The Vampires of Venice have been ruled by a mysterious figure known as the Doge for centuries while it is common knowledge that several vampires have worn the masks of the Doge but the current Doge has ruled for over a century although few know the name of their ruler let alone his face. Beneath the Doge is the cities ruling council comprised of the leaders of the cities recognized factions, notably missing from the council is the Circle of the Crone which is a forbidden sect within the domain. There are stories that say the servents of the Mothers Army skulk in the cities canal toiling with cadavers.

The Doge leaves the night to night management of the city to the ruling council only actively intervening in the most extensive circumstances, some vampires in the city are knows to be his eyes which act as spies, liaisons, and heralds, the hands are those vampires who act as whips and enforcers for the Doge.

The indirect approach of the Doge may mislead to thinking that the position just a figurehead. But the Doge also oversees the relationship with other creatures in the city, the current Doge is known for patronizing the cities Free Council Awakened and having mercenary Werewolves on retainer. The Doge also oversees the global network of transporters.

According to some speculation the cities Invictus was founded by members of the failing Gallows Posts Covenant.

The Ruling Council

Antonio Paulo

Covenant: Invictus
He is a serious looking man embraced some centuries ago he holds the title of Duke and is credited within founding the Invictus within the city. Years before he was a member of the Gallows Post but foresaw the covenant crumbling and joined the First Estate and toppled the decaying regime that ruled the city all those years ago. Half a century ago he awoke from torpor taking his place as head of his dynasty and lord of the Invictus as such he sits on the cities ruling council and is one of its most powerful members. He has money although none are sure from where and engages in small talk from time to time, he prefers to keep quiet watching g from the distance often reading something or another. Of all the members of the Ruling Council he is closest with the Doge in a more traditional City strcture he would be something of a seneschal.

In appearance he appears as a young man in his mid to late twenties with short sandy colored hair and a medium build. His choice in fashion is somewhat antiquated although he has no qualms of using modern technology. His eyes are dark and he looks of exhaustion.

Rizardo Celsi

Bloodline: Unknown
Covenant: Carthian Movement
He has been a player in city politics for nearly a century a fervent believer that every Vampire should have their voice heard in their city, during council meetings he often gives lengthy and fiery speeches. In his free time he can be found at Elysium talking to those he sees as his constituents. He holds the Ventrue with enmity and holds an intense rivalry with Judith. Among the Carthian Movement he is Prefect of the Republic.
His youthful enthusiasm is undaunted by his years as a vampire, he keeps his hair lengthy but neat and dresses for whatever audience he is meeting with.

Judith Mossé

Covenant: Carthian Movement
A relatively new member to the Ruling Council her followers represent the most extremist wing of the Carthian Movement and refuses any challenge to her authority. This obviously puts her at odds with her counterpart Rizardo. The Carthian Movement is pulled in different directions keeping them from uniting, some would say the other Covenants wish to keep it this way.
She is serious looking women with brown hair which she keeps short.

Cino Parro

Covenant: Lancea et Sanctum
The Priest known as Cino began his tenure as Bishop only a few years ago when his sire moved to tend to a new city. Riding on the coatails of his Sires reputation he has moved the great vault of Sanctified knowledge to a hollowed out building away from the canals. He and the rest of his covenant are responsible for keeping the Circle of the Crone in check in this city and often spends his night alongside a cadre of Paladins to keep Venice secure from the Mothers Army and other blasphemous monsters.
He is a slender frail looking man, more of a thinker then a fighter but is not lacking in powers to call upon in a conflict. His hair is long and sandy blond in complexion while his eyes are a deep blue. He has a scar on his neck from before his embrace.

Pricilla Rio

Covenant: Ordo Dracul
Pricilla leads the cities small band of the Ordo Dracul, until recently she has been disinterested in politics but she comes from a distinguished lineage being the childe of Serena the Second and grandchilde of Empress Serena the Bloody. The recent Crusade launched by Gavin Giovanni in to the heartland of the Ordo Dracul has brought her in to politics where she lobbies for her sire.

The Seraphim

Diego Icarius

Covenant: Lancea et Sanctum
A prominent Priest from the city of Milan he became something of a missionary leading clandestine intrusions into the Holy Land in pursuit of lore on Theban Sorcery. His exploits have made him one of the most accomplished Sorcerers in the Covenant. He joined the Seraphim after Gavin offered redemption for his Bloodlines heresy in a bygone era.
He is a slender individual priding the mental pursuits over the physical, his skin was naturally pale and undeath has done little to change that. His calm eyes are hazel in coleration and his features are otherwise unimposing, his face conveys a gentleness to his approach. He dresses in plain clothing preferring to stay away from the lavish excess of his clan.

Alexandra Faust

Covenant: Lancea et Sanctum
The one time Inquisitor of New York earned renown for herself when she banished the evil spirit known as Typhon. The act drew the attention of Cardinal Gavin who offered her a place among the Sarephim. She is the groups junior most member having only served for just under a decade.

The Chained Beast

Covenant: Lancea et Sanctum
An early member of the Eternal Church this creature lost itself to the beast resisting the Covenants early persecution. Now little more then a righteous berserker only kept in control through potent conditioning and lengthy bouts in torpor.
The creature is male in appearance covered only in tattered rags which reveal is formitible form. Heavy chains adorn its body as scripture from the testament of Longinus are scared upon its flesh. There is no humanity left to this thing only rage speaks from its lips.

Raffaele Citro

A Priest within the city of Venice who is known for his boundless ambition, he has been serving as the Cardinals spymaster for years facilitating communication between the various parties. He is one of the pillars of the revolt in Venice and believes he has what it takes to seize praxis when the dust settles and become Archbishop of the city.
He is a man with striking features and a strong build with a charismatic voice. He dresses in the finest clothes and his eyes convey his firey zeal while he lets his hair run long he keeps it neat.

Marcella Olivera

The Queen of the canals has lead the cities Nosferatu for centuries, for years she had hoarded information learning as her subjects watched and played the part of servents to the other Clans. She serves her masters the ancient and revered Premascine. She believes by allying herself with Gavin her clan can emerge and have its vengeance against those who have suppressed them.
She is a withered form, her skin grey and waterlogged and strands of hair running from her head. She wears a monstrous visage, her eyes are hollow and her ears pointed.

The Father

Covenant: Circle of the Crone
Amongst the eldest vampires in Venice the leader of the Premascine is simply known as the Father, he leads those vampires who rebelled against their sides call that all but annihilated the Clan of Death. These survivors lord over the Nosferatu and seek to resurrect the being they call Namtaru, they also seek the True Vessel which is said to contain the Vitae of the founder of the Clan of Death.
He appears at first as a handsome young man with sharp features and a slight smile. Physically he is potent but he weres an aura of macabre elegance to him.
