. Brotherhood of the Third Woe
1. Designated terrorist organization with believed ties to Soviet Forces "Division Cuba" currently
occupying Texas.
2. Strength is unknown, but believed to be around 300 individuals.
3. Recruitment and operational command is believed to be broadcast to cells throughout the Denver area via
a powerful mobile transmitter, that broadcasts from FM channel 93.1.
4. Enemy is believed to be equipped with a mix of advanced Soviet made weapons and equipment and recovered
American manufacture civilian and military arms. Evidence of a Soviet made RPU-14 towed MRL has been
found from the most recent riots. Several AN-94 and AK-74 Assault rifles and RPG-7s have also been used
by The Brotherhood.
5. Known area of operations is from I75 in the North to East Arapaho in the South, and from I225 in the
West to E470 in the East, however, agitators from the Brotherhood were present in the recent February
riots in Lakewood, Denver, and Westminster.
b. American Reestablishment Movement (ARM) and the American Democratic Liberation Party (ADLP)
1. ARM and its civilian counterpart, the ADLP, have been designated a terrorist organization. They have
strong ties the separatist government, commonly known as CIVGOV. Evidence of the presence of CIA
agitators have been discovered.
2. Strength is unknown, but estimated around 150-200 individuals in ARM in the Aurora area, and as many as
2000-3000 members in the ADLP.
3. Recruitment is generally through speech and through illegal written materials (newsletters, pamphlets
and leaflet). Operational command is believed to be coordinated by dead drop and other
counter intelligence methods between operational cells.
4. Enemy is generally equipped with weapons of American civilian and military manufacture with a few
examples of foreign weapons mixed in from various sources. They also seem to have a small locally
manufactured weapons, built in hidden locations throughout the city.
5. Known area of operations is throughout the entire city of Aurora with exception of area contaminated by
fallout from the nuclear detonation at Buckley AFB. The ARM and ADLP are both larger organizations that
have known operations throughout Colorado.
c. Local Gangs
1. Several smaller gangs operate in the area as well. They are usually have around five to twenty
members and often work to intimidate locals for protection rackets, offer illicit materials such as
illegal drugs and military weapons. Estimated total of gang organizations sits around 50-100 such
small gangs throughout the city of Aurora.
2. While not well armed, many gangs have strong community ties. They also fight amongst each other, with
Military and Police services, the ACR, and The Brotherhood.
OPERATIONAL PROTOCOL
a. Use of force
1. Pursuant to Executive order 13132, commanders have to permission to issue orders that fall in line
with this order, up to and including lethal force when deemed necessary to complete the objective.
Unauthorized civilians in Aurora have illegally settled in the area and will be removed by whatever
methods are deemed necessary by local operations commanders.
b. Arrests and clearing out the Civilian population of Aurora...
OOC: The rest of the order deals with how Phase 1 & 2 operatives are supposed to evict the civillian population of Aurora. Since your unit is directly not part of that part of the operation, I have left it out.
