I actually like the notion that in order to make BQ you need this:

So basically your skill level sets your peak. That levels things a bit.
That said a perfect check(All successes, on all dices), will raise the quality a level from standard.
So no, the materials are the same generally, for all items, but the skill level is the difference maker.

I think of those 3, dwarfs are fine in Jareik's book. Empire's relations with the dwarven kingdoms were usually positive and consdering we just got out of a war that had both races team up closely, I'd say the bias is extremely positive.

Am more tense towards Milly since she is a mage but only a little. So most of my misgivings is directed at Etain because my pc simply can't figure her out and people hate/fear what they don't understand.

Not sure if we all want to call time on the bar scene and move along. I don't know if there is value in skipping Muller and going to the coach or even perhaps the village?

I suppose we can just skip Muller and just make a note in our bios that he is our paymaster (at least I know I will!) since doesn't seem like anyone wants to do anything fancy like negotiating a better deal.

The coach could be a good opportunty for rping but if people want to get into the meat of things quicker we can skip that aswell.

Wood Elves were my first army. Nothing more fun than sending a bunch of cheerleaders with mohawks to murder the enemy's elite shock troops.

Ooof you must have been disappointed with Total warhammer then, mohawk type wardancers did not make it into the wood elf roster :S
Least you still got them for the bloodbowl games!

To be fair Jareik isn't even being a dousche here, it isn't unreasonable to assume a fur wearing savage might not be familiar with the convulted mess that is bureaucracy.

But I guess this isn't going to be improving relations xP

On the first note, I love the RP opportunity for their interactions, on the second, no...it will not... While she has been in the Empire for about 6 years or so she is stuck pretty much in her peoples mindset of what people can and can't do.

I was hoping to allow Gerhart a chance to post before advancing but if he has nothing to add or takes another day I'm happy to advance.

On a side not would you says artistic applies to more then just trade (artist)? I feel as written its more of an arts tax and should be applied to other trade skills, making a fine weapon or armour is/can be as much an art as a painting.
