People's Metahuman Regulatory Agency (人民超人监管机构)
The People's Metahuman Regulatory Agency is, officially, a cultural organization roughly equivalent to the Wushu Academy. That is, it is NOT an official governmental agency; it is a cultural and aid organization that receives significant funding via the government.
In theory, when a Gifted child of person is identified in a territory under their oversight, such individuals have the right to join. A facility in Wuhan city is set up for them complete with dormitories, a school, and facilities to test and train abilities. Their mission statement is to ensure the safety and security of the People's Republic of China through the training and education of Gifted individuals.
In practice, it is about as much of a choice as any other such place in China. Children identified with athletic talent go to facilities to train for sports competition, non-Chinese elements of the population are reeducated, and metahumans in the PMRA's jurisdiction attend the Wuhan Institute.
There, they are assessed, processed, and conditioned. At its founding, the Agency was operated by non-Gifted individuals, but over time the Gifted graduates of the Institute have taken over the organization. The exact numbers of Gifted individuals working with or training under their guidance is meant to be a public figure reported openly to the UN and ITSDA, but none believe it for a second. In the eighteen years of its existence, several hundred Gifted individuals are known agents and at least a hundred more are suspected. Part of this is due to the fact that those registered as "minor" Gifted are let back into society to live productive lives. Many suspect these people as unofficial agents. After all, there is a reward in China for reporting unprocessed Gifted to the Agency.
IN the last two years, Vietnam, Myanmar, and Mongolia have signed treaties to allow the PMRa to regulate Gifted in their nations. Satellite offices were established in these places and local Gifted are meant to be trained on these premises. These foreign branches are always built as part of the local Chinese consulate and are on Chinese sovereign territory. What actually occurs in them is known only to the PCC; they make regular public reports to the UN via their parent office. China is increasing pressure on other Asian nations and many African once to accept PMRA offices as well. The recent events involving ITSDA have only increased these efforts.
In theory, both ITSDA and the PMRA operate with UN sanction. ITSDA is an extension of policing and the UN Peace Keepers. The PMRA received its sanction in the early days of the Gifted panic as an internationally recognized aid organization. Since then, the resolution has not been able to be changed in part due to China's influence.
The current chairman of the Agency, Fong Si-Lung, is an ardent supporter and member of the PCC. In several public interviews and comments, he ahs supported the Communist People's Party's program for dealing with Chinese nationals awakening. He has also stated that all people of Chinese descent who are Gifted should join the Agency. A Gifted man in his late thirties now, Fong has the ability to project his voice and amplify it to decibel ranges that can cause physical harm to others. He calls himself the People's Voice. He is always accompanied by his assistant and bodyguard, Ms. Zhang. A gifted woman who always wears crisp white suits and whose powers are listed as "light projection" in all official records. At the least, she seems able to create the equivalent of projection displays and seems to have an adept memory as she has often been the visual aid to Mr. Fong's speeches, even the longest. In addition to Ms. Zhang, Fong is accompanied by an individual dressed from head to toe in black cloth and called only Feng.
