Who are you:  Claudia Horst is 36.  She lives alone, with her two cats: Tetsuo and Binky.

How long have you been in the city: Claudia moved to Amsterdam when her father came here to work in a startup in the 90's.

How did you learn about the supernatural: She works in the permitting and regulatory department of the Amsterdam city government, where a large part of her job is making sure the city follows the delicate legal, preservation, and regulatory requirements for buildings before they are torn down to make way for real estate development projects.  Claudia has recently become aware that dark supernatural forces are using the city’s Power of eminent domain to target rival clans, disrupt operations of rival factions, and try to reshape the city into a twisted gateway for dark forces.  Claudia’s superiors appear totally ignorant of this conspiracy but it’s possible they are in the take, or worse, part of the conspiracy.  Claudia fears she may be going insane, and has started seeing a therapist/yoga instructor to talk about her compulsion to discover a plot that might be better left alone.

Why is this city worth saving: Claudia loves the city.  She only feels alive here.

What mystery are you currently looking into: Why is BZBB Development Ltd trying to buy up all the waterfront and canal-front property within a kilometer the Joods Historisch Museum?  And how have the owners of those abandoned tenements been able to stave off eminent domain and avoid being served by the city inspectors?  Speaking of the city inspectors, why are so many of them reluctant to work the night shift? Why are the handful that work the night shift never seen in the office in the daytime?

Andy's Character: "Mama" Aisa Amafo (Oracle)
Who are you: "Mama" Aisa Amafo is 48.  She lives in Bijlmer - it's the Surinamese ("Surinaamse" in Dutch) neighborhood, mainly (and Mama Aisa is Surinaamse) - where she runs a modest toko (Surinaamse corner grocery and takeout joint).  Aisa is a wiry, severe woman; can be feisty, knows what she wants.  Her life in Suriname was hard growing up - it’s easier here in Amsterdam, but Bijlmer is still “the projects” by European standards and she needs to do what she can to make ends meet.  She is an honest woman and has worked hard to keep her store running - she stands up to the local gangs and is not afraid to tell anyone what’s what.  Her heritage is mixed African (her mother’s side) and Indo-Dutch (father’s side) - she is generally superficially African in appearance with dark complexion and kinky salt-and-pepper gray hair in cornrows, but has striking blue eyes.

How long have you been in the city:  Mama Aisa's family came to Amsterdam when she was 14, seeking a better life - though they got stuck in Bijlmer and never got out.  Her parents are both long dead, and her younger brothers, Ronni and Dieon, were both killed within the last ten years in different drug gang squabbles.  Aisa hates the gangs.

How did you learn about the supernatural: Aisa's mother was a Winti lay priestess in Suriname.  She had a gift of sight, and people came from around the region to consult with her.  Aisa seems to have inherited this gift.  She has the nickname Mama not because she has children (she does not, nor does she have a significant other) but because she is also casually a lay priestess of Winti in the Surinaamse community in Bijlmer.  Aisa has frequent vivid dreams that don't seem like "regular" dreams.  Her mother taught her how to concoct herbal mixtures that stimulate the dreams if she desires them.  Sometimes neighborhood people pay her to make small ritual items, amulets ("obias"), and effigies, or to have her dream for them and speak the visions.  It's a small side business but not her major daily activity.

Why is the city worth saving: Aisa doesn't leave Bijlmer all that much except when she has to deal with the government.  To her, "the city" is her local Surinaamse community.  She loves her community and hates what the dark forces are doing to it from within and without.  People are worth saving, if not the city.

What mystery are you currently looking into:  Recently Aisa's dreams have gotten a lot more vivid, frequent, and violent/dark.  This is a new thing.  She pretty much doesn't have to call for them with herbs - they come anyway every night.  And just in the past week, a very new thing happened that has never happened before in her life - she got a dream in the middle of the day... like a daydream, not a dramatic thing, just like a background track on reality, like a tinted window where the tint is foreboding and cold... something is up, and Aisa is not sure what...  she is also feeling a compulsion for the first time to venture beyond Bijlmer to parts of the city she never gave a mind to before, like the old Jewish Quarter around City Hall...

Oracle Questions:
» How do you cope with the visions?
Aisa was well-trained by her mother and takes the visions in stride most of the time as a normal part of her life.  The more recent ones are more troubling though, and they make Aisa very uneasy.  She really hopes they do not get any more dark or violent, and that they don’t intrude further into her waking consciousness.  She doesn’t know what she will do then.

» What are the nightmares like?
The nightmares are not always nightmares - they are often frank portrayals of life as it might be, or as it is playing out from a distance already.  Occasionally there are spirit actors involved, and they are in turns violent, lusty and obsessive - they are often very powerful entities, and they sometimes “break the fourth wall” of the dream and seem to address Aisa directly even though the events in the dream may not involve her.  This is a very unnerving occurrence and makes her feel very vulnerable.  This has been happening more and more lately.  Just last week, she had a very unsettling encounter in broad daylight - a customer suddenly began speaking to her in a fio-fio spirit growl, face contorted and ugly - “Stay in your place, witch bitch!  We are only going to warn you once!  Curiosity killed the cat!” - and then just as suddenly, he changed back and finished the transaction as if nothing happened - Aisa was so startled she gave him incorrect change, which he politely returned.  She later realized this was a vision, and the unsuspecting patron never actually changed.  She took a long fio-fio bath to ward it off, but still felt chills even the next day.

» What do you desperately need?
Something is up in the city, and it’s not good.  And it’s found its way to her corner.  She knows that this community constantly teeters on the edge of  influence by darker spirits, and they have mostly been at bay for the past couple of decades, in some part at least due to the obias she and her mother have distributed to the community over the years.  But it seems this is no longer enough and something big is trying to break through.  Aisa sense that it’s far bigger than just her community, as the visions coming to her from other dreamers elsewhere would seem to indicate.  She has a strong urge to get to the bottom of this and help put a stop to it before it gets out of hand.

Demeanor: Volatile - Aisa takes no shit from anyone.  She will tell you how she really feels, and will not “stick feathers up your ass” as the Dutch say.

Oracle Moves:
Foretellings - she’s got the dreams, for sure
Psychometry - Aisa is a maker of amulets, obias and effigies - so she has the touch for them
At Any Cost - I get the feeling Aisa is a doer, one who is not to be messed with if she wants to stop something she is seeing in the dreams - she will not sit back, she will go after it

Gear:
Aisa lives in a modest apartment above the toko
She owns a beat-up Canta LX - a comical little one-person “car” with an engine that is hardly adequate for a leaf-blower - but it doesn’t require a license and can drive in the bike lanes (google it, they’re a hoot).  She uses it mainly to deliver meals and groceries around the neighborhood from the toko.  It started out cherry red, but the paint is pretty shot so Aisa wants to paint it black and add some palm-leaf decals for some flair, and add the name of the toko for some advertising.  A friend told her about some guy named Terry who can do it for her cheap in his garage up in Noord.  She plans to check that out before the thing rusts away to nothing.
Aisa has a pretty extensive set of ritual obias and amulets that she inherited from her mother, as well as many she made herself.  Some are quite old and were passed down from ancestors in Suriname.  A few she does not know much about at all, but can feel their power.  There are even a couple that are probably not Winti in origin…

Debts:
Aisa has had a dire prophetic vision about a mysterious old fortune-teller in the old city - she feels like dark, feverish dreams are intruding on her own from a distance.  They come in waves, and carry a weariness as well as a deep dread.  Aisa sees the roots of a dark and ancient tree spreading its diseased roots under the dreamer from afar.  She doesn’t know it yet, but this dreamer is Ima, Soraya’s grandmother, and Aisa now owes her a debt.

[I feel like my other two debts need to develop from relationships with the other PCs still - is it possible to wait a little bit before establishing them?]

Soraya and her middle-aged sisters run the Psychic Eye, an occult bookstore and fortune-teller's shop in the middle of a block that used to be part of the slums. Soraya's grandmother, Ima, holds the deed to the shop. Ima purchased it in 1930 and lives in the apartment upstairs. At 115 years old, Ima has survived everyone in her family except her three granddaughters, and although her body is still strong, she stays cocooned in her bedroom most days... and dreams. When the opium wears off, Ima's dreams become awful tapestries of deaths long-suffered, past lives squandered, and aspirations that should have come to pass but never will. But as long as Soraya can procure enough opium, Ima's dreams are peaceful.
Over the past decade, BZBB Development Ltd. has developed the area considerably, and while the new bougie residents in the area and the burgeoning tourist traffic have been good for business, the Psychic Eye has become the investment target of several industrial players whose interests would be well-served if Ima would sell the property. Soraya's younger sisters, Mercedes and Mandana, want their grandmother to sell out - they do not have Ima's talents and would happily trade their parlor tricks and inventory of curiosities for an early retirement. But they hesitate whenever they remember their family's blood oath. As long as Ima is alive, her kin can not abandon this building.
"The hag will not die," her sisters hiss. "Must we wither in this dreary shop like our mother did? This blood oath is nonsense - Persian superstition, and surely, at Ima's age, death would be a mercy..." They look to Soraya, but her loyalty is steadfast.
Soraya turned to the books in the basement of her shop for solace. At first, their tellings of the old Qajars and their Zoroastrian traditions brought her comfort. But the more she read, the more she understood the truths they contained. And now that she has mastered some of their instruction, she knows three things...
One, Ima was a practitioner of these arts. This basement was her sanctum, and now it is Soraya's.
Two, the blood oath is real. If her sisters betray Ima in any way, the consequences for them all will be dire.
Three, there is an ancient DreamEater soaked into the soil beneath their shop. It sustains Ima even as it taints her slumber. But it can be dispelled if Soraya can bind it and send it back to its unearthly source. She must hurry. As Ima's opium doses increase, its appetite grows sharper for new food. How long before it seeps into Soraya's dreams?
Soraya studies and experiments. She grows more confident in her abilities even as they terrify her. As she casts a successful Tracking spell, she makes yet another discovery. She must also find a new opium dealer. Oggie just got busted by the po-po.

Who are you:  Terry Lodewijk is 52 years old and runs a hot rod garage in the warehouse district. Back in the day, he ran with a very rough crowd and was connected to gangs and drug traffickers in North Africa, South America, Germany, and the US. In his 40s, he fell in love with Nadya, the woman who ran the kebab shop, and when they had a little girl, he opened his garage and went straight. He’s still a big, burly guy, and nobody messes with him. But these days he’s more likely to use his garage to fight the Vamps than pick fights in the street.

Choose 3 features that your Workspace includes: automotive hoist and tools, a junkyard of raw materials, a scattering of ancient relics

Items created in Terry’s garage are safe from the Vamps. They can’t be destroyed or taken without your permission, even if you sell or give them away to another character.

How long have you been in the city? Terry was born in Amsterdam, his parents were hippies who moved there in the 60s. So he tolerates hipsters and weirdos.
What was your greatest accomplishment in the city? Others would tell you that Terry’s greatest accomplishment was holding off an invasion of vampires from the Centraal Train Station with nothing but a blow torch, a doner kebab and a couple of welded railroad ties. Terry would tell you his greatest accomplishment was the birth of his daughter. But he rarely talks about his daughter now.
 Why did you stop? When he became an enemy of the Vamps, they killed his wife Nadya, and took his daughter, Ayesha. He still doesn’t know what happened to Ayesha, but he senses she is alive. The Vamps taunt him with her constantly. When he lost Nadya and Ayesha, something broke in Terry. He’s retreated to his workshop and quietly works to get his daughter back, and get his revenge. He has been studying the occult and has a few occult relics scattered around the garage. He hates the Vamps. He’s not crazy about the gentrifying developers, either.
What do you desperately need? He needs to know what happened to Ayesha and, if possible, bring her back.

I wasn't sure how much everyone in the world knew about the Vamps and I realize the Central Train station fight sounds more like an action movie sequence than anything, y'know, subtle. :D So, Seems that what most people know about the Vamps is nada. I'll proceed from there and maybe revise some of my backstory if it doesn't fit/work in the world of the story, how's that?

How did you discover the Vamps' natures, originally? Who else was involved?

There have always been rumors of the Vamps among the hard drug underbelly of the city. They were rumored to prey upon the less-connected junkies and backpackers, picking them off the edges of the scene like wounded gazelles. Like most people, Terry thought it was bullcrap, but one time back in the 80's, he stumbled on two of them in the back room of a party in an abandoned tenement, attacking a young backpacker from Australia. He and his friends Diwan and Rasheed fought them off and saved the backpacker. But after that, he was on the Vamps radar.

Who do you still trust, from the old days?
Diwan and Rasheed, two brothers from Istanbul who used to run hashish up from Morocco. They can usually be found hanging out at the cafes in the Red Light district. They are still good friends and you would trust them with your life. As outsiders, they were never deeply involved in the gangs, always up for a good time and didn’t take things too seriously, which is why you gravitated towards them in the first place. In fact, their aloofness has a touch of an otherworldliness to it, but you put that down to them being stoned most of the time.

Who do you end up hanging out with nowadays most?
You don’t see Diwan and Rasheed as much as you might like to, just cause you’re not partying as much as you used to. But you still consider them close friends.
The only other person you really make an effort to see is Soraya. I worry about her. I help her score opium for her grandmother sometimes, because I can, and because she needs it. But I think she’s wasting her life in that store, and I don’t like her sisters.

Do you have other family, beyond Nadja and Ayesha? Parents, siblings? Were you estranged from them already in the pre-Nadja days? Do you still have any contact with them?
My mother is in England somewhere. I think. Haven’t seen or heard from her since the last century. My father is in a really run down retirement home. He’s been suffering from dementia for so long, I barely remember what it was like when he wasn’t. I visit him on holidays, and then wish I hadn’t.

Of the people of Noord nowadays, who worries you most, and who do you find yourself taking care of?
Soraya. I worry about her. I help her score opium for her grandmother sometimes, because I can, and because she needs it. But I think she’s wasting her life in that store, and I don’t like her sisters.

Okay! Thanks everyone for initial character sketches. Here are some thoughts, and what's still missing:

General thoughts: You're all human! That's interesting.

I'm very excited about what we've got so far.

Claudia seems to be all ready.

Aisa: I need Oracle questions, Demeanor, stats, moves, gear.

Soraya: Can I get a Look and Demeanor?
If you want "location is known to my sisters" to replace "location is known to many" as a downside, then your sisters are going to be chatty gossips and the definition of "many" is going to expand over time. Just sayin'. :-)

You have 2 of 3 Debts with NPCs; I wonder if it might be better to replace one of those with one of the other PCs. If you all start out a little more entwined, I'll have an easier time weaving a plot together. I'd keep the relationships with Ima and Oggie in the fiction, but replace one of the Debts mechanically. I think we could make an argument that Ima is hurting at least as much as she's helping...

Terry: I am not sure what "to fight the MC" means in terms of the fiction. I'm the MC! That is, the GM. Items created are safe from me, i.e. I can't take them away in the story. But I'm not actually someone Terry the character consciously knows about! Unless he's breaking the fourth wall Deadpool-style. So I assume what he's really doing in there is gearing up to fight the Vamps?

I also want to just point out that Gun to a Knife Fight is not giving you any initial mechanical advantage, since your Blood and Mind are both 1. Which is fine if you want it for later, like you're planning to advance Mind? It's just not doing anything now, and I wanted to make sure you knew. You might consider The Best Laid Plans instead if Terry is a planner.

Once everybody reviews and fills in the gaps, let's go around and decide on debts. You can give debts either to PCs or NPCs, and I think a mix is good, but the book does say "remember that your fellow PCs are the protagonists; their contributions to your story will always be more vital, more dynamic, and more interesting than what NPCs have to offer" -- so maybe err on the side of PCs.

  • Claudia, where is your apartment? Near where you work? Somewhere staid? Near the others? Also: what part of town does your therapist/yoga instructor live in (is that NPC connected to any of the other PCs)? And: when did you last go on a date, and where, and with whom?
  • Soraya, where does Oggie live? And where is he being held?
  • Terry, where was Nadja killed? And where did you last see Ayesha?
  • Aisa, what are three places in your neighborhood that matter to you? And where is the farthest you've ventured out of your neighborhood before now?

I have always transacted with Oggie at his workplace. He's the manager of the pharmacy around the corner and has an "under the counter for cash" arrangement with some of his customers. I went to the pharmacy at the usual day and time for Ima's opium. A frail Asian teenaged girl told me he hadn't been in all week and that they were looking to replace him because he hadn't called or answered his calls or notified them of his resignation. It seemed suspicious, so I cast a Tracking spell and learned that he is being held in custody at the police station. I am thinking of going to Mama Asia to see if she knows anyone else who can provide what Ima needs. Oggie was originally her referral. Mama Asia has an impressive network in the community.

Are you and your sisters all single? Have you always been? Was there pressure from your parents to marry, or, contrariwise, was it always the expectation that you would hold yourselves apart? Was there friction or drama over this? Who was involved?

Terry  -- of all the characters, interestingly, you seem to know the most about the supernatural's broad hold on the city. Claudia and Aisa have only mysterious leads and troubling dreams -- intimations of something dark, which in daylight hours they might brush off, telling themselves they're being silly. Soraya has a growing understanding of her Dream-Eater, but it's a private, family curse; she may believe she's the only one carrying such a burden, or at least, that any others with similar problems are far away in time or space. But you seem to have fought vampires in Centraal Station -- and, I hear, they constantly taunt you with Ayesha.

So: who are the vampires taunting you? Do you know their names? Are they obviously monstrous figures, or does everyone else in your neighborhood think they're just dudes in shades? Who else but you knows the truth -- is it common knowledge in certain circles? If so, who's in those circles? If not, does anyone know? What does "taunting you with Ayesha" look like? Do they stop by the garage and talk shit about her, claiming overtly that she's alive and with them -- or is it subtler, rumors that reach you, or gruesome practical jokes, or what?

How did you discover the Vamps' natures, originally? Who else was involved?

Who do you still trust, from the old days?

Who do you end up hanging out with nowadays most?

Do you have other family, beyond Nadja and Ayesha? Parents, siblings? Were you estranged from them already in the pre-Nadja days? Do you still have any contact with them?

She hates living on the ground floor but the landlord (Stephan) is pissed because she rebuffed his passes, so she never gets the apartments that open up on the higher floors.

Its okay.  It's close to a park and a train and a college.  There's a lot of student housing, but its right across the street from a police station, so its pretty safe.

Estie, my yoga therapist, lives over by the psychic eye, where she buys all her crystals and incense.

Claudia, is demi-pan sexual or maybe she's just gray-sexual.  She's barely dated since her girlfriend Ayesha (!) broke her heart, storming out of Claudia's apartment years ago, and then totally ghosting her with only a single text that night at 3AM "Goodbye.  Don't look for me."

Claudia did look, but it was as if she disappeared from the face of the earth.  Since then, Claudia went on a single tinder date six months ago.  This guy named Oggie, (!)_ came across as really brilliant and funny, and creative online, but when he showed up 40 minutes late, high as a kite, in dirty clothes, she got out of the coffee shop as fast as she could.

Her name is Estie Blaumreng.  She is an extremely good listener, modest, funny.  She's very centered and vital.  Claudia has a secret crush on her, but knows that it is totally riduclous to have a crush on your therapist.  Her joke to herself is that she has a crush on Estie to keep from getting involved in a real relationship, which is probably true.

Which of your superiors do you trust the most, and why?
My friend and mentor Sylvana Van Der Flagg.  Sylvia hired me in the department out of grad school and taught me everything she knows.  She's not really my boss anymore.  After she retired, they hired her back part time to  oversee the storage and conversion of paper blueprints and property vector shape files for the permitting department.   I trust her because she has incredible integrity and she knows the city better than any person alive.


Which of your superiors or colleagues are you most suspicious of, and why?
I don't trust any of the political appointees, including the  Director of the Department, Hans Barber, but the person I trust the least is a long timer in the department, Paul Melson.  He keeps his head down, and never says anything, but outside of work, he's always having breakfast, or lunch or drinks with guys from the real estate development community and he's bought several flats in areas where we have inside knowledge that the property values are going up.  He shouldn't be able to afford to do that.  Claudia suspects he's dirty and on the take.

Who most recently ate dinner with you at your apartment? And when? 
A few years back, I helped Martin Berendse navigate all of the historical re-zoning intricacies that were needed in order to get permits to renovate the Amsterdam public library (OBA).  That was so successful, he's now been promoted to Director of OBA, and we're quite good professional friends.  He recently broke up with his boyfriend, and he's lonely so he comes over to my place and cooks dinner and we drink and talk.

Martin is on the board of directors of a civic program called 180 Amsterdamers, (https://www.iamsterdam.com/en/...re/180-amsterdammers) and he shared with me two funny stories

The Surinamese community rep for the program told him that people in the from home had sent a sizable amount of money to Amsterdam to hire an Oracle to help them find oil off the coast of Suriname, but that she had refused to help them for some reason.  Isn't' that wild?

Also, they recently got an application from a group that claims to be a 181st ethnicity, and get this, they say they are vampires.

Great.

So I did Claudia's character and a list of NPCs.

Given Andy's input about Amsterdam's demographics, I revised Claudia's mystery thusly: "Why is BZBB Development Ltd trying to buy up all the waterfront and canal-front property across the IJ from Centraal Station? And why does the trail keep leading back to the same mysterious series of acquisitions around the Joods Historical Museum in 1972? And how have the owners of those abandoned tenements been able to stave off eminent domain and avoid being served by the city inspectors?  Speaking of the city inspectors, why are so many of them reluctant to work the night shift? Why are the handful that work the night shift never seen in the office in the daytime?"

Does that work?
