As long as the Boss doesn't mind Aurelius being a part time loan shark you should be able to get it, but that is really all dependent on the Boss allowing it.

You may certainly take a loan in-game if desired but not during generation.

So was actually looking at the Constructor Interface and it says, it makes use of a quad-redundant epsilon-cypher voxpulsers to issue quick bursts commands and to receive data. So I am not sure if someone could listen in or control him if they wanted to, save for another mastiff handler or someone that got hold of this very particular tech. It's GM's call as I have never played this kind of thing before.

It is reasonably secure. Certainly any signal may be jammed, and the standard vox-jammer will suffice for that. Actual hacking would require a scrap-code generator or similar.

If you took any of the things proffered (armour, helmet with vox and good photovisor, stimm or slaught) the GM wants us to add it to your sheet.

Oh, yeah I didn't take anything. But could I update the sheet and say I have it integrated into him already? Still same thing just different looks.

Um, no. This stuff you will theoretically eventually have to give back. In practice probably not but let us not get into the habit of metagaming.
