House Rules and GM Interpretations

    Clarifications on various aspects of the system will be here
  1. Characters can pick up any weapon they happen upon, but without a weapon familiarity there will be a three point OCV penalty. Anything the character has paid points for as a power is not subject to familiarity rules.
  2. In addition to Vehicles and Bases, character may have 'Resource Points' that allow them to use commonly available resources. These resources must be approved by the GM.

    Campaign Rules
  • Base points: 400
  • Complication points: 75
  • Max points from one category of Complications: 25
  • Max active points per attack: 60
  • Max active points per Defense: 40
  • Max points in skills: 100
  • Max points in perks: 100
  • Max points in talents: 100
  • Max points in Martial Arts: 50

Pushing
A character can 'push' their ability by declaring that they are doing so before
any dice are rolled (mention in the 'Reason for roll' field). Up to ten character
points may be added to any power or STR by paying one END for each point so added.
This is in addition to the END cost of the power based on the new character point
level. This is considered a 'standard push'.
In the event a character wishes to exceed the ten character point limit, the character
can declare they are applying 'supreme effort'. This requires a successful EGO roll,
and allows the character to add five more character points (beyond the standard ten)
per point the EGO roll is made by. Each character point beyond the first ten costs two
END. This is in addition to the END cost of the power based on the new character point
level. This is considered an 'emergency push'.
To save the world, when absolutely necessary, a character may declare they are applying
their 'ultimate effort' to an action. One successful EGO roll later, the character may
add the standard pushes ten points by paying ten END. Five character points beyond the
standard ten per point the EGO roll is made by, costing two END per point. Then five
MORE character points per point the EGO roll is made by, costing three STUN per point.
This is considered a 'sacrificial push'.

Mental powers can be applied to a class of mind outside their originally designated class. To do so invokes a penalty of three units. Other circumstances may warrant increasing or decreasing the number of units (situational). These units represent a weakening of the power and can be applied in two ways
  1. Each unit will reduce the power by one DC.
  2. Each unit reduces the relevant combat value by 1½ points (rounding applies).

At three units, the possible effects would be
  1. Combat value at -5
  2. Combat value at -3, power reduced by one DC
  3. Combat value at -2, power reduced by two DC's
  4. Power reduced by three DC's
The wielder of the power will choose which level of effect is applied.

There are no standard penalties for moving while sightless, the GM reserves the right to initiate collisions where thematically or dramatically appropriate. Standard rules for attacking without a targeting sense will apply:
Hero System 6th Edition Volume 1:
If a character can make a PER Roll with a Nontargeting Sense (a Half Phase Action) to perceive a particular target, then against that target only he is at -1 DCV, ½ OCV when attacked or attacking in HTH Combat, and full DCV, ½ OCV when attacked from or attacking at Range.
