Combat Sequence
1. Check to see if characters are surprised.
2. Roll for initiative. (Throughout this section, the side that gets initiative will be called side A and the side without initiative will be called side B.)
3. Declare what each character will do. Side B declares first, so Side A can decide what to do in relation to the anticipated moves of Side B.
4. Side B moves. Characters on side A may be able to shoot at opponents who move through their field of fire.
5. Side A moves. Characters on side B who did not move may be able to shoot at opponents who move through their field of fire.
6. Side A resolves any wrestling attempts, remaining weapon fire, grenade tosses and melee. Wrestling attempts are resolved before other types of attacks.
7. Side B resolves any remaining attacks.

Advanced synthetic materials for construction, and numerous sources of clean energy
NO matter transporters (teleports)
NO artificial gravity - all gravity must be produced by rotating a station or ship section
Sufficient radiation protection for all ships, stations, and domed colonies
No health risks to prolonged microgravity/low gravity except bone and muscle loss - for this reason .4g is about the lowest anyone lives in, risking problems if/when trying to adapt to a .8g or higher setting
Most large space stations around low-grav moons are immense O'Neill cylinders, and can produce from .3g (for certain medical reasons, e.g. heart patients) to 1g
Many, but not all, diseases have been cured - no disease can cross between species
