Yeah, it's a typo. As I build my posts, I usually re-type them several times as I work out what I ultimately want to showcase. It is what remains of two or three different versions of the scene change, and I wanted to make sure you knew you were still on the mountainside, near the river. However, I wasn't sure how much flavor text or fluff you would be interested in reading from me. Besides, at the Dungeon World tabletop, a lot of descriptions (what you see on the journey, where/how you stop to rest, etc) should be left to you, the player. However, we haven't yet hammered out how that works in PbP. The beauty of DW is that you get as much narrative control as I do.
I wanted you to make your course selection, then hard-cut to the mini adventure.
Regarding the kingdom building phases, yes, you can kick those off whenever, but it would—in this case—end your scouting mini adventure under the assumption that you failed and deny you whatever reward you might have earned. Looking back, I should have included a fourth course option to simply wait out the month and begin the kingdom building phases. I will include that option in the future.
And yes, your character can issue edicts, but think of them on a smaller scale for the time being. My intent is to have you build up the outpost to a village, then a town, then a city as you expand and build additional villages and towns, which in turn support your kingdom at large. The mechanic will always be there. It's just that you're only in charge of a mining operation at the moment. The decisions you make, and the mini adventures you have will either help or hinder your outpost's growth.
As of right now, I plan on offering you 1-2 course options per month, maybe more depending on what's going on in the wider-world, and how you perform in your mini adventures. Time, in DW is a resource.
