I initially considered it, but I don't think it would be a good fit. Citizen V (the real one) is definitely less of a traditional superhero and more of an operative enforcing the plans of the V-Battalion. The V-Battalion, well, they are the bogeyman SHIELD checks under the bed for.

Utterly unrelated, but Elizabeth Barstow was the first Scorpion ever. (Debuting in April 1941, she was probably even Marvel's first female costumed superhero.) She relinquished the handle 75 years ago after the War, though.

Oh, and what happened to Steve Rogers? I don't think anyone else mentioned him directly by name before, so I guess his starting situation in this universe is up to you.
I just liked the idea of Victoria expecting a mild and toothless fossil and getting the former Winter Soldier instead, who is of course anything but. So I adopted an old story arc of Cap and imagined the super soldier serum burning itself out of Steve's system due too many years of extreme activity, letting old age catch up with him. In this version Rogers finds the recently revealed and restored Barnes and convinces him to become the new Captain America (under joint supervision of Steve and SHIELD).
