If Bella enters, a serving woman will come running up. "Milady, can I take you upstairs for some refreshments?" She will attempt to steer you upstairs. Gobby approves.
Anyone else is welcome to take themselves upstairs.
The upstairs area has finer furnishings and is much quieter. There are several small tables spaced throughout the room. At one, a man is reading intently, and at another two people are eating and discussing the odds of rain the following day.
A servant offers you a seat (perhaps with puzzled looks, depending on who you are), and they will bring clean water and cloth to wash away the dust from the road. Food and drink are available
The two who are eating seem curious about you, though they don't address you directly.

He gladly accepts a washcloth from the serving woman, and places an order, requesting some meat. "Anything to get the taste of dried trail rations out of my mouth."
He gives a friendly nod to the two at the other table, then proceeds to wash the dust off himself.

One of the men from the other table moves over to your table. He is well dressed and better groomed than you might expect from a traveler. "May I join you a moment? I'm hoping you have word on the roads" He sits (assuming you don't tell him no) "My name is Silas, and we are looking to leave the Valley. There are a few mercenaries here who have been telling tales of goblin attacks, and it has my guards nervous. Have you seen anything?"

Unfortunately, in this particular case they are not just trying to driving up business. While traveling here, my group came upon some goblins attacking a wagon; they likely would not have made it if not for our interference. Which direction are you headed?"

Silas stands. "West. We are heading west, out of the valley. So... there are goblins attacking, eh? Maybe we will need to hire more guards. If you'll excuse us..."
The two men take their leave, and head downstairs.
The other man looks over at you again. “I don't mean to pry, but you don't look like a sell sword. Might I ask what brings you to Elisir?"

"I am here to inspect the castle Vraath, and make sure that neck of the Elsir Vale is in good order." It is not his place to expand beyond that; he should have asked Bella what information she and Arben are willing to share.

Bella takes in the courtyard scene but then finally accepts the servant's offer to proceed upstairs and accept the refreshments which were offered. She tells the servant her name, and that our group is passing though the area. She assumes this will get her an introduction to the lord of this castle if they are around. She joins Urison.

I hope you have no further troubles on the road to..Vraath? Are there still people living there? I thought it was in ruins. From what I've seen, the Vale is quiet. Some goblins out of the mountains, and a few animal attacks, but not much else. Seems quieter than many other places, which should make the people grateful."
The man leans closer "I would ask a small favor of you. The road east will take you near Drellin's Ferry. The guard captain, Sorana, told me there were rumors of goblins along the roads, and I expect she would want to know that the rumors are true. Would you mind letting her know?"

Turning back to the man, Urison lowers his voice and says, "I must say, this seems a bit more urgent than some occasional 'goblins out of the mountains.' Is this becoming a more frequent occurrence? As servants of Pelor, it is our duty to be ever watchful of evil; we must share with each other any information regarding such a threat."

Every time there have been men who would fight for coin, and many told stories of bandits. goblins, and orcs. Some of those stories were true, some were exaggerated, and some were made up. I believe you when you say you fought goblins, and am glad to hear you survived. Every winter, some come out of the mountains looking for food. I've hired some men who should be able to guard me and my goods, and think we should be fine. Those Mountain Wolves, the sellswords below, make it sound like there is an army out there, waiting to devour anyone who sets foot outdoors. you seem more believable, which is why I'd ask you to let Sorana know."
