I assume I should use the highest stat (CHA). I think for now I'd like it to apply to stability.

Which position are you thinking as the analogue to Royal Enforcer, Royal Assassin or Spy Master? Please continue referring to the position as Royal Enforcer--I love it. In fact, feel free to change the names to any of the leadership positions as you see fit. Just remember to make sure I know which one it aligns with for the proper bonus.
To be honest I was looking at the Pathfinder rules, where there is an actual position called "Royal Enforcer." It seems like this is closely parallel to the "Royal Assassin" position on your sheet.
If I'm understanding everything right, the Royal Assassin decreases unrest every upkeep phase, but having a vacancy in the Spymaster increases unrest every phase. So if I assign either one, unrest will stay still. But Spymaster has worse vacancy penalties.
tl;dr I will make Sketch the Spymaster, and we can just call him that too to avoid confusion with the rules for the Enforcer.
