Maximum Security

"From this day forward, Earth shall be a PRISON!"

With those words, the Earth's fate was sealed. Sick and tired of the Earthlings' constant interference in affairs beyond their own solar system, the Intergalactic Council-- led by the Shi'ar Majestrix, Lilandra Neramani-- has now ordained the Earth as a prison planet! No longer allowed to intervene in galactic affairs, humanity has been confined to their quarters, never again to roam the stars. Worse yet, the Intergalactic Council has ordered the planet be made a dumping ground for all the galaxy's worst criminals. Massive planetary Watchtowers surround the Earth, projecting a force-field barrier around it. Overseen by Ronan the Accuser in his orbiting Citadel, none may escape!

Can Earth's superheroes overturn the sentence before humanity is completely overrun? And will their alien counterparts, falsely imprisoned, stand alongside them-- or simply try to escape the doomed planet themselves?

You decide.

Player Character Guidelines:
Street-level Earth superheroes are encouraged. More powerful cosmic characters are also playable. Both official and unofficial datafiles may be used with Watcher approval. Not accepting OC characters at this time.

This Marvel Heroic Roleplaying event allows for troupe-style play, in this case allowing up to *3 PC's per player. Players are encouraged to experience the Event from both an Earthling and alien perspective.
*As the Watcher, I encourage you to make 1 of these 3 PC's a D-list hero the Marvel Universe wouldn't greatly miss in the event of their death. This adventure could very well see the demise of a human or alien player character, upping the stakes even further!

Posting Frequency:
I aim to get through a full round of actions each week if possible. Watcher posts will occur most frequently on Monday of each week, with players expected to get their actions posted by 11:59 P.M. (PST) the preceding Sunday. Not having a post up by the time Monday rolls around means your turn could be skipped. However, I am also a flexible Watcher. As long as there's communication from your end, I can delay your action or write around it as needed.

Campaign Duration:
I aim to make this a 6 month-long campaign-- wrapping by Jan 2022-- and I'll do my best to stick to that timeframe.

Event Milestones:
SHARING A CELL
Earth has been made a prison planet for some of the galaxy's most dangerous-- and powerful-- criminals. Unfortunately, the Intergalactic Council didn't bother to build any jails on Earth that could actually hold them. It's up to you to make sure these new "inmates" don't hurt anyone, or put them somewhere they can't wander freely.

1 XP when you convince an alien fugitive to be your ally, or you defeat and capture them.

3 XP when you let an alien fugitive escape so that you can help an ally, or abandon an ally to pursue an alien fugitive.

10 XP when you and your allies confront the Intergalactic Council and overturn Earth's sentence, or you join the Council and become a Warden.

Groups:

Earthlings: For the most part, these are humans and their various offshoots (mutates, mutants, demi-gods, etc.). Most, if not all, heroes are investigating the planetary barrier and mass-imprisonment of alien criminals on Earth.

Galactic Prisoners: Hailing from many alien races, these represent the various mercenaries, killers, and outlaws now confined to Earth. Previously, they served out their sentences in various prisons throughout space.

Intergalactic Council: The mysterious organization that oversees much of intergalactic relations, this group is currently led by the Shi'ar Majestrix, Lilandra Neramani. Their whereabouts are a secret known only to the Warden.

S.H.I.E.L.D.: Shadowy and secretive as ever, this intelligence agency currently has their hands full responding to the worldwide appearance of extra-terrestrial threats.

Wardens: Overseer of the various Watchtowers orbiting the Earth, whoever serves as Warden-- currently Ronan the Accuser-- is tasked with monitoring the Earth and preventing any escape by inmates of the prison planet.
    Deputy Wardens: Currently unknown.

Other: S.H.I.E.L.D. intelligence indicates that, in addition to the presence of many common interstellar outlaws, the Earth's alien prisoner population could include a galactic-level threat. No further details are available.

Locations:

Avengers Tower: Home of the titular NYC-based group, the Tower currently serves as central command for the Earth's superheroes as they respond to the "Prison Planet" crisis.

Safehouses: A number of unnamed and unoccupied buildings used by S.H.I.E.L.D. and the Avengers, heroes with ties to either group could be lucky enough to have access to one of these facilities.

S.H.I.E.L.D. Helicarrier: Flying high above NYC, this floating HQ could be accessed by a hero with the proper means, although getting an audience with the current S.H.I.E.L.D. Director could be another matter.

S.H.I.E.L.D. Moon Base: Hidden somewhere in the Blue Area of Earth's moon, contact with the occupants of this secret facility has not been made since the so-called "Earth embargo" began.

Super-Prisons:
    The Cube: A specially-built prison for alien criminals who commit crimes on Earth, the Cube is a prime location in which to house any captured alien inmates of the dangerous sort.

    The Raft: Housing a number of Earth-based supervillains, unused cells in the floating Raft mega-prison are currently being converted to house dangerous alien criminals.

    The Kyln: Not of Earth, this now-empty space prison once held a number of the alien criminals that now occupy the prison planet.

Watchtowers: Three colossal spires orbiting the Earth, each Watchtower is linked to its partners by a massive energy conduit. Together, they blanket the Earth with a force-field that prevents passage through Earth's atmosphere.
    Warden's Chambers: Accessible only by those on-board the Watchtower, these chambers house the Earth's chief overseers: the Warden and his deputies. It is unknown which Watchtower houses Ronan, the head Warden.

??? A secret location in which the Intergalactic Council resides, known only to the current head Warden, Ronan the Accuser.
