Like I mentioned earlier, I find it odd that the entangle effect doesn't anchor them and somehow stays on them when they leave the area. I've always seen it interpreted to anchor them--meaning they need to break the entanglement to even be able to leave the area. But the spell apparently doesn't say that explicitly.
Of course, Entangle is clearly a really strong spell and would probably be a first pick even if it were 3rd level...
Well, with the quadruple movement cost on a failed save, you can only move 15' with a double move. So anyone within 25' of the center of the spell who fails the save will be trapped for at least a full turn, and even if you make the save, if you're withing 10', you're still trapped for a full turn. That's a pretty powerful spell that can rob someone of an entire turn - maybe a turn and most of their move on the next - for just one action. In terms of action economy, it's basically the same as sleep, though the fluff is different.
