yes, Ortiz could reach. it would be very hard to be accurate. but the original design called for a compact cockpit that allowed the driver to reach the secondary armament without a need to change seating and to be able to fire some weapons even while driving.
The concept of using an M60 or an M249 in the secondary position at the passenger side seat that was accessible to the driver using only one hand was part of the criteria for the original design of the FAV.
The primary weapon mount, being non-stable was given limited traverse, depression, and elevation so to improve stability when firing on the move. It's fighter plane mentality, point the whole vehicle, don't allow the weapon much wiggle room, use speed to close the range, momentum to keep the beaten zone small, fire in short bursts of 10 to 15 rounds to maximize concentration of fire, etc, etc.
The real problem was two fold. First, the ground clearance is too low. Often times the whole vehicle would bottom out and cause the loss of traction (rear wheel drive only) in loose terrain type because of the narrow tires and short wheelbase.
The second problem was on of limited engine power. It couldn't carry a lot of cargo and three men without exhibiting excessive wear and tear on the drive train. This was also a problem when used in deployment zones where US troops 'assisted' in the wars of our allies in the Third World. The lack of power meant you couldn't put hobo armor on the FAV like you could the built up and more powerful technicals used locally. Small wars are mortar wars, no armor on a small framed vehicle was dangerous when Mr. Shrapnel comes calling.
