The Setting

The Campaign

This abrupt announcement was as sudden and unwelcome as fingernails on a chalk board, and was met with stunned silence... but we are ahead of ourselves...

Rewind to six months ago, and the duchess had been pushing the team hard unleashing a crime spree unmatched in modern history stealing the the equivalent of a medium-sized country's GDP in six months.  Whenever she was pressed on her reasons for doing this she said it was her 'retirement package' and laughed.  Then assured you that she had a a plan despite making enemies of the rich, powerful, and even entire governments.

However with this statement, the crime wave ended as quickly as it began, in the moments of silence after the announcement she grinned her toothiest grin and laughed.  For a moment everyone could be forgiven for thinking this was all an elaborate prank.  However, a subtle hand gesture in thieves kant 'Physically hidden secrets' and a knock on the table removes any doubts as to the veracity of the statement.

Loosely attached to the underside of the table you pull out an envelope made of the finest paper and as you turn it over you see embossed on the front your name and the seal of the Parliament of Strife in Theradane.  There is a collective gasp and then silence as the meaning of this envelope dawns on each of you individually.

But boss, purchasing sanctuary for this many people at once would cost enough to...

Amarel dismiss Shraplin with a wave of her hand and reiterates.

The Duchess is dead... long live the duchess.  I have paid the tithe for each of you to retire to Theradane.  If you choose to do so...


At this point you have all retired to Theradane for several years now.  Each of you is a member of Amarel Parathis' gang, and you have been living a quiet (enough) retired life.  At least once per month you all get together to reminisce about old times at the sign of the fallen fire.  Tonight as you travel there is magic in the air, which... truth be told is fairly common in Theradane.  Perhaps tonight will be different.

Remember your position  are thieves of some renown, you have purchased sanctuary because you have burned every bridge to the areas around you and this is where you live.  If you do decide to just flip the table either have a plan or prepare for consequences.

Additionally I'm stealing a page from GTA where you are going to have a 'Heat Meter' you will be introduced to a detective who keeps a very loose eye to ensure that nobody is... too blatantly... breaking their terms of sanctuary.  If the group does something that is directly attributable to them, or if they are seen engaging in criminal activity the heat meter will tick up, the inspector will take a greater interest in you, have more resources to pursue you and you will begin lose access to public works due to increase police presence.

Revoking sanctuary is not something that is done lightly... unless a member of the Parliament of Strife takes an active interest in pursuing it; because if it would be quickly revoked then who would pay them vast amounts of wealth for the privelege.  However, that being said unenforced laws are a net that catches everyone, and as such terms of sanctuary are insanely complex, arcane, nearly impossible to comprehend and actually impossible to live by.

Due to this complexity, each member of the party has somehow been low key breaking the rules of their Sanctuary, can be as banal or as inventive as you want, but this will be a part of character creation.  To designate what you are doing that breaks your terms of sanctuary.  Could be anything from underground bareknuckle boxing matches to opening a bakery without an appropriate license, but everyone is doing something.

I'm going to try to keep the world fairly open to you, but I will allow a lot of latitude in problem solving.  Hence why you have access to Shraplin, Sophara and Brandwyn as tools to be able to enact your plans.  They will be versatile pieces that you can ask to do favors for you, and they will do anything within their power to help you.  These are the 'rule of cool' in game arbiters and if it can be done then they will.

The Party

You were all part of a wildly successful gang in your previous lives, but you got too rich, made too many enemies and were too brazen to continue unchecked.  So the Duchess took most of her cut of your 'earnings', and paid the tithe to Theradane, pledging feality to your new masters together.  Even after paying the exorbitant tithe you all have plenty of resources to comfortably live out the rest of your days (unless you have actively squandered your wealth).

One of your number was Scavius of shadow street, lover to Amarel Parnassus, was caught violating his terms of sanctuary.  Punishment for revocation of your Sanctuary is being transmuted into a statute, and having your soul bonded to it in the form a street light with a plaque denoting your name, crime, and the phrase 'Now I serve Theradane.  Always.

The Setting

About Theradane


A war has waged betweeen the countries of Hazar, Moreska, and Galina for a century.  A group of wizards sick of the constant warfare banded together and created small zone of peace and tranquility for themeselves.  As time went by they expanded this zone until it became the City-State of Theradane.

Theradane is a small city-state nestled inbetween super powers all around it.  However, due to shrewd planning, massive wealth, and the brute force of the parliament of strife it enjoys relative immunity from the entanglements of the powers around it.

Leveraging their situation they have begun offering 'sanctuary' services to undesirables from the countries... assuming you can afford the exorbitant price tag.

The Parliament of Strife

The parliament of strife is the ruling body of Theradane and is comprised of seven insanely  powerful wizards.  Of this ruling party only 3 are known public entities, one is famously unknown, even by other members of the Parliament of Strife.  The others are removed from the public eye.

About Hazar

The superpower to the North of Theradane, an ancient theocracy ran by a council of elders.  The country is known primarily for its spectacular library which is thought to house every spell known to on the planet.  Much of the collection is full of books which could pose a global threat if stolen but are also a threat in and of themselves.

The librarians are an elite paramilitary group who act at the sole unilateral discretion of the council of elders.  All children are required to participate in a series of competitive events testing their lateral thinking, knowledge, athletic prowess and magical ability.  The top 3% of competitors in these competitions are inducted into the fellowship of librarians for life.  The Fellowship of librarians and their families are cared for by the state, never having to worry about anything.  Since many of the traits the librarians value are passed down through bloodlines they are encouraged to have multiple partners within and without the fellowship to prevent issues of inbreeding.

Within the library there are seven levels of librarian

First level - Basic maintenance of the library, cleaning, filing, learning how to handle mildly hazardous books
Second level - Reshelving books after use, creating and maintaining the card catalog and curating the collection
Third level - Containment experts, creating and maintaining wards on the hazardous books
Fourth level - At fourth level members are given a choice, they may either move to the administrative side of the library or continue In the active track.  In this case they become active problem solvers and high level containment experts.
Fifth level - Librarians who make it this far are the most elite working in the library, from this point forward librarians are aimed externally doing ‘wet work.’  Fifth level librarians are responsible for maintaining building security and the containment matrices.
Sixth level - These are your ‘acquisition experts’ they will go out and collect books from other areas that are in need of containment in the library.
Seventh level - These are external problem solvers, they are sent after would-be thieves who would steal books from the library, or called in if there is a particularly dangerous acquisition that a sixth level could not handle on their own.  They have an… almost… pristine record.  There is one thief they seek to this day.

About Moreska

Moreska is a loosely confederated group of tribes that live in, on and under the mountain range to the East of Theradane.  Further west of the mountains is the coast where aquatic and amphibious races tend to live.  All of these tribes freely trade in between each other.  Moreska has the most natural resources in terms of precious metals, gemstones, and other magical ingredients of the three countries.  However, very few of the resources ever make it past the maze of the death spiders to the other countries.  Internally since these resources are not used for currency they are almost exclusively forged into masterworks of great power.  Moreska is accessible through the mountains but going through the earies of the harpies and Arakokra can make the passing extremely treacherous.

Moreska is a land protected on its western side from much of the ravages of the war between Galina and Hazar.  Prior to this war Moreska was a loosely confederated tribal country that was organized and ruled by a small tribe of dragons.  When Theradane was formed there was a brief and very costly battle between the Parliament of Theradane and the Dragons of Moreska.  When the cabal of wizards emerged successful in battle there was a struggle between the tribes to step into the power vacuum left by the dragon’s absence.  These bloody battles almost destabilized the region to the point where a small force of the other two powers could have split the country and collapse it taking its vast underground resources.

The cult of the death spiders of Moreska were the ones who bridged the gap between the tribes.  Given that the cult tended to the maze and the needs of the death spiders that prevented invasion from the other powers; they enjoyed a privileged position as stewards and protectors.  Recently tragedy has struck the cultists weakening not only their own numbers but also their standing in the community and the country as a whole.

About Galina

Galina is a technocratic society that is ruled by their team of biomancers.  The entire country is surrounded by a living wall of plant matter.  The wall is capable of relocating itself through a heightened cycle of growth, death and regrowth.  The entire cityscape and surrounding areas are built out of biomass, some are living structures that continuously shift and change, while others are static and dead.

Galina is well known for its exports of exotic food, drink and horrible monstrosities.  The army of Galina is made up almost exclusively of purpose-built hybrids.  The dead of any battle with Galina are picked up by the death-swallowers... essentially land whales that filter feed on the carrion, converting it into more biomass to create the city, and feed their commerce.
