As you arrive (some more quickly than others) you will see that a blood bank is on fire.

This section of street has a lot of small businesses including a butchers shop where Nightshade gets a lot of her blood and a car repair shop across the street where McGavin has his car to repair his tires

The fire trucks are already there and McGavin is standing outside next to an ice wielding super hero (?) Who is trying to help with his ice powers.

The last hero arrives just as black diamond breaks the door down from inside carrying 2 people.  The news crew is in their helicopters close behind.

M.O. surfs into position, using her 'Extinquish Fires' powers to put out large swaths of building.

"Hey B.D.!  How many more are in there?  If you need to go back in, I'll cover you!"

Sharpshooter lands near Diamond and exclaims "Good to see you again, lady. Any more inside that I can help with?"

Black Diamond nods.    There is one more person.  She heads back in.  After our last encounter cowboy,  I turned myself in and decided to try the straight path.  Then I just got caught up in the escape.  My blasted luck.  Gotta go!

She races in to get the last person.   News crews arrive.

Arriving on the scene, she notes that  McGavin is already there along with an unknown meta-human with ice powers, and Black Diamond. Soon afterwards, Majestic Ocean and Sharpshooter arrive and confirm that this time BD is acting heroically while they also try to help.

While attempting to avoid attention from the media or McGavin, Tarina looks around to see if there is anything unusual or any sign of the fire threatening any of the other buildings nearby. If she doesn't see or hear anything to draw her attention, she will attempt to eavesdrop on any conversation between McGavin and the ice power wielder.

Sharpshooter dashes inside after BD, thinking his enhanced senses might have luck locating the last civilian...and to see to it that BD remains safe. Her heroic actions this day weighed favorably with the old cowboy, and he intended to talk to Walter about extending her a parole.

Charge will go in behind the pair, hovering above the ground on the pair of CD's. "Hey again Diamond." She said following them. "When we find the civilian, pass them to me. I can get them out quickly." She said, remaining close to the pair, paying close attention to the path that they take.

  Redacted arrives later traffic and all. He gets out of the car and looks around.

Flicker hops out of Redacted's car and says "thanks" as he zips off towards the burning building, and straight in. "Anybody need help?!" he yells.

Black Diamond passes the last injured person to Charge.   The fire is almost out.  The news helicopter lands and McGavin noticed Nightshade.   (It's the only motorcycle on the road)

The firefighters made sure that the fire was out with Ava's help.  The cameras focus on McGavin.

He says.  I saw the whole thing.  The criminal the media has named as Photon flew over the building and hit it with a ball of fire and then flew off.  I urge people to continue to give blood especially with so many escaped prisoners roaming around.   We at A.A.I. do offer those with criminal records to join A.A.I. and turn your life around like Black Diamond here. Every one needs a second chance 

While the cameras focus on McGavin, Tarina scoots the ice powered person away from Darrell and the news people. She asks them quietly, "Hey, who are you and what were you doing here? I didn't see you helping out with the fire. Did McGavin bring you here?"

After putting out the fire, Ava retrieves her board and turns off her wave projecting surf power.  She then slowly waddles over to stand beside Black Diamond.  Slowly, as she's drained a lot of water fighting the fire and doesn't have much left that she can move to help her stay fully mobile.

"Good job in there..."  Ava starts with. "We need to talk about our mutual 'friend'.  I figured out some information you should know..."

(To Nightshade) The man scoffs.  Hey. I did the best I could (there is ice above the building)  it's not like I could have covered it with ice and risk trapping those inside.   My name is Fire and ice and I work for A.A.I.

To Ava You mean about CC?  You know I never seen her apply more perfume to herself,  just the walls.. and she smells like perfume all the time

"Yeah, it's about CC.  She 'visited' me at the restaurant after you left.  Had a couple police officers delivering a tablet and paid for my meal with the restaurant manager.  Made the manager threaten to slit his own throat if I didn't open the 'gift', even going so far as to have the police shoot a customer as a threat."

"She uses perfume to mind control people, thinking she used perfume so that you wouldn't initially beat her up, just thought you deserved to know."

"Oh, and the perfume on the walls?  Designed to weaken the wall structure, that's how the Ultimates broke in so easily..."

"She asked me if I wanted to stay fat if no one was pushing me towards it.  I gave her a non-answer so she said she'd talk to Foxbat as to what to do.  That's what I think 'this' was..."

(Indicates the fire)

"Something to make me look more heroic, perhaps?  She practically advertised it on a billboard for me on my way here.  Just...keep that under your hat...considering I don't have actually admissible proof yet."

"How close was she to Photon while you were all in together?"

"Alright, I'm off." Once the last civilian is passed to her the CDs beneath her feet really power up and she is speeding from the building in an instant towards the EMT's outside. Once at the First Responder's she will gently pass the wounded person off to them.

Once that was does, and Black Diamond was back outside, she move over to stand in front of her. Then, extends a hand out to her to shake. "Told you we'd meet again."

After searching the building, as best he could, Flicker nods and mumbles to himself, "experimentation, phase one, environmental effects."
Moving as close to the center of the building as possible, he holds his hands up in a pose similar to the mime classic 'man in a box'.

Flicker can slow down the few remaining flames but not put it out

Black Diamond shakes Chance's hand as she talks to Ava.  Mind Controlling perfume. That makes sense. But she never reapplied her perfume.  (INT ROLL) but "this" I don't think was her.  Yes, she has set a bank on fire before but she's "been there, done that" kind of crazy.  Besides. Photon was never in Stronghold (KNOWN VILLAINS ROLL)  I've never even heard of him before.   (She yells out) Hey Cowboy. (Sharpshooter) Why not join us?

"Any other ideas who might have did this then?" She asked, after shaking Diamond's hand. "So, willing to take these now? The bigger one in it had a number in it that you can contact me in it should you need anything." She offers the pouch of marbles again.

After speaking with Fire and Ice, Tarina will head into the building as she doesn't believe Mcgavin's claim. Once inside, she'll look for any sign of how or where the fire started and any sign of theft or vandalism. Upon seeing Flicker she'll approach him and ask, “Flicker, what are you doing here? Have you seen anyone else inside? Also, have you seen any sign of vandalism or other crime the fire may have been started to cover up?”

I understand that this Cindy Cartell is obsessed with you? Why, might I ask? I saw her once before, at Nick's last trial. Didn't take her for someone interested in the 'family business'."

well, here's the strange thing.  Photon can fly, but the fire blast was at ground level.  It doesn't match McGavin's story. Fire and ice was already here when I got here. 

Cindy Cartell may have powers now . She wouldn't be in Stronghold otherwise.

Photon is a new villain like Amok.

And sure enough. The fire started at ground level in the back of the building where no one could see them.

 "Well that makes sense because A.A.I. is dirty. And it has to be pretty bad if I know that because the bulk of the information was found while I was "detained" for several months." he says as the various people come together to talk. "Odds are Fire started it to clear the building and it got out of control."

"Outside I've seen Majestic Ocean, Redacted, Sharpshooter and Charge. I've also seen the AAI head of security, Darrell McGavin with his pet meta-human called Fire and Ice. Also, Black Diamond was supposedly rescuing people from inside here. You haven't seen any of them? I'm going to take a few pictures while you get things under control in here." she replied.

While Flicker continues to slow things down, Tarina is going to take pictures of the inside of the blood bank especially in all the areas near where the fire was burning.

While taking those pictures, she will use the cellular phone inside her helmet to call PRIMUS and ask to speak with Redacted.

Sharpshooter goes to the back where the fire originated. From an inside pocket in his duster he pulls out a criminology kit and proceeds to test the burned areas of the initial flashpoint. He tries to determine if it was Flames or lasers that started the blaze, since the different forms of energy leave differents molecules in their wake. He says "I'll want to speak to this McGavin guy if he's still around."

"Places like these tend to have security camera's. We could look at the recording." She said with a nod. "Also, that being said. This Photon is new. In my few years of doing this he's never been around, he's just now appeared."

"Question: I know this sounds odd, but IF it was a fire projector, COULD a genetic signature have been left behind on the remains unique to the individual fire projector that could be compared to known individuals to determine the likelihood of their doing it?"

Sharpshooter nods. "In my experience you COULD determine that, but it would require a Mass Spectrometer and a scientist who knows what he's doing. I've been a Lawman all my life, but most Science is beyond me." he admits ruefully.

M.O. stops to think, stroking her double chin slowly.

"Ok, get Primus to gather evidence from the crime scene, specifically materials burned but not affected by water or snows, check surrounding cameras for footage - not that I think there will be mind you, and contact Primus to arrange for one of their scientist who can work a mass spec.  There's one at my college that you can arrange to use, I don't want us using one at Primus proper."

"I have an idea..."

"Is there a reason that you would think PRIMUS labs would be compromised by A.A.I.? Because they aren't. PRIMUS was investigating them during a very dark couple months of my own. Then the investigation went dark. No the labs at PRIMUS are safe." he says to the college kid with a look that says your college can't have what PRIMUS has.

The fire was definitely started by a fire cast not lasers

Nightshade you have been seen around these parts as you get your blood right down the street.

Tom, the reporter,  puts his microphone so every one can hear at home.  Are you suggesting that Mr. McGavin may have been lying?

"I'm suggesting you are way to close to an active PRIMUS investigation and if you don't back up I will have you in cuffs on tampering with a crime scene." he says in a cool non threatening tone. "I am suggesting if you choose to continue I won't have any choice. You know the drill one block at the minimum. Now Mr. Longstreet."

Sharpshooter announces that the blaze was started by Fire powers, not Lasers as Photon would use. Given that only one being in the vicinity was using Fire powers, Sharpshooter can accuse without naming names, and his Reputation gives his words added weight. In response to the reporter, he says "I would like to speak to Mr McGavin to get his eyewitness report officially." Sharpshooter flashes his Agency badge. "This is now a Federal Investigation."

While waiting for PRIMUS to connect her to Redacted, Tarina will finish taking pictures of the interior of the blood bank. "Flicker, I think you can relax now. I have pictures of everything around here in the these first couple of floors. I will forward copies of them to the authorities."

After making sure that the fire inside is taken care of and that Flicker has things under control, she will make her way back outside. Quickly she makes her way back to her motorcycle and heads over to the butcher shop where she gets her blood.

Tarina will make absolutely certain (when possible) that any blood or blood components stored at the bank that could have been threatened by the fire are saved.

After Charge stated her piece she remained near the others and listened to the discussion.

"That's really a job for Arson Investigators to determine, don't you think?  Maybe Photon's blast blew the gas furnace or hit an electric box?"

"Think outside the box..." she suggests, but he may not be sure if she is referring to the fire theory or her earlier mass spec idea...

M.O. swings her body to get some momentum and ponderously waddles over to Fire N Ice...

"Kids." is all he says in response to M.O.

 "Now where did he go?" he says in response to Sharpshooter's request to talk to the Prime suspect at this point.

Flicker walks out of the burnt building, mumbling, "the field had a marked affect on the combustion, slowing it appreciably. There was an equal affect on the substances used to retard the fire, the resulting interaction renders the affect of the field as negligible in combating the blaze."
He takes in the scene, and vanishes to reappear to one side of Redacted. "Hey. Um, what was the name? Well, anyway, I have no official capacity. So, do I need to stay a block away?"

"Feds."  She says under breath as she reaches F&I in reaction to Redacted.

"Hi F&I, I'm Majestic Ocean.  I met up with B.D. last night?"

"Question: Can I have your contact information?  See, I'm trying to get a jumpstart on my thesis about the physics of metahuman energies and how they relate to everyday energies.  The problem is, I only have...well...MY abilities to gauge, and I need a bigger sample size and a larger variant of energy types to gauge.  Would you be able to help me out?"

"I know the university has a mass spectrometer to analyze these things with, but I really don't know how to use it, that's a senior level course...but I was hoping to one of the professors to run it for me."

"I know the going rate for student subjects is $25, but since you project TWO elements, I probably could go as high as $50, not too much more as well, y'know...college student finances."

"What do you think, if I can swing use of the lab sometime, do you think you could help me?"

Hell if I do my job right they don't ever know who I am. The Lumbering brick earlier and now here constitute literally 2 of the three incidents where I have ever been caught on camera. I avoid the dang limelight."

"The name's Redacted right? I go by Charge. I been doing this for a couple years myself. Was trained by Rapier myself. Worked with him and other's." She said matter of factly. "Point is, no one knows who I am under this mask, and even if they did, finding anything out about the person under it is impossible. So if I even came to the limelight, all they find is the exploits of Charge. If they find her identity, it's empty."

McGavin calmly exits the shop and sits outside on a beach as if waiting on Sharpshooter just as Redacted is phoned by Nightshade.

Sharp goes over to McGavin and sits beside him. "So, I did a chemical analysis of the blast that triggered the fire. Want to tell me what happened back there? I was told you witnessed the thing."

 When his phone rings he merely looks at Charge"This isn't over."

 "PRIMUS Agent Redacted. How may I help you?" he says into the phone.

McGavin looks around and sees all of the super heroes.  I do not believe that these individuals are sanctioned PRIMUS officers.   If you wish a statement,  I suggest a more private interview.   

He looks off in the distance Besides, I think you might have more pressing concerns. 

He pointed to the sky.  About 250m away,  Photon swoops down and blasts something on the ground.   It was behind buildings,  so you don't know what he blasted.

But, just then, the PRIMUS villain van calls on the radio.    Mayday!  Mayday!  Photon has just attacked the prisoner transport.   Need assistance...   silence.

Sharpshooter swears under his breath and says "I'll call you and Fire in for an interview. This is gonna be a bad day, I kin tell." He launches himself off the bench, his grapple-gun mode slinging him forward past buildings as they latch and retract.

  "Son of marshmallow sundae! That's it I have had enough. What the blood hell. The nice gloves are coming off. Attacking a prison transport just crosses the line." he says as he walks over to his car. "And if I see you at an active shooter situation Tom I will arrest you. It is dangerous and the last thing we need to worry about is you getting shot or worse."

As Flicker mumbles "good thing I'm fast on my feet" and zooms off to the new conflict the air disturbed by his passage sends a discarded candy bar wrapper twirling down the sidewalk.

Besides the information I've already gathered, I'm offering a location with food and drink. She pauses briefly as Photon attacks Damn, one thing after another! Okay, we'll finish this later.

Riding on her Kawasaki Ninja, Tarina turns away from the butcher shop and heads quickly over to the location of the latest attack.

MO stares in stunned silence as he leaves, having been coddled in attitude and encouraged to increase her size and the acceptance thereof by her parents (even if they are permanently brainwashed) and April for so long that it was a shock.

Hearing the attack and seeing Photon attack in the distance snaps her out of it.

He moves 96 inches. If I could convince you to do so, I would like to use velocity based DCV when using non combat movement. Considering normal acceleration, his DCV would be one through the first  and last hex. Velocity based and standard DCV would match through through the second and penultimate hex (as 3 DCV). Velocity based DCV would be five for hexes 3,4,93, and 94. His velocity based DCV would be seven through the other eighty-eight hexes of his movement.

Being that she is on a vehicle, I will provide the movement stats for her bike based on a similar motorcycle in 5th Edition Revised on page 476.

The vehicle is a SPD 4 and can accelerate/decelerate on each of its phases.
It starts at 32" on its first phase, goes to 64" on its second phase in noncombat movement, then goes to 128" on its third phase of noncombat movement.

If she is 250 inches away and starting on Segment 12 she should arrive on the following segment 9.
