Bwaaaaaaah! Hey! Hi hi hi, happy to be here. I don't yet have a concept I was thinking of throwing out. Right now paging through the playbooks and looking at what might be fun. I love Legacy or Scion heroes, and the chance to write setting-lore is always appealing! I also love the Brain, super-geniuses are my jam.

Hm. Or the Star could be interesting...

Making a Legacy or Scion would be especially powerful at this point, of course, since there is so little set in stone about the setting.

But anything could be good. Be ready to provide technobabble if you're going to make a Brain. As for a Star, I think there is bound to be a superhero celebrity culture emerging in New Atlantis...

Legacy - The Jourman Line
The Jourman family seems destined for greatness. Throughout history, from the time of Kings, Jourmans seem to keep popping up again and again. Great heroes, leaders, politicians, kings, rebels, athletes, scientists, philosophers. While not quite what you might call super-heroes, they were most certainly something more than normal. Every generation seemed simply to be born ... Better. And this has largely been for the good of humanity. While not a Guiding Light himself, Adyulous Jourman was the first-ever elected leader of New Atlantis, and continues to play an important role in the government. His eldest daughter, Persephone Jourman, is now being introduced to the world. She's razor smart, and certain she's going to achieve greatness. She just needs to figure out how, first. But she's been raised at the pinnacle of society, and if the Jourmans' are famous for anything, it's ego.

Scion - The Wako Syndicate
The Wako ruled the underworld of Japan for a thousand years, their legions of ninja the fear of the Emperor, the Shogun, samurai everywhere. When the island opened, the Wako embraced the technology of the West and expanded their operations. Their ninja and assassins spread across the world, lead by the Wako family. Combining the best technology that one could steal with the feudal iron fist of a yakuza clan. Until the Guiding Lights shattered the syndicate. Destroying their base of operations and leaving them a few scattered remains. Mei's grandfather was the last of the great Wako overlords, killed during the strike. Her father and mother swore vendetta, fleeing and disappearing into the shadows. How they made their way to New Atlantis is a mystery. But so, too, is how they released their hold over their daughter. If they did at all...

Hmm... Those are definitely interesting, but I do have some quibbles.

Re: Legacy.

Your character's Legacy are supposed to be superheroes first and foremost, though of course they can be other things too. It's a matter of emphasis. Being superheroes doesn't necessarily require superpowers - having "peak human" abilities would work. I do like the basic concept of an ancient clan of benevolent overachievers, but at least in the modern times the heroic part of it should be the most visible one. So I'd suggest you play that up. Also, remember that the Legacy confers multiple abilities - presumably Persephone isn't "only" smart, and Adyulous would have been more exceptional still (but she stands to catch up in time).

Note that New Atlantis lacks a single leader by design. It has a form of elected directorial government with an Executive Council of five. The closest thing to a leader is the President of the Executive Council, who serves as a head of state when one is needed, mainly for ceremonial or emergency purposes. These days, the role rotates, with each member assuming it on the last year of their term. If you are keen on the idea of Adyulous being such a major political figure, perhaps the very first Executive Council operated differently, as everyone had to be elected at once. They may have simply chosen him as President for the transitional period. It could have made sense if they wanted someone impressive but technically "normal" to fill a super's shoes.

Also, that name... I guess they originally hail from one of those comic book microstates in Europe? :P Not that there is anything wrong with that.

Re: Wako

I like the basic backstory. Given the level of their powers and the time they were most active in, the Guiding Lights are unlikely to have gone after an ordinary criminal syndicate - they would have had bigger fish to fry. ...So if they went after this one, it must have been very dangerous indeed. Perhaps it was connected to the Dark's conspiracies, or maybe it proved destructive enough in its own right.

The main issue that I see here is that the Scion is meant to have an outright active supervillain for a parent - not just the heirs of a fallen syndicate who may become a threat in the future. So one of her parents must have done something to merit such a status since the fall. The simplest explanation would be that they have already started rebuilding the syndicate - maybe it's not back to its former glory yet, but it is already notorious and dangerous, as is its current leader. Then again, perhaps her parents followed some different route, especially if what they're after is revenge rather than getting the syndicate back. Up to you.

I think I like the Scion concept a bit more, so I'm going to focus in on that.

I was thinking that her parents have been doing what they've always done- being mercenaries and henchmen for other villains. They're the sorts of bad guys who might show up as members of any villain team, or as a lackey for a mastermind sort of villain. Think of them like Deathstroke- the sorts of baddies who might show up but are rarely like... The Big Bad.

Mei is the sort of character who just sort of shows up one day without being mentioned in all of her parents' villain-work.
