If you do not use a shield, do we still buy one or can we purchase a weapon of equal or lower value, ex Kayleigh uses a dagger +1 of return but no shield.  I am ok if I buy one and sell later.

the starting items are not "bought" they are issued to you by the government when you volunteered to face the unknown threat.

if you don't use a shield you would not be issued a shield, if you are someone that dual wields or throws weapons, you would be issued a second weapon in place of the shield.

this game has very little buy/sell of equipment.

physical currency does exist, but the primary "currency" that will be used to get better equipment is your reputation.

when you need/want new, different, or better equipment you just trade in the equipment you have for the equipment you want.

if a wizard selects a wand for his "weapon" and fully depletes it, he just turns in the expended wand for a new one.

you are issued the equipment that you NEED to do your job well, if you can demonstrate that you need MORE equipment to be able to do your job then you will be issued the equipment.

OK example would be an as not much in way of clothing for someone that does not wear armour other than robes, requesting and enchanted outfit of armour instead of bracers of armour.  That type of item.

Perhaps I described it poorly. But each character should have the tools to do their job well.

But it is up to each character to define what those tools actually are. Dont get hung up on the location of the body that the equipment is worn/used.

Focus on the fact that you have 14 "tools" and each has a value up to 15,000 gp (equivalent)

A tool is also a very vague description.

It can be a hammer, or a lockpick...or a shield, weapon; or even a piece of clothing.
