You're fine, not really, anything in regions that we have resources to use would be best. The only regions without books that I know of are Gondor and Mordor. They just released Rohan, which is awesome. Some great new mounted combat stuff.

There are three times that could be fun,

1. Set in the time frame from the Hobbit to the Lord of the Rings - That's a "normal" and "Safe" time to play a game

2. Post the destruction of the ring. I mean, the Dark Lord and the Wraiths are gone, but Evil must still exist and this could create a power vacuum in many regions especially with the elves leaving - "Hard" and I would say somewhat difficult as the Future is unforetold, but could be fun

3. The Beginning of the 3rd age/ End of the 2nd Age - There is plenty of material on this, though, risky.

I am thinking about making an outsider, Rohan citizen, his nationality and family is from another region, I don't know where yet, and is fleeing the area to start a new life, either to put behind a reputation or running from the law and is hoping that Rohan will be inclusive and that he can rewrite his stars. Giving his family a life in a new region.

That begin said, I can think of a hook into all those time frames from above. The first time frame would definitely be easier on you as a GM I would think.
