Maybe I can just build my tavern/home right next to where the temple is supposed to be. This way Chloe can have her own independent shop and followers of Hyx can simply stroll over those ten meters to get their wine, then go back to the temple to have their rave there.

This solution would probably be the best: Chloe (being an atheist, by the way) has her customers next door and the temple doesn't have to look like it's resorting to obnoxious middle-age money making tactics. It's just kinda awkward if the leader of your temple wants to get into your pockets.

As Odilon grows in his connection to Hyx, lord of Hearths, I am hoping to have him discover a new spell of "Create Hearth" that will allow him to (as a ritual) build a Hearth that doesn't require wood to heat the room or house.

He could then provide this service throughout the city. So your High Class Brothel could have some Hyx Blessed Hearths, Nothing stops a Hyx! _{except for dispel magic but only for a short time}
