So as an explanation to add some information to the story and explain a few things. In this version of Golarion, there is such a thing as "Rune Magic." This is magic that can be used by anyone, no matter their class, but is mostly favored by prepared intelligence based casters such as wizards and alchemists. It is similar, in a way, to scrolls, including a feat to create. If done correctly, it is a very powerful form of magic. If done incorrectly, it can be deadly, or have unintended results. Spellcasters generally use these runes to enhance their existing spells.

This kind of magic died out many years before any of the characters were even born. In this time, the magic is only told as part of stories, if it's known at all. This is the kind of magic that Devon used to attempt to seal Pandium away.

To explain why Devon has not brought the information about the other locations to the party's attention:

When they were at the church, if someone asked (or any time after that) if he could pinpoint the locations of the other runes, he would just tell them that his memories from just before being locked in the pendant were still fuzzy and he could not bring that information to mind, but he will let them know if he remembers something.
