(Okay, but I just realized - I've been thinking of shooting an actual weapon as a hand-eye-coordination thing, so maybe it should be Agile... BUT the rules do say you can get XP by choosing to lower a middle-score roll...
So I'm fine with you getting the xp and blowing the roll either way, but for future reference we need to decide: is aiming and shooting a weapon Forceful or Agile?
Well, my golden rule is: so long as the rule applies to everyone, its fair.
I guess, letting players pick the stat that suits them best will make success more regular ... which speeds up scenes (including combat).
But, it does blur the lines between appropriate skills ... and will lead to players feeling they can negotiate upon such matters. Sooner or later, someone will suggest that their ability to tell if someone is lying is based more on 'Charm' than 'Insight', because charm is all about social intuition as well as projected emoting.
Then again, at the moment, you haven't delineated 'Moves', and which stat to use for each, so maybe you want to leave this as ambiguous, and allow players to use the stat that best fits their narrative (ie which stat matches what they are describing).
