And, no, Mikhail couldn't make out the words; it was unintelligible noise from his vantage point.
Building on what Mikhail said:
1. Ferelden only successfully regained its independence from Orlais less than two decades ago; it's likely that there are a number of Orlesians who stayed in Ferelden after the occupation ended (becoming Ferelden subjects), and any character closer to 30 than 20 would likely have heard the language spoken in their youth. Orlais is also just on the other side of the mountains from Ferelden, so movement between is common.
Given that, Redcliffe is an occasional, if uncommon, stopping point on the road east from the Frostbacks. Orlesians are known.
2. Tevinters travel, but are definitely rare away from the Waking Sea coastal cities (like Denerim and Amaranthine); to see one in Redcliffe is notable.
3. The Trade Tongue is the common tongue of Thedas. Pretty much everyone speaks it; even Tevinters. In Ferelden, the Trade tongue just happens to be the official language.
4. Regarding the civility, part of that is my dramatic license. Ser Perth wanted to give you gents a chance to get into position, so he saw politely asking about seeing an elf as helping prolong the conversation until you all were ready.
Also, civility is a virtue, and, even though Dragon Age is dark fantasy, I think men of rank and honor would tend to act with civility first, even if that civility is followed immediately by attempts at killing the other in the most efficient way possible. Even Tevinters.
(You'd have to guess at why the Tevinter men-at-arms were so civil.)
5. I can't recall, but I think Mikhail originally noted that their accents were Tevinter; and their accents are certainly different from an Orlesian accent, which most of you would've heard at least once in your lifetime. The Magister just mangled a Tevinter accent, and it's obvious that Orlesian is his native tongue.
