Lay of the land (About the different Provinces)

Below discuss the various provinces of the NEW ROKUGAN (due to copyright restrictions, I created a map by using China, Iran, Belize, Guatemala, Honduras, El Salvador, Nicaragua, Costa Rica, and Panama)

Capital [Imperial City] (Population; 10,000; Nobles 1,500) Comprised of five districts ((Gaijin District, Port District, Common District, Merchant District, and the Golden Palace)) This province is filled with concrete roads with small market places in each district and a single major market in the Golden Palace for select merchants ((Rokugan merchants)). Each district has its own guard patrols to ensure the peace and resolve disputes.

Golden Palace; The Imperial Palace is the main structure in this district, surrounding the palace are government offices, tax collection, guard barracks, Watch towers, and high end establishments. The western road leading from the palace to the Merchant's district just west of the royal blocks were lined by cherry blossom trees. Every spring the blossoms would bloom a pink and white portrait of the land's resurrection from the winter's hibernation.  Along the palace's southern road leading through the marketplace to the commons district were archways weaved with honey suckle vines.  The honeysuckle not only bloomed a white blossom, but also emitted a sweet fragrance throughout the area. Intertwined with the honeysuckle vines are Cattleya and Venus Slipper Orchids to provide year around color to the festive streets.  The blocks gradually transition into residential areas as you move away from the center and approach the outer districts, these residents are high ranking officials and relatives of the Imperial family.  The marketplace in this district is three blocks south of the palace, but are only populated with high level Rokugan merchants that paid a hefty fee to obtain a permit.  Prices in this market place are expensive (add 25% to listed prices)

The Merchant District stands on the western section of the Imperial City. It also connects with the southeastern tip of the Dragon's Tail Mountains. This district is built in layers rising at different levels.  The ground levels are the main markets and taverns, the shops along the sides are decorated with lanterns and their walls comprised of Shoji screens. Several alleys have stairways to the second tier of the district with wood and rope bridges crossing over the first level and along the cliff face of the Dragon's Tail.  Higher end shops, merchant nobles, low ranking government offices are built into the rock in a fashionable cave like structure.  Deeper into these cavern shops are levy controlled elevators for merchandise deliveries. Goat horns with honey wax make candles to lighten these shops.  The third and final level of this district are comprised of residential homes also built into the cliff face.  The Lion clan's Golden Pride Sentinels keep the peace in this district though it isn't a tough job with nobles.

Commons District The commons district is the southern connection to the Palace district.  This district looks very much like the traditional village though considerably larger and more crowded.  Small and poor business owners work from tent vendors. It is the largest marketplace in all of Rokugan with rows upon rows of shops. As the markets approach on the base of the Dragon mountains, shops turn into one and two story residential areas for the lower castes of the social structure. Taverns, Inns, and restaurants fill the buffer between the seedier merchant center and the residential neighborhoods.  The Crab clan's Royal guard ensure that the rough and tumble sections don't spill over into the family avenues.

Port District The port district is a narrow strip along the Songhua river. Docks line up along the coast with interconnecting pulley systems to transport cargo on and off of shallow river ports. Warehouses line up near the gate entrances with wide wagon paths to provide easy access to cargo.  This district is highly guarded and surrounded by the Onyx gates.  The Crane clan port authority maintains strict control of these buildings and those who enter within it's gates.

Gaijin District This is the rough and not so reputable communities.  Non-human families as well as foreigners reside in this low end district.  This district receives the left over resources that have passed through the other four districts. Imported lumber that is badly bowed or warped, has excess knots, or holes.  Food items that are not good quality or fresh or not popular find their place here. This district gets the scraps in every aspect.  It also has its own access roads out of the city. This is the Burakumin district, among this district are the Eta the butchers, fishermen, waste removal workers, the sewage and trash burn sites. Thibs section houses the multitudes of cemeteries for those who believe in physical memorials for ancestors.  Those merchants and immigrants from the western lands of Faerun also reside in this community.  With all of the disadvantages experienced, craftsmen have used the scrap materials to build a culturally unique district.  Carpenters have used warped lumber to build homes, bathhouses, Inns, Taverns, Shops, Slaughterhouses, Fish Markets, Breweries, Cobbler shops, Cooper shops, Glass blowing, Blacksmithing, Leather, Lamellar shops, weavers/tailors, and built a powerful tradesmen guild in the city.  The industries involving slaughtering animals, removing waste, or handling the remains of those who passed away are left to the most southern quarters outside of the city even away from the few farms that are present.  The Unicorn Magistrate and his honor guard enforce strict rules within this distict.

Capital Taho (16): Taho is located in the central region of the district, it is an administrative city which coordinates the movement of cargo from the major port cities of Wuyaun (North) and Niujie (South) to the western village of Luoping in the west prior to delivery into the Imperial City.  Taho has several moderately comfortable inns (Jade Dragon Inn, The Crystal Crown, and Momma Bei House (is an Inn)).  There are also three taverns, two are for commoners while the Soft Sparrow's Nest' Geisha house is for noble entertainment.  Tortoise Tea House and Sobo's Mealtime are also popular with residents.

There are three public bathhouses one restricted to nobles. The city is also the central location for several regional government offices. Merchants must obtain permits from the inspection towers, and travel planners. The Doji Courtier and Kakita Samurai schools are located in Taho.
The coastline is filled with docks as labor workers have to transfer large cargo into smaller containers. On the northern section are the residential areas with the southern section for agriculture.

Royal Wuyaun (North)

Niujie City (South): Also called the land of a thousand roots in reference to the village's prosperous agricultural production.  Niujie City produces the largest quantities of White Radish, Kabocha Squash, Naga Negi Onion, Lotus Root, Wasabi (horseradish), and Burdock Root.  The landscape of this region varies from fertile plains to thick forest groves.  This area also has several burial sites that have been corrupted with shadow taint and grave shamans.  The city itself has craftsmen in weaving, pottery, glassblowing, and blacksmith.  Edo professions are performed around the cluster of farms in the outskirts of town.

Road between TAho and Luoping are filled with bandits and minor beasts that highjack unprepared caravans.  The travel is five days (75 miles) with minimal Crane patrols. the


Luoping

In the east of the Taho district, is the small village of Kamphi and it's sandy soil. This tiny village struggled to provide for their people until the introduction of gaijin plants six years ago.  The region now celebrates a revitalization in agriculture with the introduction of Carrots, Beets, Radish, Onions, and Potatoes. While not very popular among the nobility, these vegetables have become staple foods for commoners.
