We are using the D&D 5E rules.

Characters start at 1st level

Standard array for characters stats.

You can use the optional rules from Tasha's for character generation. Only rule is that you must be a dwarf but can be any sub race of dwarf.

You can be the Duergar subrace but you would be a Duergar from the surface world, one of the Returned, a descendent of Duergar who had forsaken their dark gods and recommitted to Moradin or one of the other dwarven gods.

Any class and background is acceptable.

You can take a free Feat at 1st level, 5th Level, 10th level, 15th level and 20th level.

You start with all the equipment and treasure given to you by your background and class.

You can swap out equipment for the equivalent gp value and spend that as you wish.

You can purchase anything in the Players Handbook at the Standard prices before the game starts.
