Religious Organizations tend not to represent single deities, but combinations of deities who advance a shared means in order to pursue their several goals, or varied means in order to pursue a shared goal. In alignment terms, (at least) one axis (or domain) represents their favored means; the major domain represents their goal.
This presents two qualities: this gives religious organizations a greater degree of latitude in terms of how the hierarchy can pursue goals, making them more effective; it also makes organizations less unified and infighting more likely.
